Impaired Driver Arrested while Transporting 15-Month-Old Child
Pike County – Sunday evening at approximately 6:35, Trooper Hunter Manning was patrolling I-69 near the 40 mile-marker when he stopped the driver of a 2002 Chevrolet Malibu for driving 86 mph. When Trooper Manning approached the vehicle he detected the odor of raw marijuana. The female driver was identified as Taylor M. Merino, 22, of Henderson, KY. Elizabeth Stocker, 36, of Corydon, KY, was sitting in the back seat with her 15-month-old grandchild. Trooper Manning searched the vehicle and located methamphetamine, marijuana and drug paraphernalia. Merino also displayed signs of being impaired, but she refused to submit to a chemical test. Merino and Stocker were arrested and taken to the Pike County Jail where they are currently being held on bond. The Department of Child Services took custody of the child.

OBITUARY OF HEATHER DUNN NIEMEIER
OBITUARY OF HEATHER DUNN NIEMEIER
Heather Dunn Niemeier, 43, of Evansville, Indiana, passed away Wednesday, May 15, 2019.
Heather was born on May 30, 1975, in Evansville, Indiana to her loving parents Gail (Russell) and John Dunn. Heather graduated in 1993 from Reitz Memorial High School. She received her Bachelors of Elementary Education and Social Sciences in 1997 and her Masters of Literacy Education from Vanderbilt University in 1998 where she joined Kappa Delta Sorority. In 2007, she received her Doctorate of Education from Oakland City University.
Heather’s passion for teaching flourished as her career touched many students at Percy Priest Elementary, Highland Elementary, and North Middle School. She expanded her expertise as she taught at the University of Southern Indiana and Oakland City University.
Together as Heather and Fred began their family, her love of teaching became even more evident with her own children. Heather loved children’s books and she shared that passion with her children and her students. She was certified in meditation and mindfulness and taught this to many.
We will miss her bubbly personality as we mourn the loss of this beautiful daughter, wife, mother, sister, and friend.
Heather is survived by her husband of 21 years, Fred Niemeier of Evansville, IN; children, Madison, Michael, and Emerson Niemeier all of Evansville, IN; parents, Gail and John Dunn; sister, Holly Dunn Pendleton (Jacob) of Evansville, IN; sister-in-law, Amy (Katie) Niemeier of Evansville, IN; and many nieces and nephews.
Heather was preceded in death by her sister, Kathy Dunn-Jagielski; and brothers, John Michael Dunn and John Melton Dunn, Jr.
Funeral services will be held at 10:00 AM on Tuesday, May 21, 2019, at Browning Funeral Home, 738 Diamond Ave., Evansville, IN 47711 with Pastor Jack Eberhardt officiating. Burial will follow at St. Joseph Catholic Cemetery.
Friends may visit from 4:00 PM until 7:00 PM on Monday, May 20, 2019, at Browning Funeral Home and again from 9:00 AM until service time on Tuesday at the funeral home.

Helen Lucile Bolton
Helen Lucile Bolton, 90, of Gentryville, Indiana passed away on Sunday, May 19, 2019 at Scenic Hills Care Center in Ferdinand, Indiana.
Helen was born in Indianapolis, Indiana to the late Otto and Esther (Hicks) Oskins.
She was a member and organist of Gentryville United Methodist Church. Helen had been a pharmacy technician at St. Joseph Hospital. She loved dancing with her husband Roy. Helen enjoyed crocheting, quilting, supporting her grandchildren’s sporting events and was an avid fan of the St. Louis Cardinals.
She was preceded in death by her husband, Roy Bolton.
Helen is survived by her children, Sandra Forston and her husband, Carl; Patricia Pulley and her husband, Ray; Joyce Bolton; Katherine Spellmeyer and her husband, Donald all of Gentryville, IN; Grandchildren, Carla Birsa (Mike) of Fishers, IN; Julie Walls (J.T. Visitation is from 2 P.M. until 7 P.M. Thursday, May 23, 2019 at Koehler Funeral Home in Boonville, Indiana and from 11 A.M. until 3 P.M. Friday at the church.

Long’s walk-off gives Otters 6-5 win over Florence
After the Florence Freedom battled back to tie the game in the top of the ninth, the Evansville Otters’ Ryan Long hit a walk-off single in the bottom of the ninth to give the Otters the series win, defeating the Florence Freedom 6-5.
In the first inning, Keith Grieshaber led off the game with a solo home run to left field to give the Otters a 1-0 lead.
Dakota Phillips’ RBI single to centerfield in the third extended Evansville’s lead to two.
Florence’s Caleb Lopes would tie the game at two with a two-run home run in the fourth.
The Freedom took a 3-2 lead in the seventh, sending seven men to the plate, on a sacrifice fly by Luis Pintor.
The Otters responded in the eighth, with Long leading off with a game-tying solo home run over the Bud Light Lime Patio in left field. Taylor Lane followed with a single, his second hit of the day, and would score on a 400-foot home run by Phillips, giving the Otters a 5-3 lead.
In the top of the ninth, closer Tyler Vail went to the mound for his first save opportunity of the season.
Isaac Bernard led off the top of the ninth with a double. Pintor hit his second RBI of the game, scoring Bryant to make the score 5-4. Lopes added his third RBI of the afternoon, knocking in Pintor, tying the game at 5.
Hunter Cullen became the Otters’ first base runner in the bottom of the ninth after he was hit by a pitch. A bunt by David Cronin forced Florence pitcher Ryan Mordecai to throw to second, but Cullen’s speed was able to beat the throw.
Mordecai would be pulled, as the Freedom sent Johnathon Tripp to the mound. He was able to get Grieshaber to pop up to Lopes at second base for the first out.
After tying the game at three in the eighth, Long smacked a single through the diving Lopes at second base, scoring Cullen from second.
It would be the second walk-off for the Otters in the series.
The Otters will have Monday off before they hit the road for a six-game road trip, starting with a three-game series against the Gateway Grizzlies. First pitch from GCS Ballpark is at 7:05 p.m. Tuesday. The game can be heard on 91.5 FM WUEV with David Nguyen with the play-by-play.

