A SEASON OF HOPE

It is beginning to look a lot like Christmas. Last night about 7:00 p.m. Peg excitedly called for me to join her outside as the dark gray sky gave way to a sliver of moon accompanied by Jupiter and Saturn nearing a point of conjunction, the same phenomenon that occurred about 2,000 years ago. It feels good to anticipate the completion of the astronomical wonder that will occur on December 21, the winter solstice. Perhaps we can consider the return of the “Christmas Star” as a harbinger of a better year to come as this painful year of 2020 begins to recede.

That is the traditional interpretation of the Christmas Story, overcoming current adversity and hoping for a brighter future. But many people are not just looking to the stars and dreaming about deliverance. There has been a world-wide effort to achieve effective treatments and prevention of COVID-19. The marvel of the creation of several efficacious vaccines in less than one year is unprecedented. It is a true Christmas type story brought about by the hard work of countless scientists, governmental leaders, workers and volunteers in several countries. When one thinks that the first reported case of polio was before the beginning of the 20th century and that it took over half of that century to develop a polio vaccine, we can appreciate what has been accomplished with the Corona Virus in less than one year.

And it is not just those people who have been directly affected by COVID-19 and those who have been directly involved in the battle to defeat it that have exhibited strength of character during 2020. Life has gone on. People have continued to do their jobs and care for others in the face of fear and restrictions. It is truly heroic that as we have endured over 300,000 deaths from COVID-19, groceries get delivered, utilities remain on, governmental services continue, trash gets picked up, etc., etc., etc. The Christmas spirit triumphs. Thank you to all who have refused to succumb to despair and who have put self-sacrifice over fear to provide for others.

Other signs of the season and the spirit of goodwill among people are the celebrations that have occurred all over America. Some of these celebrations are connected to various religious faiths. In the United States Amendment I to our Constitution protects such practices. But we also have many secular celebrations emphasizing hope, peace, reconciliation and our shared cultural histories. While I have enjoyed many such events in numerous places over the years, I was particularly struck by the Christmas Parade in Pawhuska, Osage County, Oklahoma this past week. Its theme evoked all that is good about community pride and gave evidence of confidence that 2021 will erase the angst of 2020.

The Christmas parade of December 5, 2020 was sponsored by the Pawhuska Chamber of Commerce and was led by its Executive Director Joni Nash on horseback. The parade celebrated the rich history of the Osage Nation as well as the service of military veterans. The live-streamed event featured Osage Princess Fiona Armede Red Eagle and four Osage Chiefs as Parade Marshals: James Roan Gray, Scott Bighorse, John D. Red Eagle and Geoffrey Standing Bear. As each Chief was introduced various accomplishments of the Chief and the Osage Tribe were entertainingly and informatively described by volunteer announcers Debbie and Ron Reed. It was an impressive and extensive list of achievements. And it felt right to have those accomplishments included as proof that the Chiefs’ visions for the tribe and the whole Osage County community were firmly embedded in a rich history with plans for a bright future. I did note that Debbie appeared to be attempting to distance herself from Ron’s Clark Griswold type tie.

Such celebrations of the American spirit whenever and wherever they take place are welcome and interesting. But particularly this year, while the planets align as we are exiting the dark side of 2020, it helps to look back at good times in the past and to plan confidently for better times in the future.

The Week in Indiana History


Booth

1861     John Wilkes Booth opened a six-day engagement on Christmas Day at the Metropolitan Theater in Indianapolis.  Called the “celebrated tragedian,” he was playing six roles in a Shakespeare festival that included Macbeth, Hamlet, and Richard III.  The Metropolitan, opened in 1858, was considered to be the city’s first professional theater.  It was located on the northeast corner of Washington Street and Tennessee Street (now Capitol Avenue.)


ISU1865     The Indiana General Assembly created the Indiana Normal School.  The mission was the education of elementary and high school teachers.  Five years later, the school opened with 23 students and a faculty of three.  In 1929, the name was changed to Indiana State Teachers College.  In 1961, it became Indiana State College, and, in 1965, Indiana State University.

carriage1882     John W. Teel and Frederick Badet launched the South Bend Toyworks Company.  They began making croquet balls and mallets and later expanded to include coaster wagons, hobby horses, dolls, and doll carriages.  The company, employing over 400 people in South Bend, was acquired by Playskool in 1960.  It was later absorbed by Hasbro.  The South Bend factory closed in 1985.  Pictured:  A doll carriage made by the South Bend Toy Company, circa 1910.

