Arson Investigation – Attempt to Locate
On November 22, 2019, EPD Officers responded to a call to an arson in progress at an apartment in Grandview Towers. Sandra Tinsley reported that she had received threatening messages from her ex-husband, Randall Eugene James, earlier this morning. A short time later, Tinsley stated that James showed up at her apartment, banging on her door. She said that he yelled at her and made threats to her. Moments later, she reported the smell of gasoline and that her door burst into flames. James fled the scene in a vehicle as Tinsley was on the phone to emergency dispatchers.Â
EPD officers arrived and began the investigation. As investigators were speaking with Tinsley, another fire was reported and at a near-by apartment complex. Tinsley stated that the address of the second fire was her mother’s apartment. Officers responded to that location and were unable to locate a suspect in that fire.
As the investigation from Grandview Towers fire proceeded, James’ vehicle was found abandoned in a ditch several miles from the arson scenes, however, James was not located. The EPD is currently looking for James in order to interview him about the arson allegations.

Indiana Employment Report
Indiana’s unemployment rate stands at 3.2 percent for October and remains lower than the national rate of 3.6 percent. The monthly unemployment rate is a U.S. Bureau of Labor Statistics (BLS) indicator that reflects the number of unemployed people seeking employment within the prior four weeks as a percentage of the labor force.
Indiana’s labor force had a net increase of 567 over the previous month. This was a result of a decrease of 1,397 unemployed residents and an increase of 1,964 employed residents. Indiana’s total labor force, which includes both Hoosiers employed and those seeking employment, stands at 3.38 million, and the state’s 64.4 percent labor force participation rate remains above the national rate of 63.3 percent.

Employment by Sector
Private sector employment has grown by 16,500 over the year and has decreased by 2,000 over the previous month. The monthly decrease is primarily due to losses in the Manufacturing (-4,000) and the Trade, Transportation and Utilities (-2,100)sectors. Losses were partially offset by gains in the Leisure and Hospitality (2,100) and the Professional and Business Services (1,500) sectors. Total private employment stands at 2,734,500, which is 2,400 above the December 2018 peak.

Board of School Trustees of the Evansville Vanderburgh School Corporation will meet
The Board of School Trustees of the Evansville Vanderburgh School Corporation will meet in executive session at 3:30 p.m. on Monday, November 25, 2019, in the John H. Schroeder Conference Centre at the EVSC Administration Building, 951 Walnut, IN 47713, Evansville, IN.
The session will be conducted according to Senate Enrolled Act 313, Section 1, I.C. 5-14-1.5-6.1, as amended.
The purpose of the meeting is for discussion of one or more of the following: collective bargaining, (2)(A); initiation of litigation or litigation that is either pending or has been threatened specifically in writing, (2)(B); purchase or lease of property, (2)(D); for discussion of the assessment, design, and implementation of school safety and security measures, plans, and systems (3); and job performance evaluation of individual employees, (9); to train school board members with an outside consultant about the performance of the role of the members as public officials (11).
The regular meeting of the School Board will follow at 5:30 p.m. in the EVSC Board Room, same address.
