 Sullivan Supports Legislation Fully Funding K-12 This School Year

 STATEHOUSE (Jan. 12, 2021) – State Rep. Holli Sullivan (R-Evansville) recently voted in support of a bill to fully fund all K-12 public school students for the 2020-21 school year due to COVID-19.

The House Ways and Means Committee unanimously passed House Bill 1003, which would ensure public schools receive 100% funding for each student this school year, whether they attended classes in-person or virtually.

“Schools have had to take unprecedented steps throughout the pandemic to keep students and educators safe,” said Sullivan, chairwoman of the Budget Subcommittee on Ways and Means. “My colleagues and I are acting quickly to ensure schools have the resources they need to continue having a successful school year.”

Due to the pandemic, many traditional public schools had to make the shift to remote learning to help slow the spread of COVID-19. She said the bill helps mitigate requirements under current law requiring schools receive 85% of the tuition support per virtual student, which is defined as a child learning 50% or more of their instruction online.

Attorney General Todd Rokita Promises Liberty in Action
Munster native Todd Rokita was sworn in today as the 44th Attorney General for the State of Indiana. Theceremony, hosted at the Indiana State Museum, was closed to the public due to public health concerns. Rokita was elected in November, garnering the highest vote total for a statewide elected official in Indiana history.
“Today I reiterate my commitment to promoting liberty in all ways,” said Attorney General Rokita. “But preserving our liberty requires more than speeches and promises. It demands real, on the ground work and attention — from all of us. In my administration you can expect our team to put liberty in action every single day.”
As Attorney General, Rokita will serve as the state’s top lawyer and will represent Indiana in settlements and in defense of laws passed by the General Assembly. The office also represents prosecutors in criminal appeals and provides important litigation and consumer protection functions. Attorney General Rokita will take on cases of high economic, constitutional, and social importance to the state and the nation.
Earlier today, Attorney General Rokita swore in the Deputy Attorneys General in a video call conducted remotely. Attorney General Rokita previously announced the leadership of former Inspector General, Lori Torres, as Chief Deputy Attorney General and Chief of Staff and Larry Hopkins as Chief Administrative Officer.
“I’m pleased to have such a strong team of public servants in place to work for the people of Indiana. We have an important mission ahead of us and the right people in place to do that work,” said Attorney General Rokita.  
Attorney General Rokita was joined by his wife, Kathy, and sons, Teddy and Ryan, as well as his parents and siblings for the ceremony. He will begin his work at the Statehouse today.

USI To Host Week Of Virtual Events Honoring Life, Legacy Of Dr. Martin Luther King Jr.

The University of Southern Indiana will host a week of virtual events honoring the memory and legacy of Dr. Martin Luther King Jr. from Monday, January 18 to Friday, January 22. All events are free and will be available to the public for viewing and participation.

A schedule of events for the week, which is themed “The Fierce Urgency of Now!,” is below:

  • Monday, January 18: Virtual MLK Memorial Celebration featuring keynote speaker Dr. Talitha Washington
    • Washington, an Evansville native, is currently Professor of Mathematics at Clark Atlanta University and director of the Data Science Initiative for the Atlanta University Center Consortium. The first woman to be named a fellow by both the American Mathematical Society and the Association for Women in Mathematics in the same year, she is an in-demand speaker on the subjects of STEM education, diversity and mathematics.
    • Washington is a graduate of Bosse High School, earned a bachelor’s degree in mathematics from Spelman College and master’s and doctoral degrees in mathematics from the University of Connecticut, with study abroad experience in both Mexico and Costa Rica.
  • Tuesday, January 19: Virtual USI Student Reflection
    • The USI student reflection brings together some of the best student orators on campus to share their perspectives on the life and legacy of Dr. Martin Luther King Jr. while incorporating this year’s theme, “The Fierce Urgency of Now!” Participants include students from Indiana and Illinois as well as international students.
  • Wednesday, January 20: “I Have a Dream” Collaborative
    • The power of oratory is often measured with the action that comes from the spoken words. For this special collaborative presentation, USI has partnered with local high school students from Harrison, North and Central high schools to recite selections from Dr. King’s speeches.
  • Thursday, January 21: Panel Discussion: “Where do we go from here?”
    • In the interest of promoting open and honest dialogue to foster positive change in the community, this panel discussion with local community leaders will cover the importance of the life and legacy of Dr. King as well as solutions that encompass his life’s work here in Evansville. Panelists include:
      • Adrian Brooks – Pastor, Memorial Baptist Church
      • Alexander Burton – OptIN Program Manager, Evansville-Vanderburgh School Corporation
      • Kelley Coures – Executive Director, Evansville Department of Metropolitan Development
      • Melissa Morehead Moore – Public Servant and Life Coach
      • Moderator: Xavia Harrington-Chate – USI Instructor in English Education
  • Friday, January 22: Designed by Grace performance
    • USI’s Gospel Choir will present an ensemble performance of music chosen to honor the legacy of Dr. Martin Luther King Jr. The performance will be recorded in accordance with COVID-19 safety protocols.

All events will be linked on the USI website at USI.edu/mlk-week and will be available on-demand. The public is invited to participate live with the January 18 Memorial celebration on YouTube Live and the January 21 panel discussion on Facebook Live.

The First Regular Session of the 122nd General Assembly convened on Monday, January 4th. Hundreds of bills will be filed before the deadline for filing.  See a list of Senate and House bills here.
While this is generally called the “long” session, it will pass rapidly. See the Senate Calendar and the House Calendar here. The major deadlines are:

 The COVID-19 pandemic is wreaking havoc on the General Assembly just as it is disrupting our personal lives. This session of the General Assembly has special “Safety Protocols” for committee hearings, floor sessions and general access. Face masks and social distancing are required and access to meeting rooms and offices is restricted.
 The best way to keep up with legislative activity is through the website for the General Assembly, www.iga.in.gov. It provides a wealth of information including:

   Live streaming of each chamber and committee meetings when a meeting is scheduled and in progress (check the Daily Schedule).