IS IT TRUE for many months the past agendas and the approved minutes of the Evansville Development Commission haven’t been posted on their web site? …last Friday the CCO Editor sent the Evansville DMD Director a”Freedom Of Information Request”? …our Editor was immediately informed that the DMD will comply with his request?  …when we receive this information we shall post them for your review?
IS IT TRUE that former City-County Observer Editor and writer Mr. Joe Jack Wallace was in Evansville on Saturday to attend a meet and greet and book signing for his first book “Living Outside the Boxâ€?…the event was held at the Eastside watering hole and restaurant called Bar Louie?…the event was sparsely advertised as an invitation-only event yet word got out among Mr. Wallace’s core group of friends and the back room at Bar Louie was packed to capacity from the minute the doors opened to the time he had to head to Morganfield, Ky. to be the commencement speaker at Union County High School that is his alma mater?…many former elected officials and current candidates for office were invited and showed up to greet Joe?…many kind words were exchanged and many books were sold?…there are already discussions underway to hold another such event sometime in the fall?
IS IT TRUE that Joe was asked to make some remarks about the origin of the idea for his book and he revealed that it was from a meeting in Innovation Pointe when a meeting was being called by the GAGE Board Of Director members who had taken over the management of the 2009 Freedom Festival after they finally realized that he was right when he said the 2009 Festival is going to lose significant amounts of money?…months prior Wallace had been removed from the day to day planning and management of the 2009 Freedom Festival sponsored by GAGE because he had let them all know that it was going to be a big loser?…when the coming financial disaster of this event hit home in the minds of the management group of this Festival, they called a meeting to “think outside of the box”?…Wallace was invited to this meeting but responded by saying “what good is it to think outside the box if you don’t have the courage to live outside of the box”?
IS IT TRUE that Mr. Wallece did not attend the “think the outside the box” gathering of the 2009 Festival management group meeting that proceeded this event?  …it’s been alleged by credible sources that this event lost over $600,000? …we wonder who were the President and the Board Of Directors members of GAGE during this time?  …we also wonder where did the GAGE  Board Of Directors get the money to pay for the enormous loss of the 2009 Freedom Festival event? …we are also amazed why members of the mainstream media didn’t report the enormous losses of the 2009 Freedom Festival? …we find it laughful that a couple of GAGE’S board members tried to make Mr. Wallace a political scapegoat of this failed event?
IS IT TRUE that Mr. Wallace made it clear at the meet and greet that his book was not a tell-all book about the stunts pulled by the GAGE board and the former Director of Downtown Development?…for those who have read the book, it is obvious that he has written a manual for making positive things happen by taking bold actions as opposed to just talking and being timid or manipulative?
IS IT TRUE that several people from Evansville have been to Palm Springs to visit Joe and have seen the fruit of the efforts he had made there?…a couple of former elected officials including two long-serving public servants commented Saturday that “Evansville was simply not ready for anyone like Joe and that it probably never will be.â€?…a couple of future trips are already scheduled by locals to see what has happened with technology-based entrepreneurship in the Palm Springs region during the last 8 years under Joe’s leadership?
IS IT TRUE the question must be asked if GAGE had not been politicized, would Joe Wallace have been able to do in Evansville what he has in Palm Springs?…we will never know because when asked about a future return, his answer was an emphatic &$#@ No?
IS IT TRUE last week it was announced that the Evansville Water & Sewer Utility Department named a new communications director, whose role is to inform the public about the millions of dollars worth of upgrades projects citywide?  …Ella Johnson-Watson has been part of Mayor Winnecke’s communications staff since he took office, has moved to the Evansville Water & Sewer Utility Department?  …her salary is now being paid by the Water and Sewer Utility department budget and we wouldn’t be surprised that Ms. Johnson-Watson didn’t receive a hefty salary increase when she accepted this new position? …about seven (7) years ago the City-County Observer had a disagreement with Ella Johnson-Watson concerning an embargo news issue?  …ever since that disagreement, we have received very few news articles from the Mayor’s office? …starting today we are going to make sure that we receive every news release generated by the Evansville Water and Sewer Department new Communications Director?
