A native of Sullivan, Ind., Richard M. Bramer graduated from Sullivan High School,
Wabash College, and Indiana University School of Law – Bloomington. In 11 years of
private practice, Bramer served as a chief deputy prosecutor, city attorney, judge pro tem
of the Sullivan Circuit Court, school corporation attorney, and counsel to numerous
towns, townships, and conservancy districts in Sullivan County.
He joined the Office of Attorney General Steve Carter in 2002, first serving in the Civil
Rights and Employment section, concentrating on federal litigation and defense of judges
and prosecutors. He then was assigned as counsel to the Indiana Department of Labor and
the Indiana Department of Correction. In March 2008, Attorney General Carter promoted
Bramer to Chief Counsel of the AG’s Advisory Division, and he continued to serve in
that capacity under Attorney General Greg Zoeller.
Until accepting his current assignment, Bramer was an attorney in the Office of the
Assistant Secretary of Civil Rights for the United States Department of Agriculture in
Washington, D.C., and he also previously has served as chief of staff and chief counsel to
the Indiana State Treasurer’s Office. Bramer is a member of Christ Church Cathedral
(Episcopal), Indianapolis, and attends St. Paul’s Parish in Washington.
