Part Two Of Our Series On The Evansville Current City Budget

In part two of our series on the Evansville City budget, we look at the revenue figures. We found the extra sting you felt when paying property taxes after reassessment resulted in a 7% increase in property tax revenue over last year’s budget. The City of Fort Wayne managed to lower the individual tax burden by 4.6% this year. 

When the 2024 city budget was approved last fall, it was estimated that the city would bring in $238 million in revenues this year. This money pays for all employee salaries, a payroll of over $70 million, paving streets, protecting our safety, caring for our parks, and all of the other services provided by the city. 

City revenue is divided between many accounts, the largest of which is the General Fund, with an income of $115 million. 

Your property taxes are the biggest source of dollars going into the General Fund. The money we pay the government for letting us live on our land will total $72 million for this year, property tax revenue has increased $20 million since 2020. There is also a thing called the Property Tax Circuit Breaker, this is the amount of money refunded to people who are paying too big a share of their income in taxes. The Circuit Breaker will give $14 million back to struggling families.

You also provide local income tax funding, contributing $21.7 million to the general fund. Then, there’s the auto excise tax ($4 million), police and fire department revenues ($6 million), building commission fees ($1.4 million), cemetery revenue ($530,000), and fines from ordinance violations ($120,000).

City bus transportation generates $4.8 million through METS. Federal grants account for $916,000, down from $1.75 million in 2023. Regular fares will bring in $450,000, while the USI special bus services will generate $510,000, and bus bench advertising adds $155,000 to the bottom line.

The Evansville Parks Department has several revenue streams: Mesker Park Zoo will generate $1.8 million in sales this year, Swonder Ice Rink will bring in $600,000, revenue for city pools is projected to be $114,550 (this does not include the aquatics center), and the community center will make $44,500 in facility rentals. Parks will also receive $8.9 million from property taxes and $700,000 from auto excise taxes. The Parks and Recreation budget has grown 7.5% since 2023, totaling $12.3 million.

Local golfers will contribute $2.1 to the budget, and the new aquatic center will generate $1.6 million in revenue. 

The city will get $15 million in casino proceeds (reduced by $10 million from past years} and another $5.8 million from the Alcohol and Beverage tax.

The city revenue spreadsheet is a 30-page web of different accounts and sub-accounts with no narrative to explain what the numbers mean. The expense spreadsheet is another 67 pages, making the entire reading project just shy of 100 pages of numbers. 

For comparison, we looked up the budget for the City of Ft. Wayne, Indiana. Their budget is $290 million this year, and the sheet is user-friendly, allowing citizens to review a more understandable budget. In addition to the numbers and the breakouts for different departments, there are brief narratives, including the mission statement for each department. Also included are tables to show the classification of every paid position in the city and a pay range for each classification.

The Fort Wayne budget document is a prime example of transparency in government and that practice “Good Public Policy.” South Bend, Indiana, takes it further by inviting citizens to participate in the process with “Build Your Budget” public meetings.

Todd Rokita files lawsuit as East Chicago ignores immigration laws

Attorney General Todd Rokita today issued the following statement:

“This week, my office filed a lawsuit against East Chicago for its refusal to rescind its illegal ‘sanctuary city’ policies.

We have a new law thanks to the leadership of the General Assembly that authorizes my office to do this against any local government units. I intend to enforce this law because illegal immigration is unfair to the good people of this state and all the immigrants who worked hard to enter our country legally.

As we continue to evaluate Gary and Monroe County, this may not be not the last lawsuit we will file on this issue. Stay tuned because this is an developing story.

USI Board of Trustees approves budget, names Chair for presidential search

At its regular meeting on Thursday, July 11, the University of Southern Indiana Board of Trustees approved a $130.3 million annual operating budget for the 2024-25 fiscal year. University income is derived from two primary sources, tuition and fee revenues and state appropriations. In addition, the Board approved miscellaneous fees and reviewed the schedule of student fees and other mandatory fees for 2024-25.

The Board also named Trustee Christina Ryan to Chair the USI Presidential Search to select USI’s fifth president, set to begin this Fall. Ryan also serves as First Vice Chair of the Board.

In additional business, the Board of Trustees approved the disbursement of financial aid awards for the 2024-25 academic year and received an update on current campus construction projects.

SEMIEXPO In The Heartland will spotlight Indiana’s microelectronics leadership, innovations across smart manufacturing and mobility

SAN FRANCISCO – Governor Eric J. Holcomb today announced that Indiana will host the first ever SEMIEXPO In The Heartland in 2025, welcoming semiconductor innovators, industry leaders and policymakers to the state’s capital city. Gov. Holcomb, along with leadership of SEMI Americas, announced Indiana’s selection today onstage at SEMICON West 2024 in San Francisco. SEMIEXPO In The Heartland – the first event of its kind to be hosted in the U.S. Midwest – will be held April 1-2, 2025, at the Indiana Convention Center.

“Indiana’s economy is experiencing serious positive momentum.  We’ve spent decades cultivating the industries and economies of the future and I’m so grateful leaders like SEMI continue to take notice,” said Gov. Vanderburgh County Legislators Receive Summer Study Committee Appointments

 STATEHOUSE (July 11, 2024) – Vanderburgh County legislators recently received appointments to serve on interim study committees, which will meet throughout the summer and fall to explore policy issues and work together to identify solutions.

