IS IT TRUE that according to the published report by the Winnecke Administration, prepared by City Controller Russell Lloyd Jr. concerning the finances of the City of Evansville shows a potential financial problem facing the city? …that on the day Mayor Winnecke took the oath of office, the City of Evansville health and hospitalization fund had $5,668,108 ear marked to fund the health and welfare needs of our city employees? …that the Gateway System reports today that this fund only has $465,940 in it?…we wonder where the $5,202,000 went?…we also wonder, where will the money come from to fund future employee health and hospitalization benefits if this account only has $465,940 in the year end balance?

IS IT TRUE we feel if the above imformation is correct, it’s time that Mayor Winnecke focus more attention to the health and welfare issues of our police, firefighters, and support personnel and less on assuring his being elected to his second term in office?

  1. The grand total states the city spent over $26 million more than it took in.

    What is up with that?

  2. One would guess that the $5,202,000. was spent on “health and hospitalization” for city employees.

    I believe that there is a statutory minimum balance that must be maintained in this account. I hope that is being done.

    • This could be for people who took early retirement. Health care costs between the age of say 55 until Medicare kicks in at age 65. This caused a crisis for the Evansville-Vanderburgh School Corporation a while back that necessitated bailout legislation by the Indiana legislature.

What will the minions [Mosby & Weaver] on council say about it, wonder if they still will believe in the mighty one, “Evanville’s Voice of Reason” aka Russ Lloyd, Jr. And, how much is Mr. Winnecke plans to spend on the motel 6??? Hope none of the city employee need major medical!!!

That’s what Evansville gets for electing a guy whose only major previous managerial experience was deciding what kind of koozies were to be handed out at Aces games for the big bad bank that had lots of money to burn. I don’t have a guilty conscience … I have never voted for the guy. Never. We have a former radio DJ running our city and we’re surprised when things like this happen? This guy was backed by Weaver, Mosby and Robinson. THAT should have told everybody what trouble was in front of us!!!

    I knew the moment that the voting results were tabulated that Roberts Stadium was going to be knocked down. Why is there no water in the bottom of the hole? NO WATER IS AT THE BOTTOM OF THE HOLE! Can anyone imagine what would have happened if Davis had won and had the ability to look in the file cabinets in the mayor’s office, DMD, and GAGE? NO WONDER the powers that be were so against the kid. He would have ratted them all out. Now THAT would have been fun to watch!

Why should we be surprised….As some of us may recall, city employees, under the Lloyd (Russ) administration were instructed not to check their payroll checks until Tuesday, payday was on Friday, in order to cover!! Well one year under the Winnecke Administration and we see a decline of $26 million dollar in the combined funds…do we have a local fiscal cliff around the corner. So, please keep your arms and legs inside of this moving vehicle, and, BTW belt up!!

  8. Since it seems this city has some holes in its financial bucket, what is the status on collecting our $200,000 loan from Earthcare, another marvelous move by Mayor Winnecke. Rumor has it that there will be an ATM outside of the door to the Mayor’s office ever soon..of course, the funds therein, courtesy of the Evansville Treasury…

    You just found some figure in the report and wrote this article with little or no research.

    The questions that the CCO should have answered in this article are:
    What is the hospitalization fund used for? Was there a shortfall in another account to where they transferred money from this account to? Was there a reason for the money being spent such as did they start a health clinic, did they have one or more people with catastrophic illnesses?

    It looks like to that it is fair to assume that there will be $16 million in receipts for 2013 and if by some chance they did run short, they could transfer money out of another account.

    So, you could really can’t get anything out of this article.

    • This article was written by somebody who is not an accountant and it has no opinion from the City Controller or the Finance Chair of the City Council who could possibly have cleared things up.

      So, it looks like it was intended to start a controversy and it is a disservice to the community.

        I would be interested in hearing from the city beancounter clearing up the change in the city’s cash balance.

        • The City is getting several million dollars less from property taxes due to the property tax caps. Possibly, $12 million less.

          I believe a lot of that can also be attributed to sewer and water projects.
