IS IT TRUE that Anna Melcher will file for 3rd Ward City Council seat at 3:30 tomorrow afternoon? …Anna has the current 3rd Ward Councilwoman’s full support.  …that Anna is married to Vanderburgh County Commissioner Steve Melcher?

IS IT TRUE we just learned that highly respected and dedicated Vice Chairwoman of the Vanderburgh County Republican Party Central Committee Becky Kasha has just resigned her position?  …we are hearing that Mrs. Kasha resigned her GOP position because of a disagreement between her and Party Chairman Wayne Parke?   …we wish Becky Kasha  well and like to congratulate her for during an outstanding job for the Vanderburgh County Republican Party Central Committee?

IS IT TRUE we found Evansville Courier Editor Tim Etheridge’s Sunday Editorial extremely interesting?…that Mr. Etheridge spoke of disrespect shown by City Council members and City Attorney Scott Danks to Marco DeLucio, a City Administration Attorney and Chief of Staff Steve Schaefer?…the details are following but the ultimate disrespect is to withhold material information or to present a false narrative about an investment?…that part is material and chewing gum, rolling of eyes, or calling someone by their first name is not?

IS IT TRUE that the Editor of the Courier and Press indicated in his weekly editorial that Councilwoman Stephanie Brinkerhoff-Riley referred to Mayoral Chief of Staff Steve Schaefer by his last name was disrespectful?…while this manner of addressing the Chief of Staff may be outside of the bounds of Robert’s Rules of Order, we at the CCO watched this interaction and did not think there was any disrespect intended?…respect is a two way street and intentional disrespect has been directed toward Councilwoman Riley by Mr. Schaefer outside of the Council chambers on a number of occasions over the past few years when she exposed the Earthcare Energy LLC debacle for what it was?…it was Mr. Schaefer who aggressively demanded that the $200,000 up front payment to Earthcare be made without giving the City Council the courtesy of notice?…respect, is earned?…going behind the City Council’s back to hand a check to a group that was never vetted was about as disrespectful as it gets?…while we agree that using a last name may infer disrespect it may also infer familiarity as we have often heard Controller Russ Lloyd called “Russ” and Councilman Adams called “Doc” in the Council Chamber?…we wish for a day when the Office of the Mayor and the City Council have earned respect for one another as people and not just for the purpose of honoring an office without regard for the occupant?

IS IT TRUE that the remarks made by Editor Etheridge that City Council Attorney Scott Danks was lambasting the Administration Attorney Marco DeLucio is laughable?…we must advise Mr. Etheridge that we have heard many positive comments concerning the way City Council Attorney Scott Danks’ being assertive about asking pointed questions of the Mayor’s Chief of Staff at the last Council meeting?…we also hope that City Council Attorney Danks will continue to demand answers from the Mayor’s Chief of Staff, and we hope Mr. Schaefer provides the answers?…the question regarding how much actual money that Old National Bank will be paying for the naming rights is public information as the public is a co-investor in the project?…to assert that it is not our business as citizens makes no more sense than it would for ONB CEO Bob Jones to refuse to let one shareholder know the equity held by another shareholder?

IS IT TRUE we do agree with the Courier Editor that Mayor Winnecke was sitting in his office across the hall from City Council chambers so as to let Mr. Schaefer take his licks for him rather than emerging to explain his actions directly to City Council himself?…we have learned after watching the Mayor over the last 3 years that his governing style isn’t open and honest dialogue with City Council or the public?…the Mayor’s preferred communication style is to use controlled press releases styled by his “Minister of Propaganda”?

IS IT TRUE that Editor Etheridge spoke about Councilwoman Connie Robinson, who represents a mostly African-American ward, who voted against a qualified African-American candidate for one of two seats on the Evansville Redevelopment Commission?…we are glad she did not vote for the qualified African-American gentleman who was nominated by City Councilman Jonathan Weaver just to embarrass Councilwoman Robinson?…it is important to point out that Weaver’s attempt to put Councilwoman Robinson in an awkward racial and political position has back fired?…we predict that Councilman Weaver’s attempt to put Mrs. Robinson in a racial and political bind may have cost him from winning the powerful 4th Ward in his re-election bid?…if a Democratic At-Large candidate can’t win the 4th Ward they shall most likely lose the election?…we are extremely pleased that City Council elected Cheryl Musgrave as one of the ERC Commissioners and expect her to inject sanity and reason into what has been a rubber stamp for the last two Mayors to the point of incompetence?

