  1. 2013 SBOA Audit of City of Evansville:

By now, everyone has heard of the $ 29 Million plug adjustment to the 2012 Audit opening balances.

I decided to see how the books looked for 2013. Guess what ?

    Pg. 19: Note 9 Restatements:

SBOA asked City to make an upward adjustment to General Fund of $ 1.6 Million.

Pg. 50: “City Cash & Investment fund balances, including Water & Wastewater Funds, were not properly reconciled to bank balances. Numerous errors were noted in the City’s reconcilements”.

Pg. 50: ” During 2012, the City implemented various changes to recording procedures, including separate bank accounts for water and sewer. The City has not transferred the appropriate amount of cash from the City Bank Account to the Utility Bank Accounts as of the Exit Conference Date”. (Note to readers: they mean the 2013 Exit Conference Date–in September 2014).

Pg. 57: Comments by Russell Lloyd Jr: “The City disputes the auditor’s characterization that City fund balances were not properly reconciled to bank accounts”.

Pg. 58: “The City also asserts the bank accounts are reconciled City-wide and for the Federal programs”.

  2. So, does anybody have any predictions about what 2015 will bring to the local political scene?

    • Winnecke will resign before suffering the ignominy of having to run again. Parke will call a caucus that appoints the Phoenix with an understanding that he too will resign after six months, allowing another appointment. This will be the model going forward: the local parties alternating holding the appointment power every 5 years, plundering the treasury at will, the unnecessary formality of bothersome elections duly negated. Billin’ will deliver of himself the opinion that any requirement for special elections or that a mayor at some point actually run for office are null and need not be followed.

Mayor For A Month will become a popular promotion, offering lofty-title resume padding for a suitably large ‘users fee’, no key to the city included. Vanity Mayorships will spread througout the land. Chris Christie will take his turn here long enough to put Evansville’s remaining buffets and the bridge to Henderson out of business. He will also tax the sewer system, causing heretofore unimagined flotation. By the time the authors of the plan are hauled into the dock Evansville will have ceased to exist. All that remains will be the last mayor standing, sounding around for somebody to turn the reins over to, the only reply being an echo off the Fraud.

      • Yeah, got that, and right Bandana, its a shitty outcome, unless there’s federal intervention. Period.

        • Oh, c’mon, guys! I was hoping for something rosier, with indictments and long prison sentences.

    • The old Hee-Haw show, the skit were Grandpa Jones(Henderson County native), Roy Clark, Archie Campbell, and Gordon Tapp, sitting around with their moonshine jugs doing their “Gloom, despair, and agony on me. Deep down depression, excessive misery. If it wasn’t for bad luck. I have luck at all……………………………..

      • You have an idea that might make us a “destination city”! ECVB could hire “Heehaw” impersonators and bill us as the most backward place in the country. I can see the conventions booking the hotel now!

        • Didn’t the up with people and the Daily Show already do that to use? Do you remember when the Up with People came to town on the River Boat and stopped at our Riverfront for a few hours. No one can forget the Daily Show’s interview with Mayor Lloyd Jr. Now that was a classic interview. That’s how we appeared to the rest of the country when Lloyd was our Mayor. And he didn’t even get that they were making fun of him. That to me is one of the reasons why he was not re elected to the Mayors office. But now he is back there controlling the money again. Good grief when will we learn? When someone calls the voters stupid do they have a point? Sometimes I wonder if they are right. We keep making the same mistakes over and over again. I blame our election system. We don’t really know who these people are that are running for public office in most cases. So how can we make an intelligent decision on who to vote for? We can’t really! So this is what we end up with. Audits that are covered up by the SBOA. I don’t trust that the State is truly looking out for our tax money that the city collects from us.

    • Okay Laura, I will take the bait.

The hotel will indeed be under construction. Mayor Winnecke will be re-elected over a placeholder candidate by a wide margin. Every member of the City Council will be re-elected with no serious challenge in either the primary or the general election.

Out in the county there will be rumblings of a new city being formed or of a massive expansion of Darmstadt.

      • Yours may be the most glum prediction of all, Joe. I’m pretty sure Darmstadt won’t be welcoming the growth, and may build a “great wall” outfitted with machine gun turrets.

        • Yep, that is my highest probability projection. I do hope I am incorrect.

One more prediction. They will not have settled the details of the EPA mandate and the sewers will be as they are today with another year of wear and tear on them.

          • Well your right about the frame of the wear and tear, but, the rips mean even more to the citizens strategic balance, and we’ve scored that incrementally during the span of the “illusion of the fix” they sport there. Or should we say, you, and they sport there? Quit sporting why you care man. We get that. just stop it. Our group has the viable answers right now , isn’t that what you say your all about? Really?
What’s going on out there in California is solvable as well. Climate migrations are real stuff, we have the data and the answers. Quit fighting it, we’ll help, we just don’t want to help with the completely rotten political machine in Evansville watching and “wanting.”
Give up dude, we’re better than that’s………shit. Always were.

