Notice is hereby given to the taxpayers of the City of Evansville and Vanderburgh County, Indiana, that the Common Council of Evansville in Room 301, Civic Center Complex, on the 25th day of April, 2016, at 5:25 PM, will conduct a public on additional appropriations in excess of the budget for the current year.

IS IT TRUE this is how it is done nowadays at the Civic Center, low ball the original budget so you look good at the time you roll it out for the public, then make up the real difference during the taxable year using additional appropriations.  …the Mayor and his Controller thinks the public is not smart enough to catch on, right?  …the answer is “wrong”?  …we get it?  all we can say is  the City of Evansville is facing a major deficit spending challenge?  …the its obvious that the City of Evansville 2016 Budget predictions are way off track?  …we miss fiscal conservative watchdog Councilman John Friend CPA?

IS IT TRUE we wonder why a former City employee (Zoo Director) Dan McGinn was selected to be Chairman of the City Council Finance committee?  …we wonder why Council President Missy Mosby didn’t select Anne Hargis CPA to Chair that committee?

IS IT TRUE that Cheryl Musgrave has just been endorsed for County Commissioner by the Farm Bureau and Southern Indiana Builders Association despite Alex Schmitt’s endorsements from Mayor Lloyd Winnecke and Republican County Chairman Wayne Parke?  .. .Mayor Winnecke and Vanderburgh County  GOP Chairmen Wayne Parke have risked a big chunk of their political gravitas on the young candidate with the questionable resume that lacks fiscal responsibility?

IS IT TRUE that  people living in the rural area are upset that members of the Vanderburgh County Commission weren’t included in the planning of the $42 million dollar Regional Cities Initiative Grant project?  …they are extremely upset that they didn’t get one red cent from this State grant?

IS IT TRUE we are watching to see if the Winnecke-Parke political machine  are able to “roll” across the City Limits and into Vanderburgh County to get the needed votes to elect Alex Schmitt to the County Commission?…it’s predicted when Mr. Schmitt hits the county line he stands to meet the same fate at the hands of the County voters that former Commissioner Marsha Abel met two years ago? …if that happens Mayor Winnecke’s credibility as a possible candidate for higher office will suffer?

IS IT TRUE the race for District 77 State Representative is turning into a real political barn burner?  …all eyes will be on  the Center City to see if the political movers and shakers of that area  will get people to come out to vote in the coming Democratic  primary?

IS IT TRUE that neither City Council Finance Chairman Dan McGinn  and City Controller Russ Lloyd Jr will offer any explanation for the excess appropriations and related expenses?  … don’t expect  them to give us monthly explanations how much money is in each account during the 2016 budget cycle?

IS IT TRUE we hear from reliable sources that  City Controller Russell- Lloyd Jr received a pre-paid advancement of $12 million from Tropicana Casino in December  2015 and dumped  this money into the cities ailing General Fund?   …we wonder why the local corporate media didn’t report this?

FYI: Under Indiana Code 5-11-1-4, the Department of Local Government Finance may approve the annual budgets or additional appropriation requests for a political subdivision only if it has electronically filed with the State Board of Accounts the Annual Financial Report and the Annual Personnel Report according to Indiana Code 5-11-1-4 and Indiana Code 5-11-13-1.

    I know the local movers and shakers in the Center City are not to be underestimated, but I think the impressive grassroots work and compelling story of Lori Sherman is opening a lot of eyes in this election.

  3. Tropicana Entertainment Announces Plans for Multi-Million Dollar Land Based Gaming Development at Tropicana Evansville

    Evansville, IN (November 24, 2015) Tropicana Entertainment Inc. (“Tropicana”) announced today its plans for a land based casino development project at its Tropicana Evansville, Indiana property. The development project envisions an approximately 75,000 sq. ft. single-level casino and entertainment facility, at an estimated cost of approximately fifty million ($50,000,000.00) dollars. The new casino would be situated on land owned by Tropicana between its existing hotels, Tropicana Evansville Hotel and the LeMerigot Hotel, and would replace Tropicana’s current riverboat casino.