IS IT TRUE we would like the first question that City Council asks the Mayor (if he decides to attend) or his Chief of Staff at the next City Council the following question?  …the question is, “has HCW received a formal License/Franchise agreement approval from Hilton Hotel National office?” …if the answer is yes please provide City Council with detailed written documents when HCW received this approval and signed the agreement from Hilton Hotel’s National office to build a downtown Hilton sponsored Hotel?…if there is no such document we think that an apology is in order and the truth needs to come out as to why we have been told by both HCW and Mayor Winnecke that this critical step in the financing process was misrepresented in several public forums?…the question of the year may just turn out to be “Did both Mayor Winnecke and HCW intentionally misrepresent the status of the franchise agreement, or did HCW lie to Mayor Winnecke who then parroted that misrepresentation to the people of Evansville?”…the one thing that is not in dispute is the fact that material information has been withheld from the funding agency (City Council) and other critical conditions have been intentionally released that were incorrect?…that Mr. Etheridge is the very definition of disrespect?…you may call someone by my last name anytime you like, but if you lie to someone about an investment in the real world that is called investment fraud?…investment fraud is both disrespectful and illegal?

  4. In this morning’s Courier, Winnecke didn’t get pg. 1 (that was saved for ‘Litter picking Lab turns 8’), but he did show up on pg. 3 (‘Winnecke gets into the race’). Some real gems:

    ” Winnecke said in an interview after his prepared remarks that his administration has received 172 formal requests for financial information on the city from either the City Council or a consultant acting on the council’s behalf”. ” We have responded to each one. One of them had 28 questions”.

    WELL, there you have it, the City Council screwed up ! They forgot to write ‘FORMAL REQUEST’ at the top for the withheld Hotel information and the 2012 Fraudit ! Come on City Council, you are better than this !

    Commment: What does meeting with builders/developers have to do with transparency ? Did they publish the minutes of those campaign contribution meetings ? Cutting red tape = transparency ? Did you publish the successes you’ve made in cutting said red tape ?

    • Courier & Press has to defend Mayor Winnecke and back him up. They endorsed him. Mayor Winnecke could pull an Enron and the C&P would find a way to blame the investors. Its shameful to have our community newspaper so invested in the politicians they are suppose to keep watch over.

    • I caught that comment, and I wonder what meeting monthly with potential donors has to do with transparency for public. I think it shows clearly that Winnie doesn’t even acknowledge the existence of ordinary citizens, and really doesn’t comprehend any interest they have in his actions. VOTE GAIL RIECKEN FOR MAYOR!!!

    • Dr. Adams has spent his career doing heart surgery, and saving lives. He served his country in the military, too. We may not always agree with his politics, but he deserves respect for his position, and for a career where he saved many, many lives.

    Political factotums sure look stupid when they are given a decent sized stage to exercise their depth on.

    Meanwhile, our tin eared mayor continues to flog the Shotspotter technology on his web site. Holding out any hope that he would be listening to the people in addition to his appointees is by now futile. He must be replaced. Pure bull-headed willfulness is a poor substitute for good governance.

    Hiding out in his office and sending Schaefer to continue insulting the council is indicative of a Nixonian bunker menatlity. I fear it has enveloped our accidental mayor. It will give rise to increasingly erratic behavior as his looming date with the electorate draws near and his enemies list grows longer.

    I remember when the editor of a city’s newspaper was respected and his opinion valued. I do not believe our print newspaper has enough time left to overcome the hit the credibility of the editor’s job has taken the past couple of years.

    • I think the bunker mentality first reared its ugly head when the “Cross the River” fiasco emerged. The mayor was hard to find in the first days of that attempt to “put one over” on the public, and that served him well. He came out of that fairly unscathed, so a fetal position under his desk seems to have become his “go to” place.