Butler

1928     Dedication ceremonies were held for the new Butler Fieldhouse in Indianapolis.  For many years, it was the largest basketball arena in the United States.  The facility was renamed in 1966 to honor long-time Butler coach Paul D. “Tony” Hinkle.  Over the years, the building has hosted a wide variety of sports and civic events.  It also served as a barracks for Army and Navy members during World War II.  It is well-remembered by movie fans as the location for the dramatic final scene in “Hoosiers.”


Blocks

1933     The William H. Block Department Store in Indianapolis extended holiday shopping hours until 9:00 pm.  Patrons were invited to come downtown to have dinner.  The 5th Floor dining room offered turkey with chestnut dressing, cranberry sauce, mashed potatoes and salad for the price of 30 cents.  For the same cost, diners could replace the turkey with a grilled T-bone steak with mushroom sauce.


Julia Carson2007     A horse-drawn caisson carried the body of Indiana Congresswoman Julia Carson from her home to the Statehouse.  Hundreds of mourners passed by her flag-draped coffin in the rotunda.  The first woman and the first African American to represent Indianapolis in Congress, she had served ten years on Capitol Hill.  Her funeral at Eastern Star Church was attended by many civic leaders, including Senator Richard Lugar, former Senator Birch Bayh, Indiana Governor Mitch Daniels, Former Congressman Andy Jacobs, Indianapolis Mayor Bart Peterson, and Civil Rights Leader Jesse Jackson.

Statehood day

Did You Know?

     The year 2020 has seen cancellations of many traditional activities.  Statehood Day was no exception.  Usually, December 11 is a big day at the Statehouse.  That is the anniversary of Indiana’s 1816 entry into the Union.  On that day, hundreds of students traditionally wind their way through the Statehouse, visiting booths and tables manned by members of the various state offices and agencies.  They take part in activities designed to help them better understand the function of government.

     This year, of course, the pandemic forced the cancellation of regular Statehood Day.  However, the Tour Office staff, with the cooperation of the members of the executive, legislative, and judicial branches, put together an on-line presentation which provides much of the same information.  You are invited to see the video below.

Right Jab And Middle Jab And Left Jab” was created because we have a couple of commenters that post on a daily basis either in our “IS IT TRUE” or “Readers Forum” columns concerning National or International issues.

The majority of our “IS IT TRUE” columns are about local or state issues, so we have decided to give our more opinionated readers exclusive access to our newly created “LEFT JAB and Middle Jab and RIGHT JAB”  column. EPA Awards Cooperative Agreement to Support the National Tribal Toxics Council

U.S. Environmental Protection Agency (EPA) is announcing a cooperative agreement to support the National Tribal Toxics Council (NTTC). Under the agreement, EPA will provide up to $800,000 over five years to Zender Environmental Health and Research Group to support the NTTC’s work representing tribal interests in the development and implementation of chemical risk assessment, risk management, and pollution prevention programs.

“Our partnership with the NTTC has strengthened EPA programs and developed new opportunities to protect public health and the environment in Indian country,” said EPA Office of Chemical Safety and Pollution Prevention Assistant Administrator Alexandra Dapolito Dunn. “The work done through this cooperative agreement will help sustain and support NTTC’s mission to raise awareness of risk management and pollution prevention issues in Indian country.”

“This agreement signals EPA’s continued commitment to working closely and collaboratively with tribes across the country,” said EPA Office of International and Tribal Affairs Assistant Administrator Chad McIntosh. “The NTTC plays a vital role in sharing information, setting priorities, getting important work done in Indian country.”

“EPA is proud to support the NTTC and its mission to advance pollution prevention and toxics management in Indian country,” said Director of EPA’s American Indian Environmental Office Scott Mason. “We value our tribal partnerships.”

Through this cooperative agreement, the NTTC:

  • Provides training, technical information and outreach in Indian country to increase the awareness and understanding of the Toxic Substances Control Act (TSCA).
  • Encourages the development of programs to prevent pollution.
  • Enhances tribal consultation and collaboration with federal, state, and local governments.
  • Facilitates networking, collaboration, and outreach to support national, regional, and individual tribes’ needs and concerns.