    In conjunction with the announcement of the development project, the City of Evansville and Tropicana have entered into a non-binding letter of intent (“LOI”) that outlines the scope of the project and proposed lease amendments to the lease agreement (the “Lease”) between Tropicana Evansville and the City of Evansville Redevelopment Commission (“Evansville Redevelopment Commission”) to accomplish the development of Tropicana Evansville. The principal terms of the LOI provide that in exchange for the $50 Million development project and an aggregate $25 Million pre-payment of rent to the City of Evansville, upon completion of the project Tropicana Evansville would receive $20 Million in development credits in the form of Lease rent credits, and the Tropicana Evansville Lease options would be extended for an additional 15 years through December 31, 2055. Upon completion of the land-based facility, Tropicana Evansville would remove its existing gaming vessel and contribute $1 Million toward the City of Evansville’s plan to relocate an historic LST 325 World War II vessel to the dockside location of the current Tropicana gaming vessel.

    Subject to timely finalization of a Lease amendment with the Evansville Redevelopment Commission and receipt of regulatory approvals and permits, including approval by the Indiana Gaming Commission, Tropicana anticipates groundbreaking to take place in the first quarter of 2016, with an expected 18 to 24-month construction period.

    This major proposed investment by Tropicana follows amendments to Indiana law earlier this year that permit Indiana riverboat casinos to move landside, subject to certain limitations, and demonstrates Tropicana’s continued commitment to its employees, casino customers and the Evansville, Indiana community.

        I am old school, and I can’t stand gambling, including legal gambling as a business in Evansville. Notwithstanding, I also acknowledge, $50,000,000 is a lot of continued development in downtown Evansville. There are even strategic benefits (aside from the economic and further development momentum it creates)….clearing the riverfront of the boat for more pedestrian friendly access is fantastic. There are gonna be the usual comments here from people complaining that other people are making money…and that makes some people resentful…but big picture, it is better news for the City.

    • I can absolutely confirm that the story about Lori being in jail is an out and out malicious lie. She has been knocking on doors EVERY DAY, and that is hard to do if you’re in jail. I suspect you just made that up at the behest of Ryan Hatfield.

    • Lori is a practicing attorney in good standing. She recently left her employment as a Child Advocate for CPS and joined a private sector law firm. If she was in jail, it was to visit a client. You may be mixed up because her mother was in jail when Lori was growing up. This might straighten out your confusion:

  5. Hatfield was a key operative in the Riecken campaign last year. The newspaper column with the fabricated Russ Lloyd quotes probably came from him, along with the brilliant observation that the Downtown hotel will be “blight.” You can speculate that both Sherman and Ferguson are doing well or the Hatfuls wouldn’t be coming out with with the mud at this point. Don’t forget Hatfield works for a Republican prosecutor as well. Has his boss endorsed him?

    • I’m about to call Hatfield out on his Facebook page. I doubt there’s any truth in the Ferguson story, and the Lori story is just plain bigoted viciousness at it’s ugliest.

  6. Hatfield’s website has a photo of him with a woman and two young children. You can assume that is his family, but they are not identified.

    • I know all he had during Gail’s campaign was a girlfriend, or at least he talked about her, but never a wife or children. His girlfriend is who accompanied him to file for office, too.

  7. He is a prosecutor ? What does he do? What does Lori? What firm? and what does fergoson do?

    • Hatfield is a second-generation attorney who works in the Prosecutor’s office, which means he is employed by the taxpayers. Ferguson is a pipefitter who is going to school for an engineering degree. Lori Sherman has worked to make it through law school. After passing the bar exam, she became a Child Advocacy Attorney for Child Protective Services. She was a public employee and decided she could better serve the interests of kids like she was as an elected representative, so she resigned her State position. There will be an announcement soon about the law firm she will be joining.

  9. Just a note on the GOP side of the District 64 race. While Washburne is a clone of the discriminatory and divisive Gov. Pence, you have to remember that Ann Ennis was a key advocate and activist in the expensive city-county consolidation battle. She worked tirelessly for the Winnecke pro-consolidation forces in an effort to make him the first mayor of Vanderburgh County. Just remember that while she trumpets education issues as her main platform plank, there is more in her history. But Washburne is owned by ONB and he might make Pence seem tolerant by comparison.

  10. Any other time I’d be for Lori Sherman but we need a labor guy in office we don’t have any now. Maybe she can run for other office next time. Ferguson is my choice there