          • Just my opinion if they put off that sewer project long enough it may not be an issue. People are leaving Evansville at a pretty decent clip. I’m a year and a half away from moving and I have some concerns about selling my house. The number of houses for sale is actually higher than most people would think and the time on the market is long. It actually looks like a liquidation sale with unmotivated buyers. As little as 10 years ago a house in my neighborhood would be gone in a week or 2, now it’s more like a year. I watched 1 real nice property start out at $250,000 and after 9 months sold for $175,000 and that was the only offer they received. I think the problems in Evansville are more serious than most think. It’s rare that anything positive happens in Evansville without some sort of tax payer incentive. I do have to admit that the Burkhardt area is a real destination area, I was out there today and half the cars had KY or IL license plates and every place seemed busy.

          • Pov gives me a idea. With business booming on Burkhardt Rd. The city of Evansville can vacate the civic center and establish a new city/county complex by cutting Burkhart in two. No more hundreds of millions blown on the old downtown! Its all there around the “new” downtown! The problem will surface again when the new area becomes dead of city intervention!

      • Who let the “cat out of the bag” about our town of Armstrong’s Master plan?
The news wasn’t suppose to go out until our sewers were fixed and we had built our field of dreams ball park with a attached convention hotel!

      • Editor, the CCO took a measure of credit for Bruce U. defeating Marsha Abell.

Will the CCO have no influence in showing some (hopefully many) of the incumbents the door ?

        • That will depend entirely on the quality of any opponents who toss their hats into the ring.

        • I think “Wayne Parke” should get the majority of the credit for Abell’s downfall here!
He was a “one way” disaster for her when he post here the first four months of this year!

          • Marshas demise was when she voted for development out on the new west side highway USI What ever it’s called. She was on my shit list after that vote. Melcher and the other guys are on that list as well. I am many other’s don’t like development out there. Let the traffic flow along that road freely.

          • Moveon, your comment about development, which is in the hands of the three county commissioner, two being realtors which are taking care of their own kind! Creating that 6-7% commissions opportunities that comes with development are given a blind eye, while the bulls eye has been on organized labor being on a few boards!

That area past CSX overpass by Tekoppel and out to the county line on US62 was once a beautiful site. It is no more! The corridor from USI to US 66 is nice. Any development will create the same nasty mess that is by Redbank Rd!

    • Laura

I predict that we will see a run for office by Marsha Abell. Not sure what, but after the decades in public office I imagine she will try for some elected seat.

      Anyone bet against this prediction?

      • Hells “belles”, that woman is a real estate bag, who in the right presence of mind would vote for that shit?

        • Jack McNeely and the Central Labor Council will sell her to the union members and she will win. You can fool some of the people some of the time but not all the people all the time but if you’re a politician you just need to fool them long enough to get elected. Historically for the past 60 years people in Vanderburgh get fooled every election. We’ve had 2 chances in the past 20 years to break up that rats nest in the Sheriff’s Dept and we failed , just look at the reprobates we’ve had for sheriff. Who would vote for her? The same ones who voted for Weinzapfel and Winnecke.

          • I personally don’t vote in that city, I do have people that do. With the data we’ve recovered how anyone could honestly cast a vote for those shit roll ballots, I have no idea. Even with the outright mainstream media manipulation its completely lacking in subtlety; very obvious the fix is always on.

          • She shits down their stupid necks every time they turn around. Real estate bags could care less for labor. Unless there is an office at hand. Live up to it damn just don’t be that stupid its unbecoming of a hard worker.

      • I surely wouldn’t bet against Marsha running for a place at the public trough again!

  3. Today is the 51st anniversary of the last president that lost his life while serving his country. The “twenty year curse”(election year ending in “0”) starting with William Harrison in 1840, and continuing up to 1960. For the die hard Democrats, one could say Reagan “scre***” the “curse” up as well, beings he was elected in 1980.

    • All of us who were old enough to know what was happening remember where we were that day.

      • Heck I, walked home from a parochial school, didn’t take the bus it was for wussies who couldn’t walk a few blocks. The Nuns and Priests visibly broke down, us elementary school kids were scared a bit. Cold war days, the get to the desk and curl up stuff in the drills. I walked with some friends, the fright even included Nazis, Stalin’s red scourge and Castro’s mistook bents. We were intimidated by the overall gravity of the issue. I can remember that. My walk was tempered and comforted by the facts I actually had the utmost confidence in my Father and my uncles, even the Men and Women up and down that street. Dad, my Uncles, decorated WWII veterans, the neighbors as well.
I didn’t worry, however when my father did arrive home I was completely ready for the next day. People that was America then, it hasn’t changed that much, we need to make our feelings known to the generations following us. That’s all.

