SEVENTEEN-YEAR-OLD RECEIVES 55 YEARS AFTER KILLING A WOMAN WITH A STOLEN VEHICLE AND MOCKING HER

APRIL 27, 2023

Evansville, IN – Prosecutor Diana Moers announces that, on May 26, 2023, Mateo Reymundo Rodriguez was sentenced to 55 years in the Indiana Department of Correction for running over a victim—killing her—and fleeing the premises while stealing a vehicle at a gas station.

On May 26, 2023, Magistrate Judge Ryan C. Reed of the Vanderburgh Circuit Court agreed with the State’s recommendation to sentence 17-year-old Rodriguez to 55 years executed in the Indiana Department of Correction. At the sentencing hearing,

Deputy Prosecutor Heath Tuley argued that the Defendant’s actions were particularly heinous and caused an innocent woman to die, he had a history of delinquent activity, and he displayed a lack of remorse for his actions. Despite the Defendant testifying at trial that he did not see the victim and did not know he ran her over, Deputy Prosecutor Tuley argued the Defendant’s subsequent statements about the victim “playing superwoman” on the day she was run over by him plainly contradicting his sworn testimony and advocate for no leniency to be shown.

On April 3, 2022, then 16-year-old Rodriguez entered a parked, but still running, vehicle with the intent to steal it. Upon reversing, Rodriguez struck another parked car with the victim in the driver’s seat. The victim exited the car and ran to the front of the vehicle Rodriguez was driving. Rodriguez then callously accelerated forward, resulting in the victim falling underneath and being run over while Rodriguez sped away. The victim passed away due to her injuries. While in jail, Rodriguez communicated that if the victim wanted to play a superwoman, then she would get hurt.

Prosecutor Moers stated: “This young man took the life of a completely innocent woman and then mocked her. This sentence acknowledges the fact that Rodriguez has a complete disregard for human life and will now spend his own locked away.”

 

Partnership is key for conservation success in Indiana; new record for conservation practices set

INDIANAPOLIS (May 25, 2023) —The Indiana Conservation Partnership (ICP) announced its 2022 conservation accomplishments. The ICP works with Hoosier landowners to provide technical or financial assistance for the implementation of conservation projects. In 2022, landowners supported by the ICP installed more than 47,000 new conservation practices, up over 15,000 from 2021.

“It was so encouraging to see that this year was another record-setting season for Hoosier farmers and landowners,” said Lt. Gov. Suzanne Crouch, Indiana’s Secretary of Agriculture and Rural Development. “These businesses are passionate about protecting and enhancing their lands for generations to come and this year was no different. This record is thanks to the Indiana Conservation Partnership and many others who help our Hoosier farmers and landowners succeed.”

The Indiana Conservation Partnership report showed that over the last year landowners helped prevent over 1.8 million tons of sediment, over 3.9 million pounds of nitrogen and over 1.9 million pounds of phosphorus from entering Indiana waterways. Cover crops and no-till practices implemented with ICP’s assistance sequestered an estimated 48,000 tons of soil organic carbon, which is the equivalent to the carbon emissions of more than 34,843 cars.

While the term conservation practices can mean many things, in Indiana, some of the most common conservation best management practices are cover crops, nutrient management, residue and tillage management, conservation cover, early successional habitat development/management and grassed waterways. 

“Indiana’s exceptional agricultural production is rooted in the soil. In a time when extreme weather events seem to be on the rise, keeping soil on the farm, healthy and productive is of paramount importance,” said Indiana Natural Resources Conservation Service (NRCS) Acting State Conservationist David Doctorian. “Indiana farmers are making great strides in adopting soil health principles and systems on their land. More and more Indiana producers are increasing their soil’s organic matter and improving microbial activity thus reducing the need for expensive inputs — all while harvesting better profits and often better yields. Indiana NRCS is pleased to be part of the ICP as they play a pivotal role in supporting producers as they embrace production systems that armor their operations against extreme weather and ensure food security for the United States.”

