DOR’s Downtown Indianapolis Location to Open by Appointment-Only June 15th
Customers can schedule appointments online or by phone
The Indiana Department of Revenue’s (DOR) downtown Indianapolis office located in Indiana Government Center North will reopen for in-person service starting June 15, 2020, by appointment only.
The Indiana Government Center has been placed within Stage 4 of Governor Eric Holcomb’s Back on Track Indiana plan, which begins on June 13. Previous DOR announcements stated June 1 as the date for the Government Center location reopening, however, DOR has pushed back the appointment start date to comply with the Governor’s plan.
Customers can schedule an appointment online for all locations at Appts.dor.in.gov or by calling Customer Service directly using the information provided below:
- Call 317-232-2240 to schedule an appointment at the downtown Indianapolis office.
- Call 317-615-7200 to schedule an appointment with DOR’s MCS.
- Visit the District Office web page at dor.in.gov/3390.htm for additional contact information.
When customers arrive for their scheduled appointment at the Indianapolis office, they will enter through the designated public entrance and proceed through security checkpoints. Customers will then check-in at the DOR lobby for their appointment.
As a reminder, most questions can be answered and services performed without visiting a DOR office. Before making an appointment for an in-person visit, customers are encouraged to contact DOR directly by phone or email. Customers have the following at-home service options:

In accordance with the Indiana State Department of Health’s guidelines, DOR has implemented the following for all appointments:
- All DOR locations with in-person customer service will have glass or plastic partitions between the customer and employee.
- Hand sanitizer will be available to both employees and customers.
- DOR team members will wear masks.
- Masks are highly recommended for DOR customers.
Before arriving for an in-person appointment, customers should perform a self-assessment by answering the following questions:
- Have you had close contact with someone who has tested positive for COVID-19 within the past 14 days?
- Are you currently ill? Do you have symptoms of a cold, cough or shortness of breath?
- Do you currently have a fever or have you had a fever within the past week?
If any customer answers “yes†to any of these questions, he or she should cancel the appointment and contact a healthcare provider.

USI Board approves interim budget for Fall 2020
University Steering Committee decisions announce
The University of Southern Indiana Board of Trustees met in executive and special session today, May 28, to be apprised of a number of topics related to how the University is dealing with the COVID-19 pandemic, the opening of campus and the upcoming Fall 2020 Semester.
In special session, the Trustees approved an interim University operating budget for the upcoming Fall Semester, ensuring all faculty and staff will be paid in full through December 31, 2020. The approved budget allows the University to maintain the necessary workforce to deliver academic programming for students and will support the State of Indiana’s efforts to preserve economic stability for all Hoosiers.
“The approval of the interim budget is vital for USI’s employees to have a sense of security so they can continue offering academic excellence and services to our students,†said Ronald S. Rochon, USI President. “In a time where unemployment rates are at historic highs, thanks to our Trustees, we will be whole until the end of the year.â€
Based on recommendations from three core committees representing the University’s 125-member COVID-19 task force and in consultation with medical and health professionals, the USI Steering Committee today announced a number of decisions made regarding the upcoming Fall Semester via Zoom sessions open to USI students, employees and retirees.
Academic Delivery and Calendar
The University will utilize a flexible course delivery model for the Fall Semester to accommodate varying circumstances for the student body. With this model, considering social distancing and safety practices, students will be on campus for face-to-face courses and a combination of technology-enhanced, hybrid and online formats. Each college will offer a diverse selection of courses with a variety of delivery modes to ensure a positive campus experience for students. Course offerings by type will be available later this summer.
The Steering Committee also announced revisions to the Fall 2020 Academic Calendar. The revised calendar converts Assessment Day and Fall Break to instructional days. All courses after Thanksgiving recess will be instructed online for one week, followed by a week of finals.
Student Housing
Student Housing will be open for the Fall Semester. After much deliberation and consultation with medical authorities, the University will open campus housing to a maximum of 85% occupancy. There will be apartment buildings left intentionally vacant with individual bedrooms and bathrooms reserved for possible quarantine use. Special training and contact tracing protocols will be given to all those who work in Housing and Residence Life, including all Resident Assistants.