That bigotry and al sharpie bullshit’ only floats long enough to evaporate as it should.

      • I remember where I was when they made that announcement. We ended up watching the story on TV that day in school The girls were crying and the teachers were somber. I was more mad than anything. That incident surely change the direction of this country.

I often wonder what would have happened if Kennedy has lived and served two full terms. As it was he never got to finish his first term. He was barely three years into office when he was shot. And was it not convenient that the shooter (Oswald) got shot by a guy (Ruby) with mob connections and who owned a strip club? Shady characters in TX. They made sure that Oswald didn’t talk now didn’t they. Don’t tell me that there was not a conspiracy to assassinate the POTUS back then. That could have started WWIII if they let the truth come out. I mean what would the US public think today if a Russian shot our POTUS. Well some in the GOP might not be too upset with that I guess. But most normal people would be truly upset and mad as hell.

I remember the teachers telling us to duck and cover and even though I was just in the fourth grade or fight grade back then me and my friends all though it was BS an that we might as well just bend over and kiss our asses goodbye if there was a exchange of nuclear tipped war heads reining down on the USA and Russia. If we didn’t get killed out right the fall out and ensuing radiation would poison the earth for years to come and the rest of us would die an agonizing death eventually. They don’t call it MAD for nothing. Mutually assured Destruction for those that were not here in the 1960’s and lived thought the Cuban Missile Crisis. They had Russian nuclear submarines with atomic war heads on the torpedoes aimed at our Navy Ships and were seconds away from pressing the button to start WWIII’s nuclear war. People that I knew were digging fall out shelters and stocking them with food and water. Those were truly scary times to be an adult. Even the kids new there was danger just around the corner.

Wow. How time flies. I can hardly believe it’s been so long since the day Kennedy was shot and killed. And they killed his brother too.

  4. Winnecke Administration recap:

    2011 Audit Disclaimer

2012 Audit cycle of 17 months (published May 2014)

2012 Changed Audit Opinion vs. SBOA Exit Conference

2012 Plug of $ 29 Million in opening balances for 2012

2013 Failure to Inform Citizens of S&P negative trend/deterioration of Waterworks financial position

2013 (as shown above) Continued inability to reconcile Bank Accounts

    • Editor, when are you going to reverse your prior posts re: the Winnecke ‘clean as driven snow’ Bonds preceding the Standard & Poor’s negative trend posting (when S&P trend was 8 months prior to LW’s defense of the changed audit opinion) ???????

    • That JCI crap is Veinerziphle bullshit, and its still loading up his and his, cronies pockets. That would be the current Mayor and most of the city council. Your current machine is geared in, so they are at risk as well. You stupid idiots get it yet? Good grief don’t be so damned easy. They’re finished, the real data will show that. Just show it.

  5. Mayor Election prediction? I think the Democrats can come together for a Candidacy for Mayor by Steve Melcher,
he would mop the floor with Winnecke.

      • They are all bought to easy. its the way there, and your people continue to suffer from that.

        • I completely trust Commissioner Melcher’s integrity, as I do Councilwoman Brinkerhoff-Riley’s. That means we have two more good choices than a lot of cities, but getting someone with integrity to start shoveling through the dung heap that is Evansville politics is a problem. Who wants to tackle that mess?

          • If they thought they had a reliable media outlet on their side maybe they’d be more likely to jump in. It would indeed get nasty. SBR would come to the party pre-seasoned, she’s had a taste of how rotten they can be when challenged. If the attacks could be answered pretty much in real time the ruling blazers would soon either mitigate the blitz or cut it out altogether and just address the issues. I don’t think the machine can win if the issues are the issue.

I’d like to see either of the two you mentioned run.

          • Is it true there is a push by Democrat Attorneys to run John Friend and
If he wins they become the new city attorneys?

  6. “Worship” the Dollar(you have a Price), if you expect backing from the Local Politicos ?— I guess that’s–way better than the Middle-east, where if you don’t “buy” into their “Faith”, they cut off your head.
Here in Evansville, the Political Hierarchy is benevolent, —you just get a piece of “Pie”.

    • What was done to Rick Davis wasn’t “benevolent”, but every now-and-then they have to make an example of somebody who doesn’t play their game.

  7. Looks like we found another area that “V” is an expert in; after references in 8 of 11 comments or so, I would say that he is an expert scatologist. Really, is there no filter on comments?

    • I reread the comments, his vision of local corruption in the 2 [actually 1] party system in so. indiana is spot on. Anyone who doesn’t see that must be part of the system. Don’t blame labor, the church, or even the CoC they get their votes to the poll while the lazy just complain about who represents them. Steve or SBR would be great for Evansville, though Steve probably have less family obligations to cover. Perhaps 2 terms of him followed by SBR, with a courtesy flush every now and then to keep the corruption down.