Troopers Arrest Four Impaired Drivers Overnight during Saturation Patrol

Drive Sober or Get Pulled Over

Indiana State Police at the Evansville District conducted a saturation patrol last night targeting dangerous and impaired drivers. Between 8 p.m. and midnight, troopers arrested four impaired drivers and made several drug arrests in Posey, Vanderburgh, Warrick, and Knox Counties.

Extra patrols are funded by the National Highway Traffic Safety Administration (NHTSA) through an Indiana Criminal Justice Institute grant.

Impaired Driving Arrest in Vanderburgh County:

  • Lenoir Norris, 33, Bloomington, IL

Norris was stopped last night on I-69 near the 1 mile-marker for driving 76 mph in a 60 mph zone. Norris displayed signs of impairment and failed field sobriety tests. Further investigation revealed he had a BAC of .10%. Norris was arrested and taken to the Vanderburgh County Jail.

  1. Driving While Intoxicated, Class C Misdemeanor

Impaired Driving Arrest in Warrick County:

  • Steven Ricci, 24, Newburgh, IN

Ricci was stopped on SR66 near Trinity Drive for driving 86 mph in a 50 mph zone. Ricci displayed signs of impairment and failed field sobriety tests. Further investigation revealed he had a BAC of .14%. Ricci was arrested and taken to the Warrick County Jail.

  1. Driving While Intoxicated, Class C Misdemeanor
  2. Reckless Driving, Class C Misdemeanor

Impaired Driving Arrest in Knox County:

  • Zackary Ball, 29, Vincennes, IN

Ball was stopped on Willow Street near 6th Street in Vincennes for a defective headlight. Troopers discovered Ball was in possession of meth, marijuana, a controlled substance, and drug paraphernalia. Ball displayed signs of impairment but refused to submit to a chemical test. He was arrested and taken to the Knox County Jail.

  1. Possession of Meth, Class 6 Felony
  2. Possession of Marijuana, Class B Misdemeanor
  3. Possession of a Controlled Substance, Class A Misdemeanor
  4. Possession of Drug Paraphernalia, Class C Misdemeanor
  5. Operating a Vehicle while Intoxicated, Class C Misdemeanor

Impaired Driving Arrest in Posey County:

  • Cobie Vogler, 19, Carmi, IL

Vogler was stopped on SR62 near Gun Club Road for having a defective license plate light. Vogler displayed signs of impairment and failed field sobriety tests. Further investigation revealed Vogler was under the influence of meth. He was arrested and taken to the Posey County Jail.

  1. Operating a Vehicle while Intoxicated, Class C Misdemeanor

Additional Drug Arrest in Posey County:

  • Brett Hansman, 19, Carmi, IL

Hansman was a passenger in the vehicle that was stopped on SR62 near Gun Club Road. A search revealed Hansman was in possession of approximately 10 grams of meth and 22 grams of marijuana. Hansman was arrested and taken to the Posey County Jail.

  1. Possession of Meth, Class 4 Felony
  2. Possession of Marijuana, Class A Misdemeanor
  3. Possession Drug Paraphernalia, Class C Misdemeanor

The holiday season is one of the deadliest times of the year for impaired driving fatalities. Last December in Indiana, there were 415 alcohol-related crashes, resulting in 105 injuries and 11 fatalities.

The Indiana State Police are committed to traffic safety and will continue to conduct special patrols throughout the holiday season to apprehend impaired drivers and to deter others from driving while impaired.

Assisting Officers: Trooper Manning, Trooper Angermeier, Trooper Hatfield, Trooper Fulton, and Sgt. Compton

Former Cannelton Police Officer Arrested for Child Seduction

Indiana State Police arrested Kyle Lutgring, 30, of Cannelton, for Child Seduction, a Level 5 Felony. Lutgring was a Cannelton police officer at the time of the alleged incident.

Indiana State Police initiated a criminal investigation in September after receiving information Lutgring had allegedly seduced a female under the age of 18 while working as a Cannelton police officer. The alleged incident occurred in June.

Lutgring resigned prior to the investigation.

After reviewing the investigation, the Perry County Prosecutor’s Office issued an arrest warrant for Lutgring. At approximately 1:30 this afternoon, Indiana State Police arrested Lutgring without incident. He was taken to the Perry County Jail where he posted bond and was released.
