IS IT TRUE it’s being alleged that from the day Winnecke walked into the Mayor’s office he filled many positions that were perversely left vacant by  our former Mayor?
IS IT TRUEÂ since City Council has required Mayor Winnecke to be financially accountable, he now is forced to come before the City Council to request a loan from the Riverboat and Rainy Day moneys to the tune of $8 million in order to make City employee payroll?
IS IT TRUE that we hear that DMD Director Kelley Coures recently posted on his personal FACE BOOK Â account that Missy Mosby and Jonathan Weaver are most dedicated City Council members he ever work with? Â …all we can say is “REALLY”?

Just to be clear, the resolution IS a request for routine expenses/bills/payroll for city operations. And not a resolution to simply fund new business, right?
Won’t the way the new funding mechanisms is structured, won’t the new Mayor Gail Riecken as a city administrator, won’t Mayor Riecken also be forced to generate resolutions to do exactly the same thing?
Isn’t that what Indiana Enoch is trying to point out every time he uses the term “Giddy for Gail†…questioning what we continue to insist will be different?

Not speaking for Gail, but I assume she would be open with her Council and say we’ve reduced our expenditures by $ x for this next 6 months cycle; we may have to come back to the well once more for even less money; and by the 3rd cycle we will be self-supporting, and completely off the teat of Riverboat + Rainy Day funds to run local government. We have developed the financial discipline to await our property tax allotment.
Hi Jim. Have you at any time, anywhere, heard any official of Riecken’s campaign , or Riecken herself, make any statements that would lead you to believe they are even remotely considering the common sense actions you propose?

No there are other options of paying the bills without constantly moving money from one fund to the other. Two of these other methods make it much more evident to the people that there is a problem – thus more transparency.
I would hope Mrs. Riecken would admit that the mayor inherited an operating fund deficit and then continued digging deeper for four more years until now we are distressed and strong measures need to be implemented to stop the deficit spending and slowly rebuild the cash position.
Didn’t Mrs. Riecken announce that she would adopt accrual based accounting so that we know exactly where we stand? That would be transparency and then informed decisions could be made. A realistic spending plan could be adopted and the public might be willing to trust the city with keeping the grocery money separate from the party money.
Don. If I understand your question correctly, the easy answer is yes.
What it is is a statement that this administration can not seem to operate within a budget. The could do the right thing and start making cuts, and I think there is plenty of fat to be trimmed. Or they can take a page from the school corporations play book and over-budget for various accounts and move the deliberately left over funds in the city’s rainy day fund.
What we a witnessing is the administration suffering from withdrawal symptoms now that the water & sewer funds are being closely watched to make sure they are used for their intended purpose.
The problem is they do not trim the fat. The place they trim is the workers. Then when services suffer they tell I told you so. I never saw a manager’s job eliminated in thirty years. One dept had 18 employees when I started and one manager. That dept. had 10 employees and 6 managers when I left.
Whatever, someone there better find a way to incorporate a complete overhaul of the combined sewers issue, or everything else is a mute point. No way the proposed construction in the dead zone downtown should move forward without comprehensive working CSO plan for ever city block affected.
I would also note I said “every city block affected” , many are not on that old neglected S/W system, however they are consistently getting strapped with the cost involved to make the plan affective due the overall environmental footprint involved, and now that’s being recorded daily. Its time that really taken on, before the dirt is turned on those overly expensive and poorly located projects planned so far.
Both the medical extension school and the microscopic convention hotel are doomed to failure unless the infrastructure is built and in place from the start. Infrastructure drives valuation and right now even its very poor logistical throughput will smack down any opening usage surge short time.

I.C. 36-1-8-5.1 permits a political subdivision, including public school corporations, to establish a Rainy Day

Yeah, but the sore facts are is, its likely true. The McCrudy is the same case scenario, along with the overhead analysis the short dry spell you all are having has deprived the nasty noxious combined sewers their needed flushing. They’ve gone dry hole vent in many places. The sewer gases must really noticeable in certain places right now due the concentrations of the gases venting. Hopefully nobody tosses a match, or a spark near the manhole’s or corner drain grates, or half your old downtown could qualify for the frat house blue flamers club of America.

I think everybody knew Winnecke’s house of cards was teetering. It is pleasantly surprising to see it come to a head this soon and just in advance of the election. Spendecke has earned a summary dismissal from city government. He is a failed mayor. Clip him before he does anymore damage to Evansville.
The little guy can’t make payroll and is trying to do the famed Winnecke ShiftÅ and put the blame on the council. In the next 6 weeks or so you can expect outlandish lies and raucous noise from his clackers, don’t be distracted —it’s an old magician’s trick. Winnie studied at the U of Oz. His administration needed another term for cleanup, for heavy duty shredding and hard drive hammering. Evansville has seen right through this guy and his weak team. Fire them.
