Business with Representatives:

1. Dr. Hudson, Riverside Neighborhood Association, would like to address the board in regards to some concerns of noise in the Riverside Neighborhood.
Dr. Charles Hudson present.

Dr. Hudson stated he had three (3) main concerns of the Riverside Drive area. He stated in November 2019 the Lochmueller Group did a Riverside Drive Corridor Traffic Study in regards to reducing Riverside Drive by two (2) lanes. He stated he received a copy of this traffic study from the Department of Metropolitan Development. The first concern Dr. Hudson expressed was in regards to semi-trucks utilizing Riverside Drive as a ‘cut-through’ road to get from one highway to another. Dr. Hudson stated the Traffic Study showed 640 trucks were using Riverside Drive per day. Dr. Hudson stated that one day he counted 140 trucks using Riverside Drive between the hours of 7:00 a.m. to 5:00 p.m. He stated petroleum tanker trucks are the majority of the trucks using Riverside Drive. He asked the board what enforcement could be done to address the problem. Dr. Hudson stated he spoke with different engineers in regards to the trucks doing damage to Riverside Drive, and that all engineers agreed the damage is caused by the truck traffic. Dr. Hudson stated he sees a motorcycle officer using the speed radar, across from his home on Riverside Drive, and asked if the officer could pull over the trucks on Riverside to ask their destination and why they are utilizing Riverside Drive. Marco Delucio, City Legal Counsel, stated he would like to work with Dr. Hudson and the Evansville Police Department in developing solutions to Dr. Hudson’s complaints. Delucio stated he would obtain a copy of the Traffic Study to discuss with the police department first, then he would schedule a meeting to develop solutions.

Dr. Hudson stated he was at the meeting to start the discussions.

Dr. Hudson stated the second topic neighbors are also concerned about are intersections. Dr. Hudson asked that all intersections in the Historic District be designated as 4-way stops. Dr. Hudson argues that many cars use these roads as a ‘cut-through’ at a high rate of speed.

Dr. Hudson introduced Amy Hayden, president of OEH, to the board. Amy stated when Riverside Drive is closed for events, the traffic is forced to detour through the historic district and people do not know how to drive through the historic district or have never been through this part of town. Some of the intersections in question only have 2-way stops. She named a few intersections of concern. Delucio stated this matter would need to be studied by the City Engineer’s Office.

Dr. Hudson stated his last concern is the noise within the Riverside Drive area. He stated motorcyclists remove their mufflers. He stated the worst times are from 10:00 p.m. to 6:00 a.m. when they ‘rev’ the motorcycle to let others know they are there. Vehicles with speakers also rattle the windows of the residents as they travel through the area. Dr. Hudson stated he would like for motorcycles to be cited for no muffler. He stated they are losing residents over noise. Police Department asked what time of the day they see or hear this the most. He stated during the middle of the night. Delucio stated that almost 1 year ago the noise ordinance was reworked and the neighbors may wish to approach City Council regarding a noise ordinance.
