Impaired Driver Arrested after Speeding on I-69, Syringes and Handgun Seized

Pike County – Saturday afternoon, April 9, at approximately 3:25 p.m., Senior Trooper John Davis was patrolling I-69 near the 51 mile-marker when he observed a black Dodge Charger traveling north at 87 mph in the posted 70 mph zone. Davis stopped the vehicle near the 53 mile-marker and identified the driver as Kyle R. Horstman, 31, of Washington.  While talking to Horstman, Davis detected an odor of burnt marijuana coming from inside the vehicle and observed a syringe on the passenger side floorboard. Horstman displayed signs of impairment, failed field sobriety tests, and refused to submit to a chemical test. During a search of the vehicle, officers located three more syringes and a handgun that was in multiple pieces. Horstman was arrested and taken to the Pike County Jail where he is currently being held without bond.

  4. Carrying a Handgun without a License, Class A Misdemeanor

  1. This guy’s had drug, syringe and mj arrests since 2014; has set some kind of a record in speeding tickets, but nevertheless, here he is, another product of America’s Judges and Prosecutors. Who’re are they going to blame this time?