    It looks like WP’s karmic chickens are coming home to roost. Could it be that he will be facing the problem of party disunity in the coming election?

    Speaking of chickens, it appears to me that the prelude to Councilman Weaver’s request for a police escort to his car after the meeting was the result of the backfiring of his racially tainted planned “gotcha” moment for Councilwoman Robinson. If she had voted for her longtime friend that Weaver nominated for the ERC, he could have painted her as a racist who voted against the eminently qualified Mrs. Musgrave in favor of an African American friend. When she didn’t do that, he will now try to paint her as a part of the political machine first, and a representative of her constituency second. He didn’t count on the ire of this strong lady. I suppose he thought she would be crushed by the experience. He thought he had a win-win for himself, but it was a lose-lose that will not just bite his backside, it will maul it. Mr. Weaver apparently didn’t know Connie Robinson very well, and really underestimated the loyalty she has among residents of the Fourth Ward. I’m really curious to know if Mr. Stewart even knew of his planned nomination. If he did, was he told of the impact it would have on Connie Robinson?
    If the rumors on the political grapevine bear fruit, karmic chickens are circling his coop as well and Mr. Weaver will have a lot on his plate for this election.

They have thrown 100% support behind Winnecke and then later in they day planned a fundraiser for those 3 stooges.     E. Enforcement

    There are three aspects of disclosure that are enforced: late filing, insufficient filing, and false information. The first two aspects are usually enforced by an ethics commission imposing a civil fine on violators. The third aspect can be enforced civilly by an ethics commission, or criminally by a district attorney charging the violator with perjury.

    Perjury is not something that is normally dealt with in an ethics code, but it is a process that is available, as long as the disclosure statement requires a signature and contains a statement that it is made under penalty of perjury. But it can be harmful to an ethics program to have a district attorney criminally enforce ethics requirements. It is better for the ethics commission to enforce the ethics code’s requirements through finding late filing and insufficient filing violations.

    • It is assumed that information given to council members by persons appearing before it will be true. No one gets a pass on this.

      • Maybe everyone in the room needs to swear an oath to tell the truth, under penalty of perjury, before every City Council meeting. It would make the meetings a lot shorter, and several of the Winnie reps would have to invoke the Fifth Amendment in response to City Council’s questions.

      • Maybe from now on anyone speaking before or to the city council during their meetings should be sworn in using their right hand on the bible ceremony.

        As for the scope of comments here, I think you will recall that I have long pointed out that this is the City-County Observer, not the City-County-National Observer. It’s “crunch time” for the continued existence of Evansville, and that is where I am concentrating my energy this year.

Normally a photo op picture like that shows a HUGE crowd of supporters in the back ground. But in this picture there were no supporters to be seen.

    • The Democrat Party is united. These three are exceptions and do not represent the party on a whole. I’m sure the Democrat Primary will be kind to all of their opponents. Mayor Riecken will stop the Winnecke spending madness along with the hide and seek games that Winnecke and Schaefer are so fond of and she will have a new council with at least 3 new members. Evansville is coming out of the darkness in 2015.

      Here, take a look at the following, Gail ran away from her job for 36 days, refusing to represent her constituents in support of the unions which paid her way. What happens if anyone else reading this would decide to run away from their job for 5 days, 10 days, much less 36 days.

      Legislative walkout

      Riecken and 36 other Democratic representatives participated in a legislative walkout on February 22, 2011, in opposition to proposed legislation limiting union powers in Indiana. The Democratic departure left the House void of a quorum, leaving only 58 of the 67 representatives needed to establish a quorum.[1] Terri Austin, Steven Stemler and Vanessa Summers stayed behind to provide, if necessary, a motion and a seconding motion, which would enable them to stop any official business from proceeding should the Republicans try to do so.[1]