Indiana State Department of Agriculture director Don Lamb recognizes the difficulties that come with installing new conservation initiatives but sees the good.

“I know first-hand how timely, expensive and operationally challenging it can be to implement soil conservation practices on farmland. But Hoosier farmers are willing to accept the challenge and strive to make their soil more nutrient rich and healthy for years to come,” said Lamb. “These practices are all voluntary and that is something I think farmers should be recognized for, they don’t have to do them, and they are extra work, but they are willing to do them for the betterment of the soil and our world.”

The ICP is made up of public and non-profit groups, along with landowners, that work together for the betterment of soil health and water quality. ICP organizations include, Indiana Association of Soil and Water Conservation Districts, Indiana Department of Environmental Management, Indiana Department of Natural Resources, ISDA, Indiana State Soil Conservation Board, Purdue Extension, USDA-Farm Service Agency and USDA-Natural Resources Conservation Service.

The Indiana Conservation Partnership is a crucial part of Indiana’s Nutrient Reduction Strategy, this illustrates the continued success and challenges of conservation and serves as a tool to help set watershed priorities and reduction targets, manage conservation resources and to further stakeholder involvement across Indiana.

EPA Encourages Sun Safety on ‘Don’t Fry Day’ as America Heads Into Holiday Weekend

Learn more about a few simple steps to protect your skin and eye health while outdoors this summer

WASHINGTON (May 26, 2023) — Today, before the Memorial Day long weekend, the U.S. Environmental Protection Agency (EPA), along with the National Council on Skin Cancer Prevention, is recognizing the 15th “Don’t Fry Day” to encourage Americans to take a few simple steps to protect their skin and eye health while outdoors. Overexposure to ultraviolet (UV) radiation from the sun can increase the risk of developing skin cancer, so it is important to be aware of the strength of the sun’s UV rays when enjoying your time outside.

“This long weekend, and all summer long, remember to take care of your skin and eyes when you are enjoying the outdoors,” said Joseph Goffman, Principal Deputy Assistant Administrator for the Office of Air and Radiation. “Wear sunscreen, protective clothing, a hat, and sunglasses. Sun damage builds up over your lifetime, so take care of your skin every day you’re outdoors.”

Since most skin cancer cases and deaths are caused by exposure to UV radiation, many cases may be preventable. The American Skin Cancer Society estimates that in 2023 more than 97,600 new cases of invasive melanoma, the most dangerous form of skin cancer, will be diagnosed in the United States. This is roughly 1,400 fewer cases than were estimated in 2022.

All people are equally at risk of eye damage and developing cataracts, but some people may be at greater risk of contracting skin cancer depending on the color of their skin, a history of blistering sunburns in early childhood, the presence of many moles, or a family history of skin cancer. Also, be aware that UV may be high even in winter depending on factors such as location, elevation, and reflective surfaces.

Reduce your risk of skin cancer and eye damage by remembering to:

  • SLIP! – Slip on a long-sleeved shirt or other clothing that covers your skin.
  • SLOP! – Slop on a handful of sunscreen with sun protection factor (SPF) 15 or higher, and re-apply every two hours, or sooner if in the water.
  • SLAP! – Slap on a broad-brimmed hat to cover the back of your neck and the tips of your ears.
  • WRAP! – Wrap on a pair of sunglasses. Sunglasses that wrap around the sides of your face provide more sun protection.
  • Avoid tanning beds and minimize sunbathing.
  • Check the UV Index before spending time outdoors.

EPA, the National Weather Service, and the Centers for Disease Control and Prevention work together to make the UV Index forecast available in the United States. EPA’s UV index app (search for EPA’s UV Index in the App Store and on Google Play) is a convenient tool to let you know the strength of the sun’s skin cancer-causing UV rays. The app gives daily and hourly UV intensity forecasts for your location, provides recommendations on sun safety, and is also available in Spanish.

