IS IT TRUE the staff of CCO watched the Evansville City Council meeting yesterday?…we are pleased that 2nd Ward City Councilperson Missy Mosby has officially admitted on WNIN that she is aware that whatever she says publicly could be printed in the CCO “IS IT TRUE” section?…that she also made a sniping comment about the CCO claiming to be an alleged media?…we welcome Ms. Mosby to write a scholarly article why she feels that an internet publication isn’t a bone-fide media outlet?…we wonder if Ms. Mosby also feels that the CCO recent printed newspaper that was distributed among the masses isn’t considered to be an activity of the media?…we also wonder if Ms. Mosby realizes that whatever she says in public is also subject to publication in the Courier & Press, TV, and Radio?…quite frankly the broadcast of her voice on WNIN constitutes publication of what she says?
IS IT TRUE that Mayors Chief of Staff, City Controller, and his DMD Director once again failed at the public relations game last evening trying to convince the City Council they have almost corrected the financial problems of the past?…that some of the above public servants seemly forgot that they pushed to give Earthcare a $200,000 cash advance without an performance a bond?…that the Director of Metropolitan Development needs to take a class in how to “Convince People” to support and believe his opinions and ideas?…that financial problems that were rooted in previous administrations are by definition the job of the existing administration to fix or pay?…to make such a statement has about as much credence as refusing to pay off the debts of the past administrations?
IS IT TRUE that the Mayor Winnecke and his Controller and Chief of Staff are extremely worried about the newly appointed “Accounting Liaison” hired by City Council yesterday? …we not surprised that City Councilpersons Weaver and Mosby voted against this extremely common sense move to force checks and balances concerning past and present financial deals?
IS IT TRUE that since last week’s election that 27 of the United States have had residents file secession petitions to leave the United States?…this growing list of states includes Alabama, Arizona, Arkansas, California, Colorado, Delaware, Florida, Georgia, Indiana, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, New Jersey, New York, Nevada, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, Tennessee, and Texas?…if there are 25,000 signatures on any petition within the next 30 days the Obama Administration will be obliged to respond to each petition that meets the signature requirement?…the City County Observer understands the reasons that some citizens of states which voted overwhelmingly against President Obama would have this immediate reaction but hope to see compromise between the Congress and the President that will bring unity to this starkly divided nation?…at the time of this article that Texas secession petition already has 60,000 signatures?

IS IT TRUE that Mayor Michael Bloomberg of New York City has gone off the deep end when it comes to operating a nanny state?…the latest move after banning Big Gulps and salt is to ban the donation of food to the homeless?…the reason given for this outlawing are food donations to homeless shelters because the city can’t assess their salt, fat and fiber content?…the CCO and much of the American public will likely agree that this is about as stupid and destructive of a law as a city can possibly pass?…this is what happens when social engineering driven elected officials are empowered to pursue their agendas?
What a waste of $20,000! The “internal auditor” that sits in the Controller’s Office should be internal auditing, but she’s not. She can’t walk and chew gum at the same time and she’s also supposed to be the accounting system expert. This is the same system that they blamed the poor records and not reconciling on. She has no formal education in accounting but we’re going to cover that up too and waste $20,000 of taxpayer’s money because she can’t do her job?
Lets not forget that the SBOA is also to blame….lol!
Really, they have nothing to fear if everything is as it should be, that is on the up and up, if they are covering up or hiding something well then they should be concern, since it’s my understanding that the SBOA only audits “procedures” not the actual records what would it take to trigger a full blow audit of every account and every transaction?

It is obvious that you do not understand the nature of an audit. I suggest that you obtain a college auditing textbook. It will explain in the first chapter what an audit entails.
You could also look at the financial statement of any company, large or small, to read their opinion.
Generally audits include a phrase of “presents fairly” the financial condition of the enterprise.
If you read the SBOA report, you will have to get the impression that they did more than audit the “procedures.”
The Evansville Controller during most of the time the fund balances were not in compliance is still on the city’s payroll. WHY? Is it that Winnecke is letting her hang on for another year plus to be vested in a city pension?
Your correct, just another dummy with a public education, you are a wealth of knowledge on the subject so how about you put down the beat Jenny club for just one post and explain it to me and the rest of the non-CPA crowd.
I have little to no interest in looking it all up by acquiring a collage text book, but if you can point me to a web site that would explain it in layman’s terms I’ll give it my best effort to enlighten myself.
If you choose to explain it to us please also explain some of the terminology like “presents fairly” which I’m sure I don’t understand how that is intended to be interpreted in the CPA/audit environment vs how it is construed to all of us non-accounting types.

