IPS To Begin School Year Fully Online As Coronavirus Cases Rise In Indiana

Indianapolis Public Schools is poised to start the year entirely virtually, a reversal from the district’s initial plan to open classrooms for in-person instruction full time and a concession to the worsening coronavirus pandemic in Indiana.

Under a plan announced Wednesday by Superintendent Aleesia Johnson, which the school board is expected to consider Thursday, the district will remain entirely remote at least until October. The first day of school is Aug. 17, set after IPS delayed the start of school to see if COVID-19 cases would decline.

The state’s largest district previously planned to bring students and teachers back in person while also offering a virtual option. Johnson has held to that plan since June, saying that it is the best option for student learning and well-being. Now, Johnson is acknowledging that the district cannot safely bring students and teachers back to classrooms while Indianapolis remains in the midst of an out-of-control pandemic. Over 1,000 COVID-19 cases were reported in Indiana on Friday, more than on any other day of the crisis.

“The goal is still to get our kids back in person as soon as we can, but we have to do it in a way that feels safe,” said Johnson at a media briefing after the announcement.

IPS is the latest Marion County school district to shift to an entirely remote start to school. Over the last two weeks, several districts have delayed reopening or gone entirely virtual. Indianapolis Mayor Joe Hogsett, who has taken a relatively hands-off approach, announced last week that Marion County schools could not reopen in person at least until Aug. 5.

Hogsett and Marion County Public Health Department Director Virginia Caine are expected to release additional guidance this week for the city’s 11 districts, charter schools, and private schools.

Indiana Gov. Eric Holcomb, however, continues to allow schools to make their own reopening plans. While Marion County schools are taking increasingly cautious approaches to reopening, other districts in the state have moved forward. On the same day IPS announced its change in plans, Avon schools — a suburban district less than 15 miles west of Indianapolis — held its first day of school for students to return to classrooms full time.

The news that IPS would begin the year virtually drew mixed reactions on social media, with some parents feeling relieved and others left in a desperate situation.

IPS will attempt to mitigate some of the downsides of the shift to remote learning by forming “learning hubs” with community partners where some students will be supervised and receive help as they do school work, according to the district. Those hubs will also serve students who receive physical or mental therapy that cannot be done virtually.

The change in course comes at a moment when Indianapolis teachers have voiced growing concerns about the safety of returning in person. In a letter submitted to the board and posted online Monday, the IPS teachers union called for the district to begin the year remotely.

“This is not the time to expose our school communities to this mysterious and unpredictable virus. Neighboring school districts have delayed the start of in-person classroom instruction; we should replicate their plans and not risk the lives of our children and school personnel,” wrote Ron Swann, president of the Indianapolis Education Association.

Bernade Flournoy, an IPS parent and elementary school art teacher, said that she believes beginning school fully virtually is the best decision for safety since the COVID-19 numbers are going up. She also believes it will be hard to get young children to follow health guidance that requires them to keep a distance from others and wear masks.

“Our students, they’re not little robots,” she said. “Let’s not experiment on the children and the staff.”

Kyandra Pittman-Chandler, a special education assistant in IPS, said that she trusts her principal to manage reopening safely, but she believes beginning entirely virtually is the right approach for now. She can still work with students remotely because she’s experienced and creative, she said. “Especially if you already built a background with the family, it is not going to be that hard. But it can be challenging for someone who has not had the experience.”

IPS struggled with the abrupt shift to remote instruction in the spring, as educators sought to serve students who struggled with food insecurity, limited access to internet and technology, and uneven supervision from working parents.

It’s not yet clear how well the district used the summer months to improve the delivery and quality of instruction and student support. IPS has spent about $12 million on devices for all students in anticipation that it might be forced to go all remote, and it plans to provide hot spots for students without internet access.

For IPS parent Tamiko Bass, who had already chosen to have her fourth grader and ninth grader learn online from home, the proposed switch to start the school year remotely felt like confirmation that she had made the right decision.

“I’m not the only one. Someone else is thinking on a higher level that this may be the best thing to do,” Bass said. “Maybe everything is not ready for these kids to go back.”

E-learning was a “no-brainer” because she didn’t want to put her family at risk of exposure, but Bass said she also believes IPS is improving its approach to remote learning. The district’s efforts felt “very uncoordinated” in the spring, she said, but now IPS’ remote learning plan calls for more daily interaction with teachers.

The district is increasing its focus on live lessons and encouraging teachers to build relationships with students and families, Johnson said. “Remote learning doesn’t mean that a student or a family should feel like they are on a remote island by themselves.”