INDIANAPOLIS __ The Indiana Department of Health is recognizing members of VOICE Indiana, who were honored as 2023 Group Youth Advocates of the Year by the Campaign for Tobacco-Free Kids for their advocacy efforts in the fight for a tobacco-free future. The teens were celebrated on May 18 at the 2023 Youth Advocates of the Year Awards Gala in Washington, D.C.

“We are thrilled that VOICE Indiana members were chosen as Group Youth Advocates of the Year,” said Miranda Spitznagle, director of the Tobacco Prevention and Cessation Division at the Indiana Department of Health. “VOICE Indiana is a model organization that demonstrates the power that youth voices can have in advocating for the future and health of young people, and we are pleased to support their work as part of our youth engagement initiative. These four exceptional young advocates further exemplify the qualities of a new generation of leaders who are leading the way toward a healthier, tobacco-free future.”

VOICE Indiana is a statewide youth empowerment organization, focused on engaging, educating and empowering teens to celebrate a tobacco-free lifestyle.

The youth ambassadors who represented VOICE at the Catalysts for Change ceremony were: Brenna Bastin from New Palestine High School,  Suhita Chintachalaruvu from Hamilton Southeastern High School, Nicole Liu from Noblesville High School and Hannah Martin from F.J. Reitz High School. Additional VOICE Youth Ambassadors are Gracie Castner from Eastern Hancock High School, Lauren Jeffries from Boone Grove High School and Nelli McLeod from Terre Haute North Vigo High School.

Every year, the Campaign for Tobacco-Free Kids honors a National Youth Advocate of the Year, four Individual Youth Advocates of the Year and one Group Youth Advocates of the Year. The winners receive scholarships to continue their tobacco prevention efforts and serve as youth ambassadors for the Campaign for Tobacco-Free Kids.

Nicholas Gushrowski named to MVC Scholar-Athlete First Team

ST. LOUIS– Excelling in all facets of his tenure as a student-athlete at the University of Evansville, junior men’s golfer Nicholas Gushrowski earned a spot on the Missouri Valley Conference Scholar-Athlete First Team.

Gushrowski currently holds a 3.815 GPA as a Civil Engineering major.  He completed the 2022-23 season with a 74.08 stroke average, which was the lowest on the team.  Gushrowski played in 25 rounds with his low effort of a 69 coming in the opening round of the MVC Championship.

He recorded five top-20 finishes with four coming in the top 12 and tied for 9th at the Alabama A&M Fall Invite and in the TSU Big Blue Intercollegiate.  At the MVC Championship, he came home in a tie for 11th at the 2023 MVC Championship and was the Purple Aces’ top finisher.

EPA Administrator Regan Announces Critical Steps to Strengthen Technical Assistance and Provide Support Following West Virginia Journey to Justice Tour

WASHINGTON (May 25, 2023) – Following through on his commitment to deliver solutions to the people of McDowell County, West Virginia, U.S. Environmental Protection Agency Administrator Michael S. Regan announced today a series of initial actions that respond directly to the concerns he saw and heard on the ground during his visit to the state in December 2022, which marked the Administrator’s third Journey to Justice tour.

During his visit, Administrator Regan toured a hundred-year-old drinking water plant in need of repair, visited with McDowell County residents who only recently connected to their town’s main water line after years of facing inadequate access to water infrastructure, and spent time with volunteers at a community food bank who have employed innovative, community-driven solutions to provide clean drinking water for their neighbors.

“Communities like McDowell County once powered our nation and helped cement America’s competitiveness, and we owe it to the people of West Virginia to show our support by prioritizing the longstanding infrastructure challenges they face,” said EPA Administrator Michael S. Regan. “During my time in McDowell, I met with folks who’ve struggled for years with access to basic water infrastructure. This is unacceptable in the United States of America, and that’s why President Biden has made investing in water infrastructure a cornerstone of his historic policy agenda. I promised the good people of McDowell that we would work hand in hand to address these generational challenges, and these initial actions are just the beginning of that partnership. EPA will continue to work closely with our state, local, and federal partners to provide even more resources and build long-term capacity in McDowell County and in the southern coal fields of West Virginia.”

