Governor Announces State to Remain in Current Stage of Back on Track

Governor Eric J. Holcomb announced the majority of the state will remain in Stage 4.5 of the Back On Track Indiana plan through at least July 31.

Elkhart County will remain in Stage 4 as it has for the last two weeks. Local governments may impose more restrictive guidelines.

“As we actively track our health indicators and monitor the data, we continue to see the need to maintain our current levels found on Indiana’s Back On Track roadmap,” Gov. Holcomb said. “By exercising caution, good hygiene, wearing masks and engaging in proper physical distancing, we can all help slow the spread of COVID-19 so when prudent, we can further reopen our state for business.”

Gov. Holcomb has used data to drive decisions since the state’s first case of the novel coronavirus in early March and he continues to do so as the state continues a sector-by-sector reset. The state will continue to monitor and respond to these four guiding principles:

 

  • The number of hospitalized COVID-19 patients statewide has decreased for 14 days
  • The state retains its surge capacity for critical care beds and ventilators
  • The state retains its ability to test all Hoosiers who are COVID-19 symptomatic as well as health care workers, first responders, and frontline employees
  • Health officials have systems in place to contact all individuals who test positive for COVID-19 and expand contact tracing

The state has updated its requirements for events that are permitted according to Stage 4.5. Events that expect more than 250 attendees are now required to submit a safety plan to their local health department for approval prior to opening. This is effective July 23.

Other social gatherings and meetings remain limited to no more than 250 people.

EPA Continues Efforts to Reduce Animal Testing, Announces Guidance on Fish Testing

Guidance expected to save 240 test animals annually
U.S. Environmental Protection Agency (EPA) took another important step toward implementing Administrator Andrew Wheeler’s directive to reduce animal testing by releasing a new guidance that reduces unnecessary testing on fish.

“This guidance will help EPA take great strides toward our goal of reducing animal testing by 30 percent in the next five years,” said EPA Administrator Andrew Wheeler. “It’s another example of how we can continue to protect human health and the environment and make science-based decisions about pesticide registrations without having to harm animals by testing.”

The guidance clarifies the number of treatment concentrations needed for acceptable fish bioconcentration factor (BCF) studies in the pesticide registration process. EPA routinely requires BCF studies to determine whether pesticide active ingredients can accumulate in fish, enter the food chain, and cause adverse effects in fish-eating predators. Under the new guidance, registrants can forego animal testing when there is enough additional information available to support a registration decision on outdoor pesticides. EPA expects this guidance will save an estimated 240 test animals per year as well as EPA, industry and laboratory resources.

“PETA applauds this step by the EPA to reduce the numbers of fish used in BCF studies,” said Dr. Gina Hilton of the Regulatory Testing Department at the People for the Ethical Treatment of Animals (PETA). “This action aligns the U.S. with Europe and saves lives without compromising environmental protection. We look forward to seeing efforts to incorporate in vitro methods into the regulatory decision-making process as well.”

As always, companies seeking registration must ensure study results meet other guideline specifications for BCF studies and that data is scientifically sound.

HEALTH DEPARTMENT UPDATES STATEWIDE COVID-19 CASE COUNTS

The Indiana State Department of Health (ISDH) today announced that 735 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC) and private laboratories. That brings to 54,080 the total number of Indiana residents known to have the novel coronavirus.

As of today, nearly 32 percent of ICU beds and nearly 84 percent of ventilators are available statewide.

A total of 2,602 Hoosiers are confirmed to have died from COVID-19, an increase of 10 over the previous day. Another 193 probable deaths have been reported based on clinical diagnoses in patients for whom no positive test is on record. Deaths are reported based on when data are received by ISDH and occurred over multiple days.

To date, 595,558 tests have been reported to ISDH, up from 586,589 on Wednesday.

DUI CHECKPOINT WARNING: SOBRIETY CHECKPOINT PLANNED

The Evansville-Vanderburgh County Traffic Safety Partnership will conduct a sobriety checkpoint this Thursday, July 16, 2020, from 11:00 PM until 2:00 AM.

Law enforcement officers from the Vanderburgh County Sheriff’s Office will conduct this checkpoint. The location for Saturday’s checkpoint was chosen based on local traffic collision data. Analysis of data captured in May and June of this year indicated that several geographical areas within Vanderburgh County accounted for a disproportionately high number of reported hit and run crashes.

The upcoming checkpoint will be located within one of those areas. Hit and run crashes are often the result of impaired drivers who try to avoid arrest by fleeing the scene.

The Evansville-Vanderburgh County Traffic Safety Partnership conducts sobriety checkpoints in an effort to detect and deter impaired drivers (thereby reducing the occurrence of alcohol and drug-related traffic crashes). Funding for local sobriety checkpoint operations is provided by the Indiana Criminal Justice Institute (ICJI) through a grant from the National Highway Traffic Safety Administration (NHTSA).
