HEALTH DEPARTMENT UPDATES STATEWIDE COVID-19 CASE COUNTS

The Indiana State Department of Health (ISDH) today announced that 513 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC) and private laboratories. That brings to 30,901 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

A total of 1,812 Hoosiers are confirmed to have died from COVID-19, an increase of 21 over the previous day. Another 152 probable deaths have been reported based on clinical diagnoses in patients for whom no positive test is on record. Deaths are reported based on when data are received by ISDH and occurred over multiple days.

To date, 214,933 tests have been reported to ISDH, up from 208,561 on Friday.

Hoosiers who have symptoms of COVID-19 and those who have been exposed and need a test to return to work are encouraged to visit a state-sponsored testing site for free testing. Individuals without symptoms who are at high risk because they are over age 65, have diabetes, obesity, high blood pressure or another underlying condition, as well as those who are pregnant, live with a high-risk individual or are a member of a minority population that is at greater risk for severe illness, also are encouraged to get tested.

ISDH is holding drive-thru testing clinics from 9 a.m. to 6 p.m. today in Brazil, Hammond, Shelbyville and Wheatfield. For details about these clinics, or to find other testing locations around the state, visit www.coronavirus.in.gov and click on the COVID-19 testing information link.

After listening to feedback from restaurant operators, neighborhood leaders, and residents, local government leaders announced an expedited permit process that enables restaurants to temporarily expand their dining areas.

The Evansville Restaurant Relief Program will enable restaurant operators to expand their outdoor dining areas onto the existing property and public rights-of-way.

“This program will empower participating restaurants to provide a sense of normalcy and safety to their customers,” said Mayor Lloyd Winnecke.

Indoor/outdoor restaurant seating will be limited to Back on Track Indiana plan capacities (50 percent before June 14 and 75 percent beginning June 14). No application or permit fees will be charged for review or approval, although fees otherwise charged for encroachment permits or reviews are not waived by the program.

“As a local business owner, I understand the crisis’ impact on restaurants and other small businesses,” said Vanderburgh County Commissioner Jeff Hatfield. “By providing this type of relief, we’re giving our workforce tools to reopen responsibly.”

The temporary program ends after July 3 and is subject to change in the event additional protections and guidelines are put in place

Gov. Holcomb Takes Action to Prepare for Revenue Shortfalls

Governor Eric J. Holcomb today announced he has asked the State Budget Agency (SBA) to initiate plans to reduce state agency appropriations by 15 percent for Fiscal Year 2021 because of the sharp drop in state revenues that was reported for April and to prepare for a continued decline in state revenue because of the economic impact of COVID-19.

“This is the first of what is likely to be a number of steps we’ll take to rein in state spending while we continue to provide critical government services to Hoosiers without interruption,” Gov. Holcomb said. “It will be imperative that we effectively manage our resources. During the last economic downturn, the state’s general fund revenues were nearly $3 billion less than forecasted. SBA estimates we could face an even greater loss of general fund revenue in the final 14 months of this biennium.”

SBA already has initiated actions to reduce spending for the remainder of the current fiscal year, which ends June 30. Cost savings measures were instituted in April to review operations, space, travel, hiring and many other areas for savings.

In addition to the state agency reversions, Gov. Holcomb said the state would not move forward or put on hold several previously announced projects:

  • Use of $291 million in reserves to pay for several capital projects approved in the 2020 legislative session. Bonding authority may be used to move forward with those projects later
  • Approximately $65 million in Next Level Trails grants
  • $110 million of deferred maintenance projects, including $70 million for state parks

“By taking immediate action to tighten our belts across state government, we will maintain maximum flexibility to navigate a still very uncertain economic picture. All options are on the table, and as we approach tax filing deadlines and better understand all of the federal funds available to Indiana, we will make more precise adjustments ahead of crafting a budget for next biennium,” Gov. Holcomb said.

Senator Braun joined Elizabeth MacDonald on Fox Business’s The Evening Edit to react to newly declassified email from Obama administration National Security Advisor Susan Rice regarding incoming National Security Advisor Michael Flynn.

Indiana Senator Mike Braun says coronavirus lockdowns were too strict from the beginning, but he says his home state is an exception.

Braun (R) criticizes what he calls one-size-fits-all stay-home orders, and argues the distinction between essential and nonessential businesses didn’t make sense. Indiana did both those things for six weeks before allowing nonessential businesses to reopen May 4 in all but three counties. Some businesses, including gyms, movie theaters and bars, remain closed. But Braun says Indiana responded the right way. He says Indiana might have been able to loosen restrictions a week or so sooner than it did, but he says many other states have been “too straitjacketed” and could pay an economic price as a result. He says Governor Holcomb has been attentive to limiting “economic carnage” from the pandemic.

But Braun singles out two of Indiana’s neighbors, Kentucky and Michigan, for what he says are overly strict limits. He takes particular aim at Michigan, a political swing state, for what he calls a “flawed approach” of keeping tight restrictions in place statewide. Democratic Governor Gretchen Whitmer plans a first step out of lockdown on Friday, allowing businesses to open at half-capacity in the Upper Peninsula and 17 northern counties.

Sen. Mike Braun, R-Ind., said Wednesday that “the guidance and rules have really been ratcheted down to make sure” that larger businesses with cash reserves and lines of credit “were not there at the trough.”

“I all along wanted to make sure that the smallest businesses first would get served. That didn’t happen in the first round. That’s why you’re seeing a different dynamic now,” Braun said during a conference call with Indiana news media.

The Paycheck Protection Program was created by the Coronavirus Aid, Relief and Economic Security Act approved by Congress in March.

Evansville Area Experiences High E COLI Bacterial Counts, Exceeding Water Quality Criteria Levels

ORSANCO Weekly Water Quality Conditions for 22 May 2020

E.Coli:  The Cincinnati area had extremely high colony counts of E.Coli this week, greatly exceeding water quality criteria.  The Evansville area also experienced high bacterial counts, exceeding water quality criteria levels.

STAGES: Cincinnati and Evansville are at Action level conditions and will remain there over the next few days.  Cincinnati is predicted to crest at nearly 49 ft over the weekend and Evansville is predicted to crest at nearly 39 ft over the weekend, with each remaining under Action level conditions.  Other segments of the river are predicted to have elevated stages but within normal pool levels.

VELOCITIES: The Cincinnati area and Evansville areas are predicted to see some increase in velocity over the next few days.   All other sites are predicted to remain at nearly the same velocities over the next few days.
