: Two Arrested for Drug Offenses while Two are Still Wanted on Felony Warrants as Result of Multi-Agency Investigation

In April of 2015 investigators received information that Richard Dulin was a substantial supplier of narcotics in the Evansville, Indiana area. During the investigation, detectives were able to confirm this information and learned that Dulin supplied methamphetamine, cocaine, heroin, prescription medication and marijuana to both lower level dealers and users. It was also discovered that Dulin operated a smurfing operation in which he would utilize other local individuals as well as an out of state individual to supply dozens of boxes of pseudoephedrine. Dulin conspired with a local man as well as another man from Virginia to collect boxes of pseudoephedrine in order to manufacture methamphetamine. This investigation is currently ongoing with the arrest of several more expected in the coming days. Currently there is active arrest warrants for Richard Dulin and Charles Thomas, who was identified as a substantial crystal methamphetamine supplier in the Evansville, IN area.
Agencies involved in the investigation include the Evansville-Vanderburgh County Drug Task Force, Indiana State Police, Evansville Police Department, Vanderburgh County Sheriff’s Office, Vanderburgh County Prosecutor’s Office, Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the U.S. Marshalls Service.