      On March 7, 2011, House Minority Leader B. Patrick Bauer revealed the Democratic caucus’ hideout to be the Comfort Suites in Urbana, Illinois.[2] According to the Indiana Constitution, Article 4, sections 11 and 14, the House may enforce fines and other methods to compel absent members to return. Beginning on March 7, 2011, each Democrat was subject to a fine of $250, to be withheld from future expense or salary payments, for each day they were not present in the statehouse.[3] Regarding their actual pay, House Speaker Brian Bosma announced that the 37 lawmakers were required to be physically present in the chambers to receive their per diem payment of $152/day.[2] This move came as a result of the approximated $40,000 in per diem payments automatically made to the legislators during their first seven days of absence. According to reports, the representatives promised to either return the money, or donate it to charity.[2]

      March 22, 2011, marked the start of the fourth consecutive week of Democratic absenteeism, complete with an increased incentive to return. Governor Mitch Daniels and House Republicans upped the ante with daily fines increasing from $250/day to $350/day, effective March 21, 2011. Despite the increased penalties, Democratic resolve remained intact. House Minority Leader B. Patrick Bauer stated that Democrats “will remain steadfast” in their opposition to bills hurting wages and education in Indiana.[4] Rep. Winfield Moses, Jr. (D) called the increase “a poke in the eye,” and promised that it would do nothing to break the impasse.[5]

      The Democrats ended the standoff after 36 days, returning on March 28, 2011. The two sides agreed to compromise on a number of issues, including shelving the controversial “right-to-work” bill.[3] Although the Democrats returned with some of their demands met, their actions were not without consequence. Each absent member accrued a total of $3,500 in fines given by Republicans.[3]

      The Legislature ended up passing “right-to-work” legislation on February 1, 2012, becoming the 23rd state to do so. Gov. Mitch Daniels (R) signed the measure into law.[6]

I think you’re trying to put a negative spin on a word that is completely neutral. YOU’RE the one that has a problem with “legacies”, not me. I can absolutely support Anna Melcher regardless of who she’s married to, because she is a bright, capable, and caring lady.
        Since you’re so sure “legacies” are all bad, can you reasonably support a man for Mayor whose wife has been involved in local politics since 1980?

It’s just odd that for a group so vocally against the status quo, regular posters on this site are going ga-ga over people who have either already spent decades in political office or are closely related to those who have. That doesn’t seem weird to you? You and others frequently point out that the same group of elites are the ones who have had control of local politics and run this joint into the ground for ages, yet you seem perfectly okay with at least two candidates who by every definition are affiliated with this ruling group.

          A legacy candidate is NOT neutral. To me it’s almost entirely negative. Call it soft nepotism or cronyism – – political offices or political appointments should not be a ‘family business’ for anybody. That breeds corruption and insularity. Your opinion obviously is different, which is cool, it just confuses me. Either you don’t like the status quo, or you do. I’m beginning to draw the conclusion that you do, at least to a certain extent.

          Are you asking if I supported Winnecke? No. I walked and passed out flyers for Rick Davis, donated to his campaign, and voted for him. I would do so again if he hadn’t passed far too early.

    • Anna Melcher is an educator. She is an excellent candidate: well educated, highly involved with the PEOPLE of our community, genuine, and would make any decisions based solely on the best interests of the families and people in our community-
      I had given up hope-the people stepping up are very encouraging.

The Republicans are recruiting Winnie pals who see most of the citizenry as people who “just don’t understand what is best for them,” and believe in the Winnie agenda.

    The principal goal of a local government ethics program is to further the public’s trust that those who govern their communities are putting their personal interests aside in favor of the public interest. It is hard for a community to have social trust when its residents perceive officials using government to profit themselves and their friends and families. [Without this trust, people tend not to participate in their government,] even as voters, and they feel as if their government were something apart from their community, an organization designed to benefit its members and those with the right connections, rather than an organization that serves, manages, and supports the community. They also feel they are being taken advantage of and treated unfairly.

  20. Does anybody really care or why does it matter who or how many people go stand in a hallway while one person hands anothe a few pieces of paper that last all of 45 seconds! It means nothing most people have very import things to do, watching paint dry, re arranging their sock drawer, cleaning the litter box, all has better outcomes than standing in a hallway.

  21. I think it is encouraging, and helps the applicant feel strong about the very brave decision to run. It’s not easy to give a speech, much less represent hundreds of people in important matters.
