ENJOY YOUR NEW “OFF TOPIC FORUM” AS OF APRIL 24, 2015

For the last couple of month we have been watching our bloggers getting off topic. Sometime the posters got real personal and insulting. With much thought and planning we have decided to add a new section to the CCO so you can go off topic long as you want. The name of this new section is called “OFF TOPIC FORUM.”  We placed this new section in the upper right hand corner.  This site is ready for you to post your off messages on a daily basis.

Attached is the new CCO posting rules for your review and compliance.

We reserve the right to remove any post that we feel is obscene, profane, vulgar, racist, sexually explicit, threatening, abusive, or hateful.  Comments should further the discussion on a given subject or article and not veer off topic unless your posting on the “OFF TOPIC FORUM.”   We reserve the right to remove comments posted for sock puppeting purposes, where a user creates another persona to comment on their own previous comment.

You are legally responsible for what you post. Your anonymity is not guaranteed on this site. City County Observer will not share your private information with anyone unless you expressly instruct us to do so or we are required by law to do so.  We do not sell, rent, or give your information to any other company.

    • Joe: Don’t know which is worse; the ACLU for filing this lawsuit, or the Catholic Church for aiding and abetting the tidal wave of illegal aliens into the U.S. And receiving $72,000,000 taxpayer dollars for their efforts.
      Where’s the outrage?

      • The Church knows that the Latinos are strong Church followers. . .numbers have been down of late. . .not defending their actions but only pointing out their motives. . .

  1. CONCERNING THE CITY RESIDENCY REQUIREMENT FOR BOARDS AND PANELS

    The panel of Superior Court Judges would do well to remember some basic facts in reaching any decision. Can you vote in a city election if you do not live in the city? The answer is no. So it would seem to follow that the city has a right to seek city residents to fill city positions.

    Secondly, and possibly even more important to the question at hand, the CITIZEN sits at the top of this governmental organization, a fact that many seem to ignore. Put this question on the next ballot and let the people who SHOULD be deciding this issue do so.

    • So you are now saying that the City should Not (NEVER) look outside the city limits for qualified people to work for the City Government? The DMD director, Fire Chief, Police Chief, EEPA DIrector, Zoo Director, Water and Sewer Dept. Director and many others will all have to live inside the city limits in order to work for the City of Evansville. Evansville is bad off enough but if you put that kind of a restriction on the City’s hiring of new personnel it will be even worse.

      What if the Hospitals or other large Businesses did that sort of thing. Only Doctors who went to school at UE and live in the city could work for Deaconess or St Mary’s. How would that work out if they excluded all those brilliant people who were recruited from outside the City’s limits? Shame Shame Shame.

      • Employment vs Policy Making Bodies are to separate and distinct functions. . . .For instances, why by State Law members of the Safety Board must live in the City? . . .Why by State Law members of Works Board must live in the City? Those individuals make decisions that bind us contractually and direct were our money will be directed. . .

        Most must agree that the Utility Board should have a member that lives outside of the City because this Board makes policy that effects those County users of the Utility’s product. . . The Parks Board should have a member that lives outside of the City because County residents pay property taxes that part and parcel is directed towards the City’s Parks/Rec. . .simply stated. . .if any Govt has taxing authority directed at a citizen that citizen should have the right of representation. . .if no authority exist no representation is allowed. . .

      I would agree that the city has the right to seek city residents to fill city positions.
      However: it is not useful to limit the talent pool by arbitrary ordinance.
      The absence of an ordinance prohibiting the appointment of non-city candidates
      does not compel that those appointments be made.
      Therefore: the residency ordinance serves no useful purpose. …

      • If the expansion of the talent pool is reason for not having this ordinance. than we should most certainly consider expanding the political pool, i.e. those who can seek public office. . .why not allow individuals who live in Indianapolis to seek the Mayor’s office. . .of course everybody know that those Indy folks are much more talented then what we have now?
