  1. The following is a Public Question , which is what Indiana voters shall see on their November 06, 2018 ballot:

    “Shall Article 10, Section 5 of the Constitution of the State of Indiana be amended to require the General Assembly to adopt balanced budgets for state government that do not exceed estimated revenue unless a supermajority of two-thirds of the members of the House of Representatives and two-thirds of the members of the Senate vote to suspend the requirement?”

    I understand the possible need for this such as another Great Depression, in which case the General Assembly may need to bust the state budget to provide essential services. But after the emergency passes, what causes the General Assembly to go back to balanced budgets? If I read the Public Question correctly, the General Assembly themselves would go back to balanced budgets on their own volition.

    In my opinion, I think the Public Question should have the phrase “and reaffirmed every biennial.” This would force the General Assembly to vote every 2 years to bust the state budget, if necessary.

    What does everyone think about this?
