IS IT TRUE we are shocked to find out that  local “Blight Fighterâ€Â George Lumley has a CPA certification and was a past employee of the State Board of Accounts? …it looks like  some of the people employed by the DMD better stop trying to discredit Mr. Lumley by claiming  that he doesn’t know what he is talking about? …it looks like DMD Director Kelly Coures just might have an intellectual “Tiger by the Tail”?
IS IT TRUE in trying to deflect  the truth,  that the City of Evansville’s attempt to get a loan for the hotel project this year was not as well received by bond rating agencies as the loan for the arena in 2010,  Winnecke told a whopper? …it was reported by Channel 25 that Winnecke stated his administration was handling the books so well the arena bond rating was upgraded in 2013? …this couldn’t be further from the truth? …the arena bond was initially rated as a single A in 2010 but with the possibility the rating could change when the bonds were sold, depending on the market? …the bonds were sold and garnered a double A rating? …that double A rating was outlined in the 2012 annual report and reaffirmed by the rating agency in 2013?…on Saturday, the bond rating for the remaining loans on the Ford Center were graded A? …if Winnecke is correct, that he got the rating raised to a double A in 2013, what’s his explanation for the lower rating of a single A in 2015?
IS IT TRUE the remaining arena bonds being graded a single A, which is like getting a C in school, is troubling given the unique nature of the arena bonds? …the loans taken out to build the arena have a funding source no other bond in the City has with Food & Beverage taxes pledged? …these taxes will generate more than 4 million towards the arena loan payments beginning in 2018 after the Old National Events Plaza is paid off? …the Hotel and Medical School loans will not have this funding source pledged and will be backed up with income taxes, property taxes and casino funds? …with the hotel coming in with an A bond rating and recent Water and Sewer project loans in the same class, the City of Evansville now has the same bond rating as the states of Illinois and California?…one should contrast this with the state of Indiana’s bond rating which is a triple A – the highest achievable rate?
IS IT TRUE the City of Evansville is trending down in its bond rating? …although this was seen as somewhat typical by the expert consulted by the local newspaper, it shouldn’t make the citizenry feel any better?….When bond ratings are triple A and double A, they are viewed as largely insulated from a variety of circumstances that make lower rated bonds susceptible to default? …when a bond is rated in the medium class of A or triple B, the bond is seen by investors as susceptible to outside forces that could affect the borrower’s ability to repay the loan? …examples of such factors that could impact loan repayment over the 20 year term of the bonds include legislative actions to reduce casino revenue received by the City, the casino closing, cumulative population decline, the state legislature re-figuring or reducing income taxes collected, or how they are distributed, and the loss of commercial entities within the downtown tax zone?
IS IT TRUE the risk factors listed above don’t create a situation of the City defaulting on its payments so much as it creates potential for austerity measures within the City’s operating and capital budgets? …the City receives roughly 30 million annually from the casino and from income taxes distributed by the state government? …after commercial property taxes in the downtown area, these are the two sources pledged to pay the hotel and medical school loans? …of these sources, roughly 17 million is already pledged to the City’s operating fund or already pledged to these and the arena bond payments? …the rest is for capital investment in public safety equipment, parks, City owned buildings, and now the Mayor’s new blight elimination plan? …the last source pledged to pay these loans is our property taxes, which currently contribute to the City’s operating budget? …if the City has outside forces that impact its’ ability to make the loan payments related to the arena, hotel and medical school, the first thing to go will be our capital funds? …the capital funds are already being slowly siphoned off to pay an ever imbalanced operating budget, and their latest threat is bond payments?
IS IT TRUE according to the Administration, 87% of its roughly 79 million operating budget for 2014 was labor costs? …roughly 69 million of the 79 million spent was on City employees? …10 million of the 2014 budget was spent on consumables like office supplies, travel costs and contractual services? …if the City struggles down the road to make bond payments, there is only so much capital investment that can be ignored? …employees which deliver services to the public will be impacted?…police and firefighters already claim that there is not enough spent on equipment? …residents complain about the lack of investment in Mesker zoo, sidewalks, roads, our parks and pools? …there is a day of reckoning coming for the City of Evansville?  …if revenue continues to remain flat or grow at the rate we’ve seen over the last 3 years, which is flat or 1-2% increases? …it’s bizarre under the circumstances to not acknowledge the impact of 13-14 million in annual bond payments? …there is a strategy for economic growth in place? …and that if it misses the mark, it will have devastating consequences on the citizens of Evansville?

