HATFIELD LAW EXPANDS PROTECTIONS AGAINST HARASSMENT, BULLYING

A new state law authored by State Rep. Ryan Hatfield (D-Evansville) will provide added protections for Hoosiers who face an increased risk of harassment and bullying through social media and other new technology.

Hatfield said House Enrolled Act (HEA) 1607, which takes effect July 1, is aimed particularly at students in middle school, high school, and college, who are being bullied in school, after school, and on various social media platforms. Gov. Eric Holcomb signed the bill into law earlier this month.

“I consider this act to be a direct response to the terrifying news that teen depression and suicides are on the rise,” Hatfield said. “Social media and other technological advances have given bullies more ways to harass and bully their victims.”

According to the National Center for Educational Statistics, more than one out of every five students report being bullied. The Center for Disease Control reports that among high school students, 15.5% are cyberbullied and 20.2% are bullied on school property, and students who experience bullying are at increased risk for poor school adjustment, sleep difficulties, anxiety, and depression.

HEA 1607 will include harassment among the list of crimes that qualify a victim to obtain an order of protection. Presently, that list covers domestic or family violence, stalking, or a sex offense. Hatfield noted that the act also will enable parents to seek a protective order for a child.

“This act also expands the definition of stalking as a criminal act to include communication with a victim in person, by writing, telephone or other electronic means, and posting content on social media that is directed to the victim or refers to the victim directly or indirectly,” Hatfield said.

“As technology expands, it provides more opportunities for bullies to use these public platforms to conduct campaigns of harassment and bullying against innocent victims,” he continued. “HEA 1607 provides practical protections against these crimes, and I hope it provides a practical step to help end the emotional distress that victims feel.”

A former state Supreme Court justice is set to take up allegations that Indiana Attorney General Curtis Hill committed professional misconduct by groping four women during a party.

Former Justice Myra Selby on Monday scheduled a pre-hearing conference for May 22 at the Statehouse on the Indiana Supreme Court Disciplinary Commission’s complaint against Hill over the allegations he touched the backs or buttocks of a state lawmaker and three legislative staffers in March 2018 at an Indianapolis bar.

The Republican attorney general has denied the allegations, and a special prosecutor declined in October to pursue any criminal charges against him. The disciplinary commission, however, wants him to face disciplinary action from the state Supreme Court.

Hill’s private attorneys last week filed a response to the commission’s complaint, again denying any wrongdoing.

Governor Eric Holcomb Directs Flags To Be Flown at Half-Staff

INDIANAPOLIS – Governor Eric J. Holcomb is directing flags across the state to remain at half-staff on May 15, 2019 in honor of Peace Officers Memorial Day.

Flags should remain at half-staff until sunset on Wednesday, May 15, 2019 for Peace Officers Memorial Day as well as honoring the life of former U.S. Sen. Richard Lugar.

Gov. Holcomb also asks businesses and residents across the state to lower their flags to half-staff.

Lynne L VanScoter, 72, passed away peacefully at home on, Monday May 13, 2019.

She was born April 16, 1947 in Hume, NY, a daughter of the late Lowell and Monica Mills Sr. She married James B VanScoter, who predeceased her on May 13, 1990.

Lynne was a former member of Aurora 248 Order of the Eastern Star in Fillmore.
She enjoyed knitting, crocheting, playing games on her iPad, Busch Light, Rumchata, and Bahama Mamas. She was a lot of fun and liked to have a good time wherever she was.

Surviving are her children, Monica (Sam) Clark of Rushford, NY; Heidi (Randy) Lance of Newburgh, IN; step daughter, Michelle (Tim) Post of Perry, NY; grandchildren in NY, John Moore, Aaron (Ashley) Moore, Zach (Kayla) Clark, Chelsea Clark; grandchildren in IN, Brittany Clark, Caitlin Lance, Haley Lance; siblings, Lowell “Buz” (Margaret) Mills Jr., Dana (Kim) Mill, Michelle Harding all of NY; and eight great grandchildren, 72, passed away peacefully at home on, Monday May 13, 2019.

Joe L. Simpson was born on May 4, 1957 in the town of Trenton, Tennessee to Florence Robinson and George Howard Simpson, Sr., both of whom preceded him in death. Gertrude Simpson Dumas (Robert Dumas), his aunt/mother, preceded him in death August 2018. On Monday, May, 6 2019 at approximately 11:49 p.m., Joe entered the heavenly gates of his new home with streets paved of gold.
Upon the death of his mother, Florence, Joe’s father took him and his two brothers to his sister, Gertrude Simpson. She immediately accepted the role of aunt and mother. The home would consist of the boys and Gertrude’s niece, Anita.
Years went by and Gertrude decided to move the family to Mayfield, KY. At the age of 20 years old, Joe’s condition required him to go to the Western State Hospital in Hopkinsville, KY. As time passed, Joe was in and out of several special needs facilities. Due to the privacy laws, Joe’s whereabouts became a question and the family searched to locate him. After much inquiring, Joe was finally located at a facility in Owensboro, KY. The last three years of his life, he resided at Health At Home, a state residential facility in Owensboro, KY.
In Owensboro, Joe made several friends at this new facility. Many of the staff there became very close to Joe and he was admired by them. Joe’s case manager, Solivita Reneger became associated with his family. Anita and Gertrude would contact her from time to time to find out about Joe’s well being.
Joe leaves to mourn his death his brother: John Lee Simpson; and his sister: Anita Simpson-England both of Mayfield, KY; sisters: Violet M. Emerson (Bishop Eddie Emerson) of Humbolt, TN, Mary Alice Harris of Trenton, TN; four other brothers: George Howard Simpson (deceased), Toy Jentry (deceased), Billy Ray Elder of Dallas, TX, and Charles Hughes, Jr. of Carbondale, IL.

We hope that today’s “READERS FORUM” will provoke honest and open dialogue concerning issues that we, as responsible citizens of this community, need to address in a rational and responsible way.

HERE’S WHAT’S ON OUR MIND TODAY

The Vanderburgh County Commissioners will have a public meeting today following their regular meeting to discuss the Vanderburgh County jail expansion. This meeting will involve all three County Commissioners, all seven members of County Council, the Vanderburgh County Sheriff, the Building Authority General Manager and the lead design team of American Structure Point. This meeting will decide the size, scope, and design of the  Vanderburgh County jail renovation project.  The public is invited to attend.

It is our hope that the powers that be will agree on a new jail design that will be meet the current and future needs of the Vanderburgh County  Sheriff Office for a least the next 25 years?
