In the private sector when a person is accused of illegally taking funds from an existing business to pay personal debts, your arrested for misappropriation of funds.

In Evansville when a person is working at a non-profit business and is accused of illegally taking funds from an existing non-profit business to pay personal debts you’re let go and the former employer wishes you well.

Todays “Readers Poll” question is: Do you feel that a police report should have been filed concerning the misappropriation of ECHO Housing funds in order to allow the Indiana State Police to conduct a full investigation?

IS IT TRUE in the private sector when a person is accused of taking funds from an existing business to pay personal debts its called embezzlement or misappropriations?  …in Evansville when a person is working in the public sector is accused of taking funds from an existing non-profit business to pay personal debts it’s called “we never file an official police report?…as of yesterday, the Evansville Police department told Channel 44 news that there is no criminal investigation into the former Executive Directors of ECHO Housing alleged financial misappropriations at this time?

This is total bs , when you take something that is not yours it is called theft , I don’t care how many ways dmb ,or the city , coures whoever wants to spin it ,,ITS CALLED STEALING,file the dam report and investigate ,that is unless they are afraid she has the dope on them too, and they know she will bring them down too???

  2. Is there a bigger goofball in Evansville than Kelly Coures?? First the $14-16 million dollar North Main Street fiasco that was built to narrow so it could have fancy flower beds and now this:

    • JB. Sigh. Coures deserves a lot of the credit for many, many, many improvements occurring throughout the City. Perfect? No. Who is? But some people. Some people have a keyboard and little to do, so they will gripe, no matter how much tangible improvement is being done, we all know that. Anyway – this is from from the CCO earlier this month:

  3. Courses is a political hack with no credibility and no experience. Strictly a Whiney friend. Look at Main Street, construction, parking lots and buildings purchased=stupidity. There is an allegation of theft at ECHO. Someone knows Tenbarge used ECHO funds to pay personal property taxes. Does not mean a Damn thing whether it was federal funds or not. Theft should be investigated. And yes, when a government entity declines to involve an investigation you can bet your ass they are covering something or someone else.

For those in doubt, Indiana is unique and Misappropriation of Funds or Embezzlement is called what it is, theft. 35-43-4-2, a person commits theft when he or she “knowingly or intentionally” exerts “unauthorized control” over another person’s property with the intent to deprive the other person of the value of the property

  8. Headline (probably not in MSM): “Good guy with gun, a school resource officer, fires on Maryland school shooter ending threat.”
    There is a way to make schools safe and it has nothing to do with more gun laws.

    • In fact Mr. coulter, you are recommending more gun laws by arming teachers!
      Which is an insane idea. Students intent on murdering their entire class will have immediate access to guns all day every day, right in the freaking classroom.
      Create that new gun law, though, and you will read this quote in the Evansville Courier & Press:
      “I couldn’t get a gun to kill the class, then I realized our Teacher Mr. Walker had a gun on him every day. And extra clips. It was right in front of me. Yes. I did it. Dead. They’re all dead. And I used my Teacher’s gun.”

      • Your presumptions are that:

        A. Students will know which teachers are choosing to carry a firearm
        B. The student will have relatively easy access to that firearm

        I think both those presumptions are wrong. I personally think most (all) teachers who choose to be armed would NOT announce that decision and would carry concealed. Any time you leave your house you are probably coming into contact with many people who are carrying a firearm. I am, and you would never know it, because it’s concealed. It’s not like Mr. Walker is going to be teaching civics with a shotgun slung over his shoulder or with an M4 at the low-ready like he’s on patrol in Kandahar.

        Getting the gun from Mr. Walker will involve the student killing Mr. Walker and taking his gun. If they are planning a school massacre, it’s silly to think that their Plan A will be to do that when it would be far easier for the same kid to just steal the gun from a family member, and if they are so intent on killing students that they are willing to stab or beat to death their teacher for access to that gun, well, nothing you are going to do is going to dissuade that kid from his murder spree. Absent a gun, they are going to build a bomb, or drive through a crowd at a football game, or go on a stabbing rampage, etc.

        Just my opinion, YMMV.

      • The new weapon of choice will soon be the bomb. I’m sure Hollywood liberals will have video games and movies on bomb making. Something is wrong with our children, parents are not doing a good job. I will add this, if you’re a parent and own a gun and can’t secure it from your children you are a bad parent. If you have a marginal child maybe you should be extra carefully. I’m ambivalent about teachers being armed, takes a lot of training to learn about field of fire, target acquisition and being calm in the face of danger.

  9. Under US Code – 42USC254b – Section 9 – Subsection (9) Audits – Grant recipient shall make available to the Secretary of the United States Dept of HHS (that be Ben Carson) info as to provide a proper audit of same.
    So in this case, Coures is correct. It would be up to the Feds to investigate this case.
    But much like the Sanctuary Cities issue, a city may elect to “ignore” federal law in such matters. In other words , its their problem. Unless there were to be a whistle blower, it probably wont be prosecuted.

  10. FYI wife,the Federal law, as written, allows authorized personnel to possess firearms in schools. No new law needed.
    Speaking of insanity, believing that the quote from Courier/Press is true easily qualifies.

      5. You forgot to mention, that EVSC test scores will plummet if teachers carry guns. abject failure in academic affairs will ensue if that happens. p-l-u-m-m-e-t.

    • I am not a lawyer, and sorry for the large cut and paste, but:

      SEC. 2. PROHIBITIONS AGAINST POSSESSION OR DISCHARGE OF A FIREARM IN A
      SCHOOL ZONE.
      (a) IN GENERAL- Section 922 of title 18, United States Code, is amended
      by adding at the end the following:
      `(q)(1)(A) It shall be unlawful for any individual knowingly to possess a
      firearm at a place that the individual knows, or has reasonable cause to
      believe, is a school zone.
      `(B) Subparagraph (A) shall not apply to the possession of a firearm–
      `(i) on private property not part of school grounds;
      `(ii) if the individual possessing the firearm is licensed to do so by
      the State in which the school zone is located or a political subdivision
      of the State, and the law of the State or political subdivision requires
      that, before an individual obtain such a license, the law enforcement
      authorities of the State or political subdivision verify that the individual
      is qualified under law to receive the license;
      `(iii) which is–
      `(I) not loaded; and
      `(II) in a locked container, or a locked firearms rack which is in a
      motor vehicle;
      `(iv) by an individual for use in a program approved by a school in the
      school zone;
      `(v) by an individual in accordance with a contract entered into between
      a school in the school zone and the individual or an employer of the
      individual;

      It appears that the last subsection (v) would exempt a teacher whose school system contractually allows them to carry concealed while at school from the gun free school zone laws. I suspect it was originally put into there to allow an exclusion for contracted armed security officers, but there you go. The school authority would just have to include as part of their contract language that the teachers are are allowed to do so (as well as any requirements put forth by the AHJ as far as training, etc.). No new laws required, they would be operating under the existing language of the gun free school act.
