POSITION: Chief Information Officer RATE: Depending on qualifications
DEPARTMENT: Finance FULL TIME

 

 

Duties: Duties include developing strategy, planning, organizing and the execution of all IT functions for the City of Evansville Vanderburgh County enterprise. This includes directing all IT operations to meet internal and external customer needs and requirements in an effective and efficient fashion. Directs the work load of the on-site IT vendor. Represents IT function at all meetings. Prepares the annual IT budget and administers funds accordingly. Responsible for City/County disaster recovery plan. Oversee the implementation of all software programs.

 

Qualifications: Bachelor’s degree in Computer Science or related field. Master’s degree preferred. Ten (10) or more years leadership experience within information technology. Excellent verbal and written communication skills and presentation skills. Possess broad knowledge of hardware and software relating to voice and data communications, administrative and financial technology and systems, IT security and user support. Must have ability to speak in public forums and media. Must have a valid driver’s license.

  1. Thanks CCO for publishing this announcement. Looks like the City/County HR Department shall be forced to interview qualified people for this high paying position. Looks like the CCO may have stopped another back room political patronage position from happening.

Unless I’m mistaken, the Chief IT Officer is a private contractor providing services rather than a “civil service employee” such as the City Controller or the Personnel Director, etc. And I’m not sure, but I think the Chief IT Officer position is not necessarily subject to the same hiring protocol as other “department heads.” Did you know also that the employees of the IT department are not covered by the same employment standards, pay rates, and benefits as other city employees?

    • The CIO position is a City employee, not a contractor. This position is reimbursed half by the County, however, this person reports to both the Mayor and Commissioners.

    • Please show me that that the CIO position as posted on the City of Evansville website stated that this position to do with hiring a private contractor. I can’t find this statement in the job “Vacancy Announcement” as posted by the CCO.

  4. Thanks for the information. If you are correct then why would the HR Department post this position on their site? Why advertise it and just let the power that be just fill this position without interviewing anyone?

    • Sir, that’s a reporter’s job, to find the answers to questions pertaining to an article about which the reporter is responsible to reveal the full story.

    • I believe the chief officer is a direct city employee. I think the above poster is confused because there are contracted positions in the IT department. It is rather confusing at times who works for whom in that department. Basically the chief would run the department and not everyone would report to him or her.

      • You are correct. The CIO reports directly to the Commissioners and Mayor, but indirectly reports to both City and County Council(s), all of the County (and other City) elected officials and the Courts.

        This position is basically a contract manager. Make certain vendors are doing their job and pay the bills. No direct reports unless they provide a secretary to this position.

        Also, no money to pursue any new projects. Last year there wasn’t enough money to pay the bills.

        Good title though. Definitely not a CIO position as you would find in the private sector.

      • It would make a very interesting and informative article to describe exactly the structure of the IT department.

        So, if the IT Chief is a truly city government position like Transportation Dept. Director and Cemetery Superintendent, but paid half by the county council and half by the city council, does the county’s half come out of the commissioners’ budget lines? Is that why the county commissioners have executive powers over the IT Chief?

        What truly are the elected county office holders’ powers of supervision over the IT Director? Why does the Sheriff have his own IT department in house? Do the courts have any authority over what the IT Director does or the IT department? Aren’t the courts a state division? Does the state pay into the IT Director’s salary?

        How is the IT Dept. structured under city or county government? Are the IT employees paid city or county scale and get city or county health benefits, etc.? Does the county or the county employment policy apply to IT dept. employees?

        How about the IT contractor, Mark Rolley? How does he fit into the scheme? What is his salary or contractual remuneration per year?

        Why isn’t the IT department a fully city/county department same as the Building Commissioner or the Area Plan Commission?

        So many questions the answers to which might make a more interesting article than simply posting the IT Director’s job duty and job requirement summary with a comment about his supposed pay rate.

        • Pretty certain that the County’s half is the under the Commissioners’ budget.

          The Commissioners/Mayor have hire/fire ability here, but of course, the ones mentioned have influence.

          Sheriff has an IT contractor (person/separate company) as well as separate EVERYTHING (internet, phone, email, etc).

          Courts are semi-separate. Desktops and Courts servers are not under the jurisdiction of the CIO. Courts IT staff of two County employees.

          The IT employees are employees of the IT vendor. As any other company would be (ITA/ Pinnacle/ KSA/ etc) they would not disclose what the salaries or benefits are of their owner or employees.

  5. Wonder if the city HR Department advertised the newly created position that Mike Duckworth has with the Water and Sewer department? Was this position quietly filled because of political patronage? Because of my questions I can see why the CCO posted this IIT.

  6. This is a high skill technology based job. Down here in Marietta this job would pay over $200,000. Our cost of living is similar to yours.

    If you hayseeds in Evansville won’t get over yourselves and pay $200,000 or more you won’t even get any qualified applicants.

    The tone of this headline “aghast, someone makes over $100k” is part of the problem with your shrinking and decaying city. Maybe if the HR Dept. head job paid a competitive wage you suckers wouldn’t be in violation of federal labor laws.

    Evansville = the land that time forgot.

    • How much is your mayor paid? Or do you have a city manager? If so, how much is the city manager paid?

      What is your tax rate per $100 property evaluation inside the city of Marietta?

      • Mayor: $55,245 (Mayor here is a ceremonial position with no day to day management responsibility. Mayor is free to kiss babies, make dance videos, pick up paper, and be ambassadorial)

        City Manager: $175,000 base salary (package is slightly above $200k)
        City budget is $270 Million which is a little less than yours.

        Property tax: 3.14% of assessment (assessment is not market) Lowest of any city above 10,000 in metro Atlanta. The reality of our taxes are a middle class 3-4 BR house will carry a tax burden in the $2,000 range. That is similar to Evansville as well.

    • Does your IT director supervise the entire IT department, or is he or she just a coordinator of the IT contractor as in Evansville?