  Find your Representative or Senator by opening the Information box at the top of the screen.
·
  Bills can be searched using the Legislation box at the top of the screen. They may be searched by bill number, keyword, legislator or subject. You may also use the Search tab in the upper right-hand corner of the screen.
·
 You can search the Indiana Code by using the Search tab at the top right of the screen. Select the Code tab to fill in the Title, Article, Chapter, or Section you wish to search. There is also a keyword search. The Indiana Code can also be searched under the Laws box at the top of the screen.
·
Committees are organized in the Committees box. The names of the committees may be viewed by clicking All, or the list of committees may be narrowed by clicking on the type of committee. Using the Search tab in the upper right-hand corner of the screen will also work. If you know the name of a member of the committee, try a legislator search. When you get to the individual legislator’s page, a list of committees will appear at the bottom of the screen.

The Upcoming Meetings panel displays a list of all committee meetings scheduled for a selected day. Click on a committee name to view more information about the bills being heard that day.

 
 
A Bright Future for America

When you commit to a weekly newsletter, you know there will be times when words don’t come easily. However, it’s frequently those moments when it’s most important to speak out. So while all of us have been experiencing a shared sense of apprehension over this week’s events, I wanted to share with you what I’m thinking.

First, I know that no matter what challenges face America, we live in the best and most free country in the world. We have faced tougher times, and like those in the past, we will survive these times as well.

Second, I’m proud to be from Indiana. This is a state where for a long time we have come together as Hoosiers to find solutions and deliver results. Sure, we find things where we all don’t agree, but on the vast majority of issues, we come together to build on our past success.

I have had the good fortune of working around lot of great leaders in my life…far too many to list. Vice President Mike Pence is one of those leaders. He’s a man who has a strong faith in God and belief in America. And without a doubt he has shown great leadership and courage over the last four years, never more so then over this past week.

Violence and mayhem cannot and must never be used as tools to push an agenda. Whether that’s violence in Indianapolis, small town Indiana, or our nation’s capital, violence isn’t who we are. It’s un-American, and runs counter to our republic’s very foundation.

God bless all of you. Together, we must stay engaged as we work to ensure a bright future for America. And most importantly, please say a prayer for our country tonight.

Governor Holcomb’s Week That Was 
COVID-19 Vaccine: Now Available for Hoosiers 80+
This week, Governor Holcomb provided an update on Indiana’s management of the COVID-19 pandemic, including the next round of Hoosiers who will be available to receive the COVID-19 vaccine. Here’s a quick update:
  • Starting today, Hoosiers age 80 and older can make an appointment to receive their COVID-19 vaccine. An appointment can be made online at OurShot.in.gov or by calling 2-1-1.
  • The next priority groups will be Hoosiers over age 70, and then Hoosiers over age 60. These groups will be available to receive their vaccine once an ample supply is available.
  • At least one vaccination clinic will be available in every county – 148 in total.
  • This is in addition to frontline health care workers and long-term care facility residents, who are also currently eligible to receive the vaccine.
  • More than 128,000 Hoosiers have already received their first dose of the COVID-19 vaccine.

State lawmakers kick off 2021 legislative session

This week, I joined my fellow state lawmakers at the Capitol to kick off the 2021 legislative session. We remain focused on putting Hoosiers first and managing through the pandemic while tackling important issues facing our state. 

In the coming months, we will be working on passing Indiana’s two-year budget, which funds critical state services like education, and considering legislation focused on accelerating Indiana’s economic recovery, getting Hoosiers back to work and creating jobs.

EPA FY 20 Environmental Justice Report Highlights Progress in Vulnerable Communities

The U.S. Environmental Protection Agency (EPA) released its Fiscal Year 2020 Environmental Justice Progress Report highlighting the agency’s progress in advancing environmental justice for minority, low-income, tribal, and indigenous communities across the country.

“The FY 2020 Report demonstrates the tangible improvements that EPA is making across this country to help Environmental Justice communities become healthier.” said EPA Administrator Andrew Wheeler. “Our focus on and commitment to these long neglected communities has improved both the environment and the physical health of countless citizens, and I am proud of that progress.”

The FY 2020 Report describes how the Agency is working to promote a cleaner, healthier environment, more effective partnerships, and greater certainty, compliance and effectiveness to meet the needs of vulnerable communities to address disproportionate environmental impacts, health disparities and economic distress. Highlights of this work include the following:

  • Provided over $160 million in grant funding to support low income and minority communities. These grants will clean up brownfield sites in communities with Opportunity Zones, reduce emissions from diesel vehicles and equipment at ports, provide environmental job training to residents of underserved communities, and address challenges faced by communities related to the pandemic.
  • Deleted all or part of 27 sites from the National Priorities list for a second consecutive year, to reduce exposure to contaminants.
  • Announced a new $4.3 million grant program, under the Water Infrastructure Improvements of the Nation Act, to help protect children in tribal communities from lead in drinking water by boosting lead testing in schools and childcare centers.
  • Finalized rules that will make a meaningful difference to communities by ensuring that more people – particularly lower-income and minority populations – have greater access to newer, cleaner, more affordable cars, and by reducing lead dust-related risks to children in pre-1978 homes and childcare facilities where lead removal activities take place.
  • Reclassified 20 communities across the country that now meet air quality standards.
