AG Curtis Hill discusses police-community relations in America with Dr. Benjamin Chavis Jr.

Attorney General Curtis Hill on Tuesday participated in a fireside chat with Dr. Benjamin Chavis Jr., a longtime civil rights leader, as part of a forum Attorney General Hill sponsored about police-community relations in America.

Attorney General Hill said during the discussion that he believes respectful and authentic engagement between law enforcement and citizens can ease the tensions that exist in our nation today. Attorney General Hill pointed to the Ten Point Coalition as a successful model in achieving this goal.

“It’s not about enacting legislation,” Attorney General Hill told Dr. Chavis. “It’s about the commitment of people to take back their neighborhoods through honest, caring and loving engagement.”

The troubles our country faces today are the result of a 400-year-old wound that continues to fester, Attorney General Hill said. Black lives have not always mattered in our country, he acknowledged.

But even though we are living in tumultuous times, there is hope for our future, Attorney General Hill said.

“Americans find a way to pull together. People find a way to pull together. And that’s what our hope is here,” Attorney General Hill told Dr. Chavis.  

The fireside chat with Dr. Chavis followed a panel of prominent law enforcement officials, mostly from Indiana. Those panelists were:

  • Randal Taylor, Indianapolis Metropolitan Police Department Chief

  • Bernard A. Carter, Lake County Prosecutor

  • William Owensby, President of the Indiana State Fraternal Order of Police

  • Oscar Martinez Jr., Lake County Sheriff

  • Lynda R. Williams, President of the National Organization of Black Law Enforcement Executives

Indianapolis Mayor Joe Hogsett, U.S. Rep. Andre Carson (7th District), Indiana Rep. John Bartlett and Fort Wayne United Director Iric Headley also delivered remarks at the forum.

EPA Announces Guidance to Waive Toxicity Tests on Animal Skin

Proposed guidance is expected to save up to 750 animals from unnecessary testing annually
U.S. Environmental Protection Agency (EPA) is continuing to follow through on EPA Administrator Andrew Wheeler’s commitment to reduce animal testing by seeking public comment on draft guidance that would allow researchers to forego testing chemicals on animal skin in certain circumstances to determine whether pesticides lead to adverse effects.

“This proposed guidance is a great example of how we can continue to protect human health and the environment and make science-based decisions about pesticide registrations without needing to conduct unnecessary tests on the skin of animals,” said EPA Administrator Andrew Wheeler. “Today’s action puts EPA on a path of eliminating the need for all mammal testing by 2035.”

“With this draft policy the Agency continues to make real progress in reducing animal testing requirements, saving animals and resources while maintaining environmental and human health protections,” said Physicians Committee for Responsible Medicine Vice President for Research Policy Kristie Sullivan. “The Physicians Committee encourages companies to consider this draft guidance to avoid dermal toxicity tests and thanks those involved in this analysis and resulting policy.”

The proposed dermal toxicity guidance would allow waivers for studies on single-active ingredients used to develop end use products to apply for waivers. In developing the guidance, EPA conducted a retrospective analysis and concluded that its requirements for such studies provides little to no added value in regulatory decision making. This guidance, when finalized, is expected to save up to 750 test animals annually from unnecessary testing as well as EPA, industry and laboratory resources.

EPA will take comments on the proposed guidance for 30 days after publication in the Federal Register. Comments can be submitted online at http://www.regulations.gov (Docket ID No. EPA-HQ-OPP-2016-0093). After carefully considering public input, EPA will finalize the Guidance.

In addition, EPA has launched a new webpage  that provides metrics and strategies for reducing and replacing animal testing, including links and resources to all pertinent guidance and workplans tied to the larger Toxicology in the 21st Century Initiative across the federal government.

 

HEALTH DEPARTMENT UPDATES STATEWIDE COVID-19 CASE COUNTS

PURSUIT ARREST of Russell Mooney

At approximately 11:30 on yesterday’s date (10-6-2020), Officers initiated a traffic stop in the area of E Blackford Ave and S Grand Ave after observing the suspect vehicle, a black Ford Escape, with expired dealer plates disregard a stop sign. The driver of the Escape, identified as Russell Mooney (47), when asked to provide a driver’s license, registration, and insurance handed the officer on an ID card and provided no insurance. Officers then went back to their vehicles to run checks on the information provided by Mooney. A check of Mooney’s driver status showed that he was suspended and also had an active misdemeanor warrant out of Vanderburgh County.

When officers re-approached, Mooney fled in his vehicle to evade officers. Mooney was observed violating several traffic laws as well as throwing items out of his windows. Mooney eventually stopped and was apprehended by officers. A check of the area that Mooney was observed throwing items out of his window, revealed that he was attempting to get rid of narcotics packaged for dealing and paraphernalia. Mooney was arrested without further incident and booked into the Vanderburgh County Jail under the several charges stemming from this incident.

AGRIVATED BATTERY CRIMINAL RECKLESSNESS W/DEADLY WEAPON

Just before 5:30 pm on yesterday’s date (10-6-2020), Officers responded to multiple calls of shots fired in the 3200 block of Sage Blvd. One caller stated that a male victim had been struck by gunfire. Officers arrived a short time after being dispatched and located a male victim in an apartment with an apparent gun shot wound to his left leg. Officers rendered medical aide by applying a tourniquet on the victim’s leg. 

The victim stated that he was inside his apartment with family when he heard knocking on his door. The victim went to check on who was knocking and when he went outside of his apartment he was shot at and struck by gunfire. Rounds from the gunfire had also entered into an adjacent apartment during the incident.  The victim stated that the suspects were unknown to him and described them as a group of people with masks and hoodies. Other witnesses on scene described the suspects as three males with mask and hoodies that may have fled after the shooting in a two-toned read and maroon truck.

Further aide was given to the victim after EFD and AMR arrived on scene. The victim was transported by AMR to a local hospital. His injuries are considered non-life threatening. Arrest of Brody Murbarger

Detectives with the Indiana State Police, Vanderburgh County Sheriff’s Office, and the Evansville Police Department were made aware of a murder warrant being issued for the arrest of an Evansville resident. On 09-25-2020 an Illinois grand jury issued an indictment for Brodey Murbarger (11-27-95) in reference to the 2014 disappearance/murder of Megan Nichols. Megan was initially considered a missing person until her remains were located in a rural area in Wayne County Illinois in 2018. 

Brodey Murbarger was arrested for Murder on today’s date outside his place of employment without incident. A search warrant was then executed at Murbarger’s home address at 5037 Lakeside Ct which is located in the Lakewood West apartment complex. Murbarger was then transported to the Vanderburgh County Jail where he will await extradition back to Illinois.