Here’s the affirmation of the double A bond rating done in 2013. It can’t be upgraded when it’s clearly being affirmed. The 2012 annual report contains an introductory letter that states the arena bonds were graded a double A. That report does not seem to be available online.
I don’t know if anything had been posted about this, but the COO lost an early supporter earlier in the year. Proud American Pat Pittman passed in May. I hadn’t realized his passing until I saw one of his properties listed up for auction.
I remember Mr. Pittman’s banner ads when the COO was a weekly.

If the City of Evansville’s goal is to purchase a property for demolition, using taxpayer funds, whether local or federal, why would the city sell a tax lien on that property? Would that action not just drive up the final sale cost?

NEWS FLASH: On page 5 is a footnote on the the U S Court of Appeals for the 7th Circuit-Planintiff-Appellee, Louise Milan’s Response Brief I got from a Public Domain site for the Milan EPD Swat Team raid case which I find extremely interesting. A footnote on bottom of page 5 of this document states that EPD Chief Billy Bolin on June 28, 2012 (a week after the raid on Louise Milan’s home) changed the address of Anthony Milan Jr from the EPD records system. I believe in Law School they refer to this kind of activity as “Obstruction of Justice” or “Falsifications of Official Documentation”
The entry on the EPD RMS report that states: “Anthony Jr. as residing at Louise’s residence; however, it was entered by Chief Bolin on June 28, 2012, a week after the raid. [DE 80-10, Bolin Dep. at pgs. 44-48; DE 80- 22, Anthony Milan Jr. RMS report] It was corrected six weeks later to list his true address on Ravenswood Drive in Evansville, Indiana. [DE 80-22, Anthony Milan Jr. RMS report]”.
I tried to link the entire 36 page Response Brief to the CCO but had no success in doing so. Also attached is an apology letter sent to Louise Milan by Evansville Chief of Police Billy Bolin concerning this issue. I hear now that the Winnecke Administration is considering appealing this case to the United States Supreme Court. I wonder how much money the taxpayers of this City will have to pay for the Mayor to parition the U S Supreme Court to consider hearing this case? My lawyer friends tell me there is no good reason why the Mayor should think about sending this Case to the U S Supreme Court because their request will be turned down.
But, maybe the true reason is Ms Milan will be delayed in her request for justice and of course after the November election. These people are BAD.
Is it true or not that Brinkerhoff-Riley and John Friend requested that Bolin step down as Chief? Obviously, they must of known something. If this information is correct then Bolin would be guilty of Obstruction of Justice and not only step down but be subject to prosecution. J. Kirk McGill (2014) A TRUE AMERICAN HERO
Department of Defense – Defense Contract Audit Agency DCAA McGill was the auditor-in-charge of a 2013 audit of the National Ecological Observatory Network (NEON) conducted on behalf of the Office of the Inspector General of the National Science Foundation (NSF). The audit concluded that NEON and the NSF had conspired to evade the prohibition against payment of certain costs to Government grantees including lobbying, Christmas parties, luxury foreign travel, and alcohol. The audit was later overruled by top DCAA management. McGill reported the improper overruling of the audit, which violated Generally Accepted Government Auditing Standards, to the Office of the Inspector General, United States Department of Defense and DCAA’s Internal Review Directorate. Neither watchdog took any action to address McGill’s concerns, despite being notified as early as January 2014 of the problem. McGill then reported the findings and the alleged cover up to Senator Charles E. Grassley (R-IA), Ranking Member of the Senate Committee on the Judiciary; Senator Rand Paul (R-KY); Senator Claire McCaskill (D-MO), Chair of the Subcommittee on Financial and Contracting Oversight, Senate Homeland Security and Governmental Affairs Committee; and Representative Lamar Smith (R-TX), Chair of the House Science and Technology Committee. Senators Paul and Grassley jointly inquired into the matter and substantiated the allegations and began a formal Congressional investigation into not only NEON and the NSF – but the entire Federal Government’s use of “management fees” for nonprofits. An investigation into the NSF, NEON, and DCAA is underway by Senators Grassley and Paul, and the other members of Congress contacted by McGill are thought to also be pursuing the matter. While the media has not yet publically named McGill, he is widely known to be the whistleblower in Government circles as he has made no attempt to conceal his identity. He has, however, refused to comment to the media upon the matter beyond the information in the public record due to the restrictions of 18 U.S.C. § 1905—making him one of the few modern Federal whistleblowers to stay at his post and continue to follow his employer’s policies and Federal nondisclosure laws despite facing retaliation.

Not sure why he’d want to claim the “upgrade” of the Lloyd “Expressway” – Highway 41 interchange as an accomplishment. It’s just another INDOT clusterf**k. Egress and entry ramps too tight (diameter). Failed to eliminate or overpass the railroad tracks immediately noth of the overpass. Failed to integrate the Virginia Street intersection into the project.
Wonder how long before INDOT begins an improvement/upgrade project?
In regards to the bond rating, after reviewing the last audited financial statement as posted on the State Board of Accounts website can not find any disclosures of the commitment to the City’s employees health care after retirement. According to the report which has not been released to the public the city’s obligation is $234,000,000. Wonder if the bond underwriters knew of this obligation and for that matter the Bernie Maydoff style of accounting Russ pulled at the end of 2014, our bond rating may have been adversely effected. MAYBE THOSE COUNCIL MEMBERS NEED TO UNDERSTAND THAT THEIR NAMES MAYBE ASSOCIATED WITH MISLEADING FINANCIAL INFORMATION GIVEN TO THE INVESTING PUBLIC!!!!!! If this is the case, they will be held culpable together with old Russ.

I wondered about the legality of the gun sale deal when I first read about it, but figured EPD should know it if what they planned was illegal. I guess Bungling Bolin overlooked another law, like he did in the treatment of Mrs. Milan and her granddaughter and when Bryan Underwood witnessed his own son commit a crime against Michael Flemming and didn’t even file a report of it, much less arrest the assailant. In spite of all the thrashing among the posters in here today, it is heartening to know that Gail Riecken in her Mayoral Campaign won’t fall prey to the small minority of voters who advocate abandoning all of the progress being made downtown. Ms. Riecken is strong enough to know to continue to make downtown development a central part of her campaign.
Maybe Ms. Riecken is smart enough to know that the majority of the people of this city don’t live downtown.
Ms. Riecken is a major supporter and leader for the continuing progress and new and ongoing downtown development initiatives.
Since you seem to speak for her, did she say she’s all for spending 20 + million of public money for a 5 story hotel with an outdoor pool when the money was glommed on false pretenses, strike that—lies, by an obessessed, inept and crooked administration? When the city council let little Llord Winnecke have that 20 million it was for a whole different deal, 10 floors, indoor pool, etc. I guess when you’re a conman’s mark like that little clown is sooner or later some of their skills rub off. Evansville continues to pay the price for his ineptitude and will do so into the distant future. Did Mrs. Riecken say she thinks that very odd siting of the medical school is a good idea or is she just going with it because there is nothing she can do about it? Old, rotting downtown is where it will be thanks to Winnecke and Shoulder’s machinations, despite obviously better and cheaper locations.
Let’s not forget that when Llord got caught swinging with your Homestead Tax Credit he said it wasn’t his finest hour in public service. I think he’s outdone himself. Don’t forget him parking that bulldozer on the empty wine bottle lot to try to make the people think something was going on when it wasn’t. Actually it was, the hotel was being downsized by half with the public ‘contribution’ remaining the same. Absolutely unbelievable.
Regardless of what Parke would have you believe, Llordie has hurt Evansville and its bond rating. He must be cashiered in November. Then you can continue your goofy left-handed fake praise for Gail Riecken as she tries to right the ship.
