Here is a question that should definitely be asked at tonight’s public meeting of the Evansville Common Council:
Please cite the specific Indiana Code, that would allow $112. million in public funds to be pledged to the IU Medical Center Evansville Campus construction project, that would preclude a Petition and Remonstrance filing or a filing for a Public Referendum on the project.
If this project follows along the lines of the arena project, then they will probably set up a corporation to hold the debt, just as they did with the Evansville Redevelopment Authority, and make the payments to that third party, and by doing so undercut the public’s ability to seek a petition and remonstrance filing or public referendum filing.
Chalk another one up for the ERBC.
The building the taxpayers are building to rent to various schools (including IU Med) will be owned by “we”. I eavesdropped on a conversation where Mr. Coures was explaining the process. He indicated that the Brownfields would take care of “everything” and when the debt was paid off “we” would buy it for $1.00. It sounded like “we” could then continue renting it and use the rents to promote needed development. I assume the needed development would be projects like the house in Haney’s corner that the Brownfields paid over $100,000 for and sold to a starving artist to make his home. They provided the needed incentive by selling it for $5 or $10 thousand. Or maybe the 27 ft lot on Jefferson they paid $40,000 for about five years ago and it still sits vacant. Maybe buy another apartment building like the one at Haney’s corner for $350,000 and then give the property and $100,000 to a developer for the high price of $10,000. The Brownfields does not have bake-sales to raise their needed capitol. Where do they get it?
George:
First the Evansville Redevelopment Authority is “created” as a debt payment servicing entity for city contracted tax secured debt, and now the city is poised to do the same thing with the Evansville Brownfields Corporation for servicing payments on the debt for the IU Medical School Campus.
Both are nothing more than bastardized, supposed legal?, ways around the city of Evansville’s bonding limits, as set by the Department of Local Government Finance. How can anyone in their right mind look at those debts as anything other than financial obligations of the city of Evansville. If the money stops flowing in to the Evansville Redevelopment Authority in amounts sufficient to make the bond payments, who will the bond holders go after? Are they going to go after ERA, which has NOTHING, or will they be going after the City of Evansville?
Rev. Brooks has served for years with great dedication on the Police Merits Board. He is owed a huge “thank you” for his service.