Commencement
As previously communicated, Spring Commencement has been re-scheduled to take place in August. To allow for adequate social distancing and cleaning between ceremonies in the Screaming Eagles Arena, the ceremonies are scheduled as follows:
- Friday, August 14: Graduate Studies, 6 p.m.
- Saturday, August 15: Romain College of Business, 9 a.m.; College of Liberal Arts, 2 p.m.
- Sunday, August 16: Pott College of Science, Engineering, and Education, 9 a.m.; College of Nursing and Health Professions, 2 p.m.
Specific information and instructions will be provided to all graduates over the summer. Commencement celebrations are subject to current state and federal guidelines related to the COVID-19 pandemic.
Campus Reopening
Based on review of task force committee reports to date and the campus work underway or completed to enhance safety, the campus will be ready to reopen to the public and employees on Monday, July 6. The Steering Committee conducted a walkthrough of campus this week to survey the extensive progress that has been made. The campus opening date is subject to change given updates in state and federal guidelines related to the COVID-19 pandemic. More details will be communicated by supervisors closer to the opening date.
COVID-19 Pandemic Employee Considerations
Older employees [defined as age 65 and older by the Centers for Disease Control and Prevention (CDC)] and employees of any age who have serious underlying medical conditions might be at higher risk for severe illness from COVID-19, and may contact Human Resources (HR) to request alternative work arrangements or considerations. HR may also be contacted to submit a request for alternative work arrangements or considerations, if an employee has a household family member in any of the high-risk categories outlined by the CDC.
The CDC considers the following underlying health conditions and risk factors:
- Asthma
- Chronic lung disease (such as COPD, emphysema, chronic bronchitis)
- Diabetes
- Serious heart disease (including pulmonary hypertension, heart failure, coronary artery disease, congenital heart disease, cardiomyopathies)
- Chronic kidney disease
- Severe obesity (BMI at 40 or higher)
- Persons with weakened immune systems (including cancer treatment, bone marrow or organ transplantation, immune deficiencies, HIV with a low CD4 cell count or not on HIV treatment, and prolonged use of corticosteroids and other immune weakening medications).
The process for submitting a request for alternative work arrangements is currently being developed by Human Resources.
UE Athletics partners with Jeremy Darlow
Aces student-athletes to benefit with exclusive experience
The University of Evansville Athletics Department has joined forces with one of the top sports marketing professionals in the business – Jeremy Darlow – to provide Purple Aces student-athletes with a one-of-a-kind experience through utilization of the DARLOW Rules program.
The DARLOW Rules is the only online marketing course that is dedicated to teaching college athletics how to build personal brands that transcend sports. The goal is to set them up for success in life, regardless of what happens after their athletic careers. Only 2% of NCAA student-athletes make it to the professional level with 98% set to enter the workforce after graduation.
“We are excited to introduce our student-athletes to the DARLOW rules, which we feel are tremendously educational on how individuals should build and protect their personal branding,†UE Director of Athletics Mark Spencer said. “The concepts in the program work very closely with topics we already focused on with our student-athletes and their development as marketable individuals and University of Evansville community representatives.â€
This course is based on using traditional marketing tactics and techniques to teach college athletes how to build a desirable brand, recognize and grow their influence, target and identify their potential audience and develop strong communication platforms.
Evansville is just the third mid-major program and only non-football institution in the country to be chosen to participate in the DARLOW Rules course. UE is the only Missouri Valley Conference school to partner with Darlow. Student-athletes will watch a short video lesson covering one of Darlow’s philosophies on brand development. At the end of each video they are given a homework assignment found in their copy of Darlow’s new book, The Darlow Rules. Those homework assignments make up portions of the student’s personal brand marketing plan.
Jeremy Darlow is a leading brand consultant and former director of marketing for adidas football and baseball. He is an adjunct marketing professor, and author of the best-selling books “Brands Win Championships,†a branding guidebook for college sports programs, and “Athletes Are Brands Too,†an athlete’s roadmap to building a stronger personal brand.
“The Evansville staff made it clear to me from our very first conversation that the athletic department’s mission is to set their athletes up for success in life, not just sports,†Darlow exclaimed. “I fully endorse this athletic department and I’m proud to be a partner.â€
