Apply to become a member of IDEM’s Environmental Stewardship Program
The Indiana Department of Environmental Management (IDEM) encourages Indiana regulated entities to apply for the Environmental Stewardship Program (ESP). Each member is recognized as one of Indiana’s top environmental leaders and may receive regulatory benefits, such as reduced reporting or advanced notice for compliance inspections. If you are already a member of ESP, please forward this message to other nonmember organizations that may be interested.
Applications are accepted now through November 30, 2020
Any regulated entity in Indiana may apply regardless of type, size, or complexity. To qualify for ESP, applicants must demonstrate a standard of environmental compliance; implement and maintain an environmental management system (EMS); and be committed to continuous environmental improvement.
ESP is a voluntary, performance based leadership program designed to recognize and reward Indiana regulated entities for going above and beyond current environmental regulations. In return for exemplary environmental performance, members can receive program incentives including regulatory flexibility, recognition, and networking opportunities. Program standards are outlined in 326 IAC 25-1, 327 IAC 18-1, and 329 IAC 18-1.
To apply for ESP, please follow these steps:
- Verify that the organization’s compliance history is accurately represented on U.S. EPA’s ECHO database.
- For confidential assistance with an environmental compliance or regulatory question, contact IDEM’s Compliance & Technical Assistance Program (CTAP) at 800-988-7901.
- Ensure that the organization’s environmental management system meets the guidelines of the program by completing the EMS Checklist [PDF].
- Conduct an independent audit of the organization’s Environmental Management System.
- Review the ESP Application Instructions [PDF].
- Reference the Environmental Performance Table [PDF].
- Submit an ESP Application to the ESP Program Manager at esp@idem.IN.gov by November 30, 2020.
Application review process takes approximately 90 days:Â
- Days 1-30: IDEM completes the administrative review and does an environmental compliance check within the last three years.
- Days 31-60: The ESP program manager will conduct a site visit to tour the facility and review the Environmental Management System. In addition, an IDEM CTAP staff member will be present to discuss any regulatory requirements. Notes and information gathered while at this visit are not confidential under the CTAP confidentiality clause. For confidential assistance, contact IDEM’s Compliance & Technical Assistance Program at 800-988-7901 for confidential assistance with an environmental compliance or regulatory question before applying to ESP.
- Days 61-90: IDEM senior management reviews the application. Upon approval, IDEM’s Commissioner signs the acceptance letter and certificate. The certificate can be mailed or presented in an onsite ceremony after acceptance, depending on the company’s preference. The organization will also be invited to request environmental regulatory incentives upon acceptance into the program.
Responsibilities of ESP Members:
ESP Members must maintain a standard of environmental compliance; an EMS; and continue implementing environmental improvement projects. IDEM requires that members submit an annual performance report (APR), available on the IDEM Forms page, due April 1. The ESP membership term lasts for four years and renewals must be requested when submitting the fourth APR. The renewal review process is the same as becoming a new member.

Greater Oakhill Area Residence Struck by Vehicle
A home located in the Greater Oakhill area north of Evansville was struck by a vehicle this afternoon.
The Vanderburgh County Sheriff’s Office responded to a motor vehicle crash on Bergdolt Road at approximately 3:25 pm on Friday, October 1, 2020. Upon arrival, deputies observed that a mini-van had crashed into the side of a residence. The van came to rest nearly halfway inside the home. A preliminary investigation indicated that the driver of the van had left the roadway after suffering from a medical issue.
The residence, located in the 4700 block of Bergdolt Road, sustained heavy damage. The homeowner was inside at the time of the crash, however no injuries were reported. The driver of the van was transported to the hospital for evaluation.
Representatives from the Vanderburgh County Building Commission responded to the scene to assess the damage done to the home. The crash remains under investigation.
Shooting on W. Florida
 On today’s date around 2:15 p.m., the Evansville Police Department was called to the area of the 1000 block of West Florida St. for a shots fired call.Â
 Arriving officers located a victim who was in the street with several gunshot wounds to the leg and groin area.
 The victim was immediately taken to the hospital where he was rushed to surgery. The victim’s current condition is unknown at this time.Â
 Before the victim was taken into surgery, he was unable to give officers any details on who shot him.Â

AG Curtis Hill Supports Nomination Of Amy Coney Barrett To U.S. Supreme Court
Attorney General Curtis Hill today urged the U.S. Senate in a letter to immediately hold a hearing and confirm Judge Amy Coney Barrett to the U.S. Supreme Court.
“Judge Barrett is a distinguished legal scholar and an exceptional appellate judge with a track record of interpreting the Constitution according to its text and original public meaning,†states the letter, signed by 22 state attorneys general. “As we are sure your review of her exemplary record will reveal, she has the qualifications, experience, and judicial philosophy to be an outstanding Associate Justice.â€
The Senate will need little time to conclude that Judge Barrett will make a first-rate Associate Justice due to her “unwavering commitment to a judicial philosophy that prioritizes restraint, humility, and respect for the rule of law,†the letter states.
Judge Barrett is a graduate of Notre Dame Law School, where she also has taught while residing with her family in South Bend.
“As Hoosiers, we have watched Judge Barrett’s excellent work and become proud of her well-deserved national prominence,†Attorney General Hill said. “She possesses an unparalleled legal acumen and a well-grounded measure of common sense — a valuable combination that will serve her well when she joins the nation’s highest court.â€
The attorneys general express agreement in the letter that Judge Barrett’s exemplary record demonstrates that she has the experience, qualifications and judicial philosophy required to be an outstanding Associate Justice. They note that Judge Barrett graduated at the top of her law school class, clerked for the late Justice Antonin Scalia and has served with distinction on the 7th Circuit Court of Appeals since 2017. They also recognize that Judge Barrett is widely considered an expert on constitutional law and a prolific scholar. Additionally, they identify how history and precedent show that the Senate has ample time to review and consider Judge Barrett’s qualifications before voting to confirm her this term.
In the letter, the attorneys general state that, in addition to Judge Barrett’s qualifications, her commitment to defending the rule of law makes her exceptionally fit to serve on the Supreme Court. As attorneys general whose duty it is to protect the principles of federalism, they express confidence that Judge Barrett is the right choice. They agree that her stated views of the law and opinions from the bench show clearly that she will safeguard the Constitution. Therefore, the attorneys general conclude, the Senate must immediately fulfill its constitutional duty and promptly confirm Judge Barrett.