Legislators will hear testimony from the public, various experts and stakeholders as they work on bill recommendations ahead of the budget session in January.

State Rep. Wendy McNamara (R-Evansville) will serve as chair of the Interim Study Committee on Corrections and Criminal Code. She will also serve as a member of the Justice Reinvestment Advisory Council and the Board of Trustees of the Indiana Criminal Justice Institute.

“Regarding our laws and corrections system, we will review present trends in criminal behavior, sentencing, incarceration and treatment,” McNamara said. “Feedback from the public and experts is crucial in order for the legislature to identify challenges and offer solutions next session.”

State Rep. Matt Hostettler (R-Patoka) will serve as a member of the Interim Study Committee on Employment and Labor, and the Interim Study Committee on Public Policy.

State Rep. Tim O’Brien (R-Evansville) will serve as a member of the Lewis and Clark Expedition Commission.

USI selects Ramirez as next baseball coach Former Lenoir-Rhyne, UIS coach to lead Eagles

EVANSVILLE, Ind. – The University of Southern Indiana announced the hiring of Chris Ramirez as the sixth head baseball coach in the history of the 54 year-old program.

“I am very excited for the opportunity to lead the USI baseball program,” said Ramirez. “The Screaming Eagles have had a rich tradition and history of success, which I look forward to building upon. Our plan is to win championships in the Ohio Valley Conference and compete in the NCAA Baseball Tournament. I can’t wait to get to know our current players and get to work”.

Ramirez has a 351-202-1 record as a head coach in 11 seasons, including three NCAA II Tournament appearances and being named NCBWA National Coach of the Year in 2018. He led Lenoir-Rhyne University to the programs most successful five-seasons in program history with a 152-80 record, reaching the NCAA post-season in 2022.  He also posted a record of 199-122-1 in six years at the University of Illinois Springfield, earning trips the NCAA II Tournament in 2018 and 2019.

“We had incredible interest in this position as many coaches feel the same as we do that USI can win championships and make NCAA regionals when eligible,” said USI Director of Athletics Jon Mark Hall. “USI had interest from head and assistant coaches from Power 4 programs, mid-majors, and programs coming off regional appearances, along with interest from high level D2, D3, NAIA and JUCO programs.

“We landed on Chris because he is a winner and, like USI, earned his success through hard work,” continued Hall. “He has a blue collar, hard-working mentality that will fit right in with our athletic department and the University.”

Ramirez directed the UIS Prairie Stars into the NCAA II Midwest Regional for the first time in program history in 2018 with a 47-9 record and a Great Lakes Valley Conference regular season championship with a 23-1 conference mark.  The Stars and Ramirez followed up with a Midwest Super Regional appearance in 2019 after posting a 41-17 record and a 21-12 GLVC mark.

The UIS program was ranked as high as third and fourth in the nation in both 2018 and 2019, leading the nation in both home runs and slugging percentage.

After moving on to Lenoir-Rhyne, Ramirez built the Bears into a regional contender in 2022 following a 46-13 campaign that included a 17-7 record in the South Atlantic Conference and tournament Championship. The Bears, who had four wins over teams ranked number one in the nation in 2022, finished ranked as high as 11th nationally and finished the year 15th. The 2022 pitching staff set a new NCAA II record for single season strikeouts with 647 on the year. The Bears also reached a program best in 2023 when they were ranked seventh nationally.

Ramirez served as a Division I assistant coach for six seasons at Texas A&M University-Corpus Christi before taking the top spots at UIS and Lenior-Rhyne.

As a student athlete, Ramirez was a two-time All-Conference centerfielder and closer at Kirkwood Community College before earning a bachelor’s degree in business administration from High Point University. He played two seasons for High Point and earned Big South All-Academic honor in 2005.

The Iowa native was born and raised in Fort Madison and won a state championship in 2000.

Ramirez and his wife, Lindsay, have three children; Layla, Mia and Stryker.

Ramirez takes over a USI baseball program which was 27-32 overall, 14-13 in Ohio Valley Conference, and placed third in the league’s post-season tournament during its second year of Division I action. USI’s 27 wins last spring were an improvement of 10 victories over its inaugural season with OVC and Division I.

USI Basketball to host an “Evening with the Eagles” open summer practice

EVANSVILLE, Ind. – University of Southern Indiana Women’s and Men’s Basketball will host “Evening with the Eagles” open summer practice on Wednesday, July 17 at 5 p.m. inside Screaming Eagles Arena.

The event is open to the public, who can watch the Screaming Eagles run through their everyday drills and a 10-minute scrimmage by both teams. After the open practice, the two squads will be available for autographs and pictures.

Associate Vice President and Director of Athletics Jon Mark Hall will speak alongside men’s head coach Stan Gouard and women’s head coach Rick Stein about the upcoming year. Plus, hear from a few of the players.

Attendees will have the opportunity to acquire information or purchase season tickets for the 2024-25 USI Basketball season and take a tour of USI Basketball facilities and locker rooms. There will also be an informational session about NIL.