I don’t know who the Internal Auditor reports to, but he/she should report to the City Council. For the auditor to truly have the ability to independently review, critic and report on city finances they must not fear for their job from the charged with running the finances.
Why is Jenny Collins still making $81/k a year when she started this mess? Rumor is that she’s now made a mess of the Utility records. They can hire all the internal auditors in the world. Nothing is going to change if they keep hiring morons. Garbage In = Garbage Out not matter how good the system is!
What an embarrassment! I think that it’s time for the State Board to bring in new auditors to shake their world up. One of them has been on for 20 years and is too close to Mr. Friend, and another one is a former employee who was smart enough to jump ship after a few months of dealing with their incompetence. I am happy that they finally revealed the problems but there should be more independence. The local liberal biased media isn’t helping either. Might help if they can get a camera lens wide enough to cover all of Umbaugh’s Big Dan.
Regarding mayor Bloomberg, it is my understanding that he has refused to let the New York National Guard into “his” city to help the clean up efforts from Sandy because the Guard would be carrying guns. What are you afraid of Mickey?

Mosby wants to be President next year. This is her way of taking a leadership role while stroking the administration. She complained last month that she couldn’t Winnecke to return her calls. I guess this is her new approach. I hope the Council is smart enough not to put her in charge. I doubt it, but I can hope.
Can we get that judge in Cleveland to make Mosby and Weaver wear “IDIOT” signs around their necks for opposing checks and balances?

How dare the CCO question Ms Mosby! she is my ward representative, she works tirelessly for her constituents, there is no one on the city council that works harder or is more caring than Ms Mosby. I’m really surprised she isn’t on here threatening a lawsuit for libelous comments made by the CCO staff!

Has anyone verified the signatories to this petition as being legit citizens of the U.S. legally residing in the state of Texas? I wonder how many of the signatories gave their real names considering the fool who posted the petition did not.
Does the “Obama Adminstration” actually have the constitutional power to “peacefully grant the State of Texas to withdraw from the United States of America?” Or does the U.S. Congress have something to say about that?
Instead of some anonymous fool posting a meaningless online petition, I thought the process of secession from the United States of America went something like this: The state legislature passes articles of secession. The federal government declares martial law. And U.S. armed forces enter the secessionist state, supress the rebellion, and restore the Union.

Nuevo Texan Ted Nugent has been ranting about secession since 2009. Considering his recent rants, his historic love affair with firearms, and the political leanings of his neighbors in the Waco area, it may not be the U.S. armed forces who initiate gunfire.

That is right. These folks are not serious about secession but they are serious about expressing their displeasure with the Obama agenda. Don’t be surprised if over half the states meet the 25,000 threshold qualifying for a response from the White House. I see that the very blue states of California and New York are well on their way to getting their 25,000 signatures. The response will be rather interesting.
By the way, you have to give your name, zip code, and email address to sign the petition so look out, you signers may be on the White House hit list.
If you sign the petition you have to set up a Whitehouse.gov account and give your name, so yes, these people are giving their real names at some point, I’m sure. They are also probably now part of a growing database of “enemies of the state”.
If you want to have a real debate about the right of secession and the voluntary nature of the federation of the United States, I’m your huckleberry, but do try to resist the knee jerk urge to go Rachel Maddow on us…
Consider, for instance, the recent passage of legalization of marijuana laws in Washington and Colorado. All of my liberal friends are all for that, but where it gets confused is if the Federal Government comes in with DEA outfits and starts arresting pot smokers over the State’s own self-determined law, then you, too, as a liberal have to face the problem of runaway Federal bureaucracy/fascism.
Freedom and the concept of “State’s Rights” should not have to be the exclusive purview of the “conservative right”. It is likewise not a partisan issue. Take a step back from the issue, turn off the TV, tune out the talking heads on Fox and MSNBC for a minute and you will agree with me that participation in the United States is voluntary.

This is really one of the best examples of why we shouldn’t have a country as large as the United States and why we’d be better off with 50 smaller, competing countries. If the people of New York City are really that far gone they don’t see a problem electing this dude, if they can ban firearms in the City, and think it’s a-ok to regulate what size soda pop you can buy, the people of a State like Indiana have about as much in common with those people as we do with the Eskimos or the Aborigines of Australia.
