Downtown Evansville  Economic Improvement District Priorities for 2020

Their efforts are managed by a Board of Directors made up of multiple assessed property owners, Downtown businesses and non-profits, and Downtown residents. We created the fifth such district in Indiana, and there are over 1,000 similar districts across the US.
First funded in 2018, our efforts have included alley activation and beautification, litter cleanup, landscape enhancements, developer and business recruitment, investor development for Downtown projects, holiday décor, banners, support for large community-wide events, advertising, relaunching the farmers market, producing 20 Downtown
Evansville events annually, providing additional patrols by off-duty police officers, supporting efforts to increase the hours of services available at the United Caring Services homeless shelter, and supporting the City through maintaining amenities such as painting the arch or repairing electrical outlets on Riverside Drive.

They are seeking the input of our property owners and the broader community regarding our efforts in 2020. During this short survey, you can share how you feel our resources should be applied. This survey, with feedback from our board and the guidance of the Master Plan, will focus our 2020 goals and work plan. Our work generally occurs in an area bound by the Ohio River, Fulton, Martin Luther King Jr Blvd. and Walnut. Properties on Main Street are assessed at a higher level for the increased amount of benefit provided.

Commentary: More Than The Trains Don’t Run

PARIS, France – This is what happens when the trains don’t run.

Traffic backs up. The streets clog with cars, taxis, Ubers, motorcycles, scooters, and bicycles as people seek ways to cover long distances on something other than their own two feet.

The sidewalks jam up, too. What would have been short trips on the metro – a stop or two – now become opportunities for a stroll. In the busiest parts of town, people walk brushing shoulders and have stopped apologizing or asking pardon when they bump into one another.

Such is life.

France has been in the middle of a rail strike for the past three weeks.

The trigger for the strike was a proposed government plan to alter pension programs. The new system, if it becomes a reality, would eliminate special retirement plans and create a points-based system that applies to all. The goal is to encourage French workers to labor longer.

That is not an easy sell in a culture in which people believe life is something to savor, not endure.

Hence, the strike.

Since the labor action began on Dec. 5, travel and life in France have been disrupted in equal measure. This has been particularly true during the holidays, as train after train after train has been cancelled. Travelers who hoped to make it in or out of Paris or elsewhere found themselves stuck at the starting point or, worse, stranded somewhere between home and their desired destination.

Alternative travel options were few.

Rental agencies ran out of cars early. Taxi drivers to and from Charles de Gaulle Airport began balking at charging the flat rate of 50 Euros to transport passengers into Paris because the traffic snarls and gridlock cost them too much time – and money.

In Paris, only those few metro lines that are automated continue to operate, over the protests of strikers who have begun showing up to prevent people from boarding even those trains that still are scheduled to run.

Despite all this upheaval, even turmoil, public support for the strike is strong.

Polls show that more than 50 percent of those surveyed support the strike and only a little more than 30 percent oppose it. That support has remained steady even as holiday travel has descended into chaos and tourism in France has been hammered.

An acquaintance who has led an expatriate experience here in Paris for years explains why.

“The right to strike is embedded as deeply in the French culture as the right to bear arms is in the States,” she says.

Interesting.

It’s tempting to compare the two cultural obsessions to America’s disadvantage. The rail strike, after all, seems to encourage more people to walk, which is healthy. The U.S. devotion to unlimited access to firearms seems to encourage more people to shoot each other, which isn’t.

But the reality is that they are two sides of the same coin.

When issues become questions of personal or national identity, resolving them becomes much more difficult.

In the States, the question about guns confronting us actually is a narrow one – how do we keep firearms out of the hands of those who can’t use them responsibly while making sure those who are responsible still have access? – but the emotional energy on both sides makes rational discussion and problem-solving all but impossible.

Similarly, to an outsider, the divide over the French problem seems like a resolvable dispute. If the goal is to get people to work longer, give them a reason to work longer. Create incentives for them to work longer. At its most effective, capitalism offers an array of enticements, not penalties. We work because we want something – more money, a nicer house, a new car or, for most of us, a better life for those we love.

Emotion, though, may get in the way of that national negotiation, too.

So long as it does, the streets and sidewalks of this loveliest cities will remain packed.

And Paris will continue to be the place where the trains don’t run.

Davis’ presentation, “Democracy and Civil Engagement,” will be free and open to the public as space allows. Fatal Light Aircraft Crash at Camp Reveal Update

The National Transportation Safety Board, Federal Aviation Administration, and the Vanderburgh County Sheriff’s Office continue to gather information concerning the recent plane crash at Camp Reveal in northern Vanderburgh County. Some information previously reported by our Office has been updated.

On Saturday, December 21, 2019, at 3:14 PM a 1971 Piper Cherokee fixed-wing aircraft crashed into an open field at Camp Reveal off E. Boonville New Harmony Road in Evansville, Indiana. The aircraft is owned by the X-Cell Aviation of Evansville. The Vanderburgh County Coroner’s Office identified the pilot as 56-year-old Phillip M. Burke of Newburgh, Indiana.

The aircraft was fueled at Tri-State Aero at the Evansville Airport before departing at approximately 2:20 PM Saturday. The aircraft traveled north before returning south to the Evansville area. The aircraft had been in contact with the Evansville tower prior to the crash, but no mayday or emergency transmission was received.

The aircraft crashed into a grassy field approximately 30 feet north of 1000-block of East Boonville-New Harmony Road. The Coroner’s Office indicated the pilot suffered multiple blunt force trauma.

Investigators from the Federal Aviation Administration were at the scene Saturday night and were joined by a National Transportation Safety Board investigator on Sunday. A representative of Piper Aircraft was also on-scene to assist in the investigation.

PREVIOUSLY:

A small light aircraft has crashed on the grounds of Camp Reveal off East Boonville-New Harmony Road, killing the sole pilot.

At 3:14 PM on December 21, 2019, the Vanderburgh County Sheriff’s Office, McCutchanville Fire Department, and the Scott Township Fire Department responded to Camp Reveal upon a report of an aircraft crash.

A small Cessna light aircraft had attempted an emergency landing east of the main entrance to the camp. The pilot, who was able to maneuver the aircraft into an open field and avoid striking any buildings, was killed during the crash. The aircraft had departed from Tri-State Aero but began losing altitude and crash-landed while traveling north.

The name of the pilot will be released by the Vanderburgh County Coroner’s Office once all family notifications have been made.

As is standard procedure for all aircraft crashes, the Indiana State Police (ISP), the National Transportation Safety Bureau (NTSB), the Federal Aviation Administration (FAA) and the Federal Bureau of Investigation (FBI) have been notified.