EPA Announces $4.3 Million For Tribes To Reduce Lead in Drinking Water in Schools

U.S. Environmental Protection Agency (EPA) announced a new grant program to help protect children in tribal communities from lead in drinking water at schools and childcare facilities. With this action, the agency is continuing to make meaningful progress under the Trump Administration’s Federal Action Plan to Reduce Childhood Lead Exposures by engaging with tribes and working to protect childrens’ health in these underserved communities.
“Protecting children in tribal communities from lead in drinking water is a priority for the Trump Administration and EPA,” said U.S. EPA Administrator Andrew Wheeler. “This new funding helps tribes further reduce lead in drinking water by boosting testing for lead in schools and childcare centers. This, in turn, will increase the health and wellbeing of the coming generation.”
Authorized by the Water Infrastructure Improvements of the Nation (WIIN) Act, EPA is making $4.3 million available to support the Lead Testing in School and Child Care Program Drinking Water Tribal Grant Program. Grantees will use the EPA’s 3Ts for Reducing Lead in Drinking Water guidance to implement lead testing programs and develop monitoring, maintenance and/or sampling plans that protect children from lead exposure now and in the future. Beneficiaries of the program must be members of a federally-recognized tribe. EPA will host a webinar in August to provide more information about the 3Ts toolkit and an overview of the grant and its scope.

USI Offering Noncredit Agriculture Programs

University of Southern Indiana Outreach and Engagement is offering a series of noncredit agriculture courses as part of its Lifelong Learning program. These low-cost programs, designed in part from feedback provided by farmers in the region, will cover a variety of topics and will be offered throughout the year.

Lifelong Learning courses are open to anyone in the community regardless of educational background. All courses are presented in a non-competitive atmosphere, where interest in learning is the primary consideration. No grades are assigned and formal admission to the University is not required for course registration.

The first four one-session courses offered in August and September will be on the following topics:

  • Soil Sustainability- Back to Basics – This program will discuss the concept of sustainable agriculture and why it is important to satisfy human food and fiber needs, enhance environmental quality and the natural resource base upon which the agricultural economy depends. Participants will learn to make the most efficient use of nonrenewable resources and on-farm resources, integrate, where appropriate, natural biological cycles and controls, sustain the economic viability of farm operations and enhance the quality of life for farmers and society. Soil basics will be discussed including soil structure, minerals, organic matter, humus, living organisms and nutrients. This one-session class will be offered from 6 to 7:30 p.m. on Tuesday, August 18.
  • Family Farm Transfer and Estate Planning – This class is designed to guide estate planning and transfer of assets process. Participants will learn how planning now can help reduce taxes on the transfer of appreciated farmland and address the settlement problems that may arise. The class will discuss the pros and cons of various entities including: Limited Liability Company, Sole Proprietorship, General Partnership, Limited Partnership and Corporation. This one-session class will be offered from 6 to 8 p.m. on Tuesday, August 25.
  • Ag Technology-GIS, GPS and Drones! – This course will discuss the development and implementation of precision or site-specific farming that has been made possible by combining Global Positioning System (GPS) and geographic information systems (GIS). These technologies combine real-time data collection and accurate position information. GPS-based applications in precision farming are being used for farm planning, field mapping, soil sampling, tractor guidance, crop scouting, variable rate applications and yield mapping. GPS allows farmers to work during low visibility field conditions such as rain, dust, fog and darkness. Drones can cover more ground in a shorter amount of time than people and can collect data on plant height, count and biomass estimates, presence of disease and weeds, plant health and field nutrients and 3D elevation. This one-session class will be offered from 6 to 7:30 p.m. on Wednesday, August 26.
  • Yield Risk Management: Beyond the Field-Utilizing the Federal Crop Insurance Program – This course will examine the Federal Crop Insurance Corporation (FCIC) program and the role of private and governmental participants. Learn the relationship between the private insurance companies, their managing general agencies (MGAs), the FCIC, the Risk Management Agency (RMA) and the private reinsurers that are the foundation of the program. This course will not focus on policy selection, coverage levels or other matters best answered by crop insurance agents or adjusters and no specific companies or products will be recommended. This one-session class will be offered from 6 to 8 p.m. on Wednesday, September 2.

HEALTH DEPARTMENT UPDATES STATEWIDE COVID-19 CASE COUNTS

INDIANAPOLIS — The Indiana State Department of Health (ISDH) today announced that 912 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC) and private laboratories. That brings to 66,154 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s dashboard.

A total of 2,765 Hoosiers are confirmed to have died from COVID-19, an increase of 19 over the previous day. Another 200 probable deaths have been reported based on clinical diagnoses in patients for whom no positive test is on record. Deaths are reported based on when data are received by ISDH and occurred over multiple days.

As of today, more than 42 percent of ICU beds and more than 84 percent of ventilators are available across the state.

To date, 747,383 tests for unique individuals have been reported to ISDH, up from 735,848 on Thursday.
