Departmental Reports: 

A. Police Department – Captain Karla Larmore 

1. Request approval for the renewal agreement for 401 E. Columbia Street for a period of three (3) years until December 31st, 2024. 

B. Fire Department – Division Chief Michael Larson 

1. Request approval to open bids for the Training Facility Multi-Purpose Building BID-011-EFD-2021. 

C. Building Commission – David Ballew 

D. Transportation & Services – Todd Robertson 

1. Request approval for the following: 

a. Replace the warn parallel crosswalk markings with highly visible Continental/Keyboard/Zebra style markings 

b. Pedestrian Warning signs (W 11-2, supplemental plaque “AHEAD” or “100 Feet”) for both north and southbound traffic on Lodge placed 100 ft in advance of the intersection. 

c. Place a Pedestrian Warning sign with a diagonal downward pointing arrow (W 11-2, W 16-17P) at the crosswalk location. Normally there would be one for northbound traffic on the east side of the road and one for southbound traffic on the west side of the road. The placement of the one on the west side might be complicated by the location of a fire hydrant. 

E. Special Event Permit – Sgt. Adam Will 

1. This special event was approved by the City Engineer on Thursday, October 28th, 2021. Downtown Evansville Economic Improvement District requested approval for the ‘HALLOWEEN STROLL & TRUNK OR TREAT CAR SHOW’ beginning October 29th, 2021 at 2:00 p.m. and continued until October 30th, 2021 at 5:00 p.m. Closed Main Street between 2nd Street & 6th Street. This event was approved by the City Engineer on Thursday, October 28th, 2021. Barricades were provided, all paperwork was approved. 

2. Arts Council of SW Indiana/Children’s Museum of Evansville requests approval for the ‘CHILDREN’S MARCH ON EVANSVILLE’ beginning November 7th, 2021 from 2:00 p.m. to 3:30 p.m. Closing Main Street between Riverside Drive & Martin Luther King Jr. Blvd. ***BARRICADES REQUESTED*** 

3. Downtown Evansville Economic Improvement District requests approval for ‘A DOWNTOWN CHRISTMAS’ beginning December 3rd, 2021 from 5:00 p.m. to December 5th, 2021 6:00 p.m. Closing Main Street from 2nd Street to 4th Street. ***BARRICADES REQUESTED*** 

Consent Section: 

A. Road Closing 

1. Barton Malow requests approval for Main Street between 4th Street & 5th Street beginning November 15th, 2021, and continuing until November 28th, 2021 for demolition/implosion of 420 Main Street. 

2. University of Evansville Phi Gamma Delta requests approval to use the medians at the intersection of Morgan Avenue & N Green River Road or Intersection of Lloyd Expressway & St Joseph Avenue for bucket shaking to support United Service Organizations (USO) on November 5th – 7th, 12th – 14th, 19th – 21st. Emergency Personnel will be able to pass through. (Maps Included) 

3. Barton Malow requests approval for the following closures on November 21st, 2021 from 4:00 a.m. to 4:00 p.m.: 

a. Sycamore Street between 3rd Street & 6th Street 

b. Vine Street between 3rd Street & 6th Street 

c. Main Street between 3rd Street & Martin Luther King Jr. Blvd. 

d. SE 6th Street between Locust Street & Sycamore Street 

e. SE 5th Street between Locust Street & Court Street 

f. SE 4th Street between Locust Street & Court Street 

OTHER BUSINESS:
