1. Evansville Police Department requests approval to accept transfer of Extech Instruments & Sound Level Meter (Model SL510 – Serial Number Q642501) from the Evansville Police Department Foundation. Purchased by EPDF from grant received.

2. Evansville Police Department requests approval to accept transfer of used 2008 Chevy (VIN# IGCHK29K38E163169) 2KH from the Evansville Police Department Foundation. This truck was originally donated to EPDF from Vectren Corporation. Used by Mounted Patrol in Evansville Police Department.

a. Install a “Not A Through Street” sign on Lodge Avenue at Walnut Street.

TABLED UNTIL NOVEMBER 7TH, 2018.

b. Install “20 MPH” signs to reduce the speed limit in residential areas during riverfront events, which close Riverside Drive for extended periods in the Riverside Histroic Area. (Events such as ShrinersFest & HydroFest are extended closing events) City Attorney asked if this was temporary or permanent change to the miles per hour.

E. Special Event Permit

Motion by Richard Hubbard, 2nd by Kayce Zeller and so ordered to approve the following:

1. University of Evansville Athletics requests approval for the “UE FanFest” on November 3rd, 2018 beginning at 5:00 a.m. to 4:00 p.m. Closing Main Street between SE 6th Street & Martin Luther King Jr. Blvd. ***BARRICADES REQUESTED***

2. First Presbyterian Church requests approval for the “Pumpkin Festival” on October 28th, 2018 from 2:00 p.m. to 4:00 p.m. Closing Mulberry Street between 1st and 2nd Street.***BARRICADES REQUESTED***

A. Road Closure & Lane Restriction

TABELED UNTIL NOVEMBER 7TH, 2018.

1. New Path Construction requests approval for the restriction of one (1) northbound lane of SE 2ndStreet between Walnut Street & Chestnut Street for new construction of the Hyatt Place Hotel. The closure is anticipated to be closed until August 2019. (Chris Weil, Assistant City Engineer)Asst. City Engineer Chris Weil stated the City Engineer does not have a problem with this

closure, but the Evansville Water Sewer Utility Department may be closing Riverside Drive to

complete a project. Board decided it would be best for New Path Construction to attend the next meeting to help agree on a plan for this closure.

B. ParkingPermit

Motion by Richard Hubbard, 2nd by Kayce Zeller and so ordered to approve the following:

1. CRG Residential requests approval for a parking permit at Post House (123 NW 2nd Street) beginning October 24th, 2018 and continuing through December 31st, 2018 for the following:

C. Container in the Street

Motion by Richard Hubbard, 2nd by Kayce Zeller and so ordered to approve the following:

1. Request approval for a container in the street permit for the following:

a. 301 Chestnut Street – Scott Qualls November 2nd, 2018 to November 5th, 2018 Clean-Up of Residence

OTHER BUSINESS:

1. City Attorney, Mike Luttrull, informed the board that he attended a Riverside Neighborhood Association meeting last week to address many complaints about Riverside Drive being closed for events. Attorney stated he invited all members of the NA to our next meeting to voice their concerns on this matter. Attorney stated many suggestions were voiced at the NA meeting, including a sub-committee, more speed limit signage or no truck traffic signage. Member Hubbard requested a map of the downtown area to possibly come up with different routes to use instead of Riverside.