“For years, the WVDEP has worked to provide access to clean water and address environmental and public health concerns in many communities in McDowell County,” said West Virginia Department of Environmental Protection (WVDEP) Cabinet Secretary Harold Ward. “There is still much work to be done and we are committed to expanding our partnership with the U.S. EPA and engaging with community stakeholders to find additional avenues and resources so that we can build on the progress we’ve made in southern West Virginia.”

The following actions reflect the initial steps EPA is taking following the Administrator’s Journey to Justice tour in McDowell County, WV:

Community Solutions Coordinator

Beginning fall 2023, EPA will work with state and local agencies in West Virginia to create a full-time position dedicated to identifying and expediting eligible resource opportunities across the federal government for the state’s southern coalfield counties, including McDowell. The Community Solutions Coordinator will serve as a point of contact for these counties to accelerate progress, increase investments, and strengthen existing networks in these areas.

Air Quality Monitoring

Thanks to funding from the American Rescue Plan and President Biden’s Inflation Reduction Act, Appalachian Voices, an organization committed to advancing a just transition for Central and Southern Appalachia, is expected to receive a $118,297 grant to deploy low-cost air quality monitors in communities with air quality challenges across several states, including West Virginia. Air quality data will be collected and made publicly available to foster community engagement around local and regional air quality issues in communities adjacent to one or more coal mines, coal-fired plants, fossil fuel export hubs and more. A portion of this funding will be made available to McDowell County through Appalachia Mountain Flows Corps, a Keystone, West Virginia-based organization.

Dig Deep Right to Water Community Grant

During Administrator Regan’s Journey to Justice tour, he met with community members who lack access to basic wastewater infrastructure, many of whom rely on straight-pipes to carry raw sewage from their homes into local waterways. To help bolster the community’s wastewater infrastructure, the Dig Deep Right to Water Project will receive a $495,840 grant, funded through FY 2022 annual appropriations, for a sanitary septic and sewerage service project. Dig Deep will install approximately 35 onsite sewage systems for properties in McDowell County that are currently directly discharging to streams. 

Thriving Communities Technical Assistance Centers (TCTAC)               

Through EPA’s Thriving Communities Technical Assistance Centers, which is designed to help underserved and overburdened communities across the country access funds from President Biden’s Investing in America agenda, the National Wildlife Federation will receive $12 million in grants over five years to provide community resources and assistance across the Mid-Atlantic Region. West Virginia State University, a Historically Black College and University (HBCU), is a partner in this effort and will continue working to provide additional technical assistance and support to the McDowell County community – from providing training and other assistance to building capacity for navigating federal grant application systems, to writing strong grant proposals, to effectively managing grant funding.

EPA to Award Over $10 Million in Grants to Support Water Quality Monitoring at Beaches to Protect Public Health

WASHINGTON (May 25, 2023) – Today, the U.S. Environmental Protection Agency (EPA) announced $10.6 million in grant funding to help coastal and Great Lakes communities protect the health of beachgoers this summer. The funding will assist many states, Tribes and territories in conducting water quality monitoring and public notification programs for their beaches.

“Many people spend time in the summer splashing, swimming, and playing at a favorite beach, which is why EPA is providing more than $10 million to help states and local partners monitor water quality,” said EPA Assistant Administrator for Water Radhika Fox. “These grants help states, Tribes, and territories fund programs to ensure that our coastal waters are safe for swimming and recreation.”

Under the Beaches Environmental Assessment and Coastal Health (BEACH) Act, EPA awards grants to eligible states, Tribal, and territorial applicants to help them and their local government partners monitor water quality at coastal and Great Lakes beaches. When bacteria levels are too high for safe swimming, these agencies notify the public and post beach warnings or closings.

Since 2001, EPA has awarded nearly $216 million in BEACH Act grants to test beach waters for illness-causing bacteria and help with public notification and identification of the problem. This program is essential for protecting the health of beachgoers across the country.

