High time for this, kudos to Rep. Hatfield.
Our local prosecutors have exhibited a truly frustrating unwillingness to prosecute animal crimes. Perhaps a rework of existing legislation will make them more willing to do so.
Sounded good until I saw the felony designation and court mandated psychological evaluation and treatment. If you want to punish someone for a crime, punish them. Don’t feed all the side pocket agencies born of touchy-feely legislation.