“With summer right around the corner, tens of millions of Americans are making plans to travel to our beautiful beaches in Delaware and around the country,” said Senator Carper (DE), Chairman of the Senate Environment and Public Works Committee. “Fortunately, EPA is providing states and communities with the tools to ensure the safety of the water at our nation’s beaches, which are an integral part of our tourism economy and important ecosystems for wildlife and migratory birds.”

“New Jerseyans and visitors are ready to flock to the Jersey Shore this weekend, so it’s great to see that our state is receiving federal funding to help protect public health and give beachgoers the peace of mind they deserve,” said Congressman Pallone (NJ-06). “New Jersey’s beaches are a treasure, and this funding will help make sure they remain clean and safe. I’ve long advocated for federal funding to make sure our recreational waters for swimming, surfing, and fishing are safe, and I’ll continue to fight to deliver the resources New Jersey’s towns need.”

Baseball Aces Outduel Murray State, 3-2, At MVC Tournament

TERRE HAUTE, Ind. –  The University of Evansville’s seventh-inning magic in the Missouri Valley Conference Tournament continued on Thursday night, as the Purple Aces rallied for three runs in the bottom of the seventh inning to knock off No. 5 Murray State, 3-2, at Bob Warn Field in Terre Haute, Indiana.

“I’m just really proud of the fight and grit that we showed tonight,” said UE head coach Wes Carroll.  “It really started on the mound, as Donovan Schultz was outstanding tonight, and locked in from the start.  And, then our bats were able to come alive in the seventh inning, and Michael Parks shut it down from there.

“A great win tonight against a very good Murray State offense.  Let’s keep it going tomorrow against a very, very good team in Indiana State.”

Schultz (6-5) was sharp from the start, allowing just a single base-runner through the first three innings.  Murray State would score two runs off of Schultz in the sixth inning on an RBI single by shortstop Drew Vogel and an RBI ground-out by outfielder Carson Garner.  On the ground out by Garner, UE junior shortstop Simon Scherry robbed him of a base hit with a full-extension dive on a sharply hit ball up the middle, and then he recovered in time to throw out Garner by a half-step.  It proved to be a key moment in the game, as Murray State would take a 2-0 lead into the bottom of the seventh inning, before Evansville would finally get to starter Bryce Valero.

Valero held UE to just two hits through the first six innings, but UE senior outfielder Mark Shallenberger opened the seventh inning with a single to center field.  Scherry would then rope an RBI triple to the wall in left-center field to score Shallenberger and cut the Murray State lead to 2-1.

Sophomore catcher Evan Waggoner greeted reliever Nathan Holler (2-2) with a walk.  Then, after a ground out put two runners in scoring position, UE senior third baseman Brent Widder came through with an RBI single through the left-side to tie the game at 2-2.  Then, with runners on the corners and one-out, Holler threw the ball away on an attempted pick-off to score Waggoner and give UE a 3-2 lead.

UE graduate reliever Michael Parks would come on out of the bullpen and workless a pair of scoreless innings to nail down his second save of the year and send UE to 2-0 in the MVC Tournament.  Combined, Schultz and Parks allowed just five hits – all singles – with nine strikeouts and only one walk.

Scherry led UE offensively by going 2-for-4 with a double and a triple and an RBI.  Graduate outfielder Eric Roberts also went 1-for-3 with his 20th stolen base of the year to make history, as he became the first Purple Ace to ever record 20-plus home runs and 20-plus stolen bases in the same season.  He is also just the second MVC player to reach the 20-20 plateau since 1991.

With the victory, Evansville improves to 35-22 overall.  The Purple Aces will now face top-seeded and nationally-ranked Indiana State (40-14 overall) on Friday afternoon at 1:30 p.m. central time.  Every game of the MVC Tournament can be seen live on ESPN+, with every UE game also being available in the Tri-State area on the radio on 107.1 FM-WJPS and the Old National Bank/Purple Aces Sports Network from Learfield.
