IS IT TRUE this is the first time City Controller Russ Lloyd Jr has posted on the Indiana Gateway System by the due date?

IS IT TRUE that Mayor Winnecke’s 2016 capital projects agenda is: plan to spend $1.7 million for a new Land Bank to fight blighted properties, forming a task force to address what to do with Mesker Amphitheater and Lloyd Pool,  to install a new Humboldt Penguin exhibit at Mesker Park Zoo and completing Roberts Park? …we wonder when the Mayor is going to stop his big ticket spending habits?

IS IT TRUE that the City of Evansville General Fund had over $6.1 million  dollars of unpaid bills as of December 31, 2015 and the Hospitalization Fund had over $1.3 million dollars in unpaid medical bills?

IS IT TRUE the investment breakdown by the City of Evansville with local banks as December 31, 2015 is extremely interesting?  …the investment percentage by the City of Evansville in local banks is as follows: Old National Bank-42.44%, First Security Bank is 10.24%, Banterra Bank-7.17%, Evansville Commerce Bank-6.52%, Legend Bank-5.24% and the Mayors former employer Fifth Third a received a disappointing 0.01% from the City? …the remaining percentages were invested in other financial entities?

IS IT TRUE at the end of 2015 the IHCDA Blight Elimination program had a negative balance of  $119,482.35?

IS IT TRUE that the Golf Course Non-Reverting fund started out in 2015 with a negative balance of $338,391.51?  … at the end of 2015 the net loss for this account was $528,173.17?

IS IT TRUE that the Parks and Recreation General Fund account had a beginning negative balance of $107,668.65 and ending up with a negative balance of $304,511.18?

IS IT TRUE that the Downtown Parking Garages lost $161,247.71 in 2015?

IS IT TRUE that the Sports Non-Reverting account had a negative balance of $219,171.40 at the end of 2015?

IS IT TRUE that the Rental Housing Inspection account have an ending balance of $1,160.83?  ..we wonder how Codes Enforcement can inspect rental houses with a mere $1,160.32 budget?

IS IT TRUE at the beginning balance of the Evansville Redevelopment for the Victory’s was $1,178.27 and at the end of the year it had a reported lose of $655,236.87?

IS IT TRUE yesterday Mayor Winnecke introduce Mike Hall as the new owner of a Evansville Hockey team?   …we wonder why the Mayor didn’t introduce the person or organization who owns 90% of the team?

  1. I am guessing that Monday, a day before the mayor’s state of the city address would not have been a good time, the same goes for Tuesday, yesterday, the day of the address, but today, the day after the address we see in the legal notices that the Evansville Water & Sewer Department wants to issue $42. million in revenue bonds.

The bonds are to be payable solely from the net revenues of the districts waterworks. The bonds are not to exceed 6. % interest per annum.

It seems strange that they are advertising this as a “notice to taxpayers”. One would think that it should have been advertised as a “notice to RATEPAYERS”

    • Bingo.
(Maybe divert attention with a minor league hockey team……or create some diversion about an email server so no-one talks about some other thing you want them not to notice.)
Great catch on that $42 million bond issuance PRESS.

  2. ‘IS IT TRUE yesterday Mayor Winnecke introduced Mike Hall as the new owner of a Evansville Hockey team? …we wonder why the Mayor didn’t introduce the person or organization who owns 90% of the team?’ ~~ CCO

Yes, sadly it is true. After a while you cannot ascribe the lies and dishonesty to political situations that come up or ‘everyone does it’ or anything else. You just have to finally admit you’ve been had, elected a very flawed individual who just can’t hardly tell the truth. Yesterday he tried to perpetuate the charade that Instant Fan Hall ‘stepped up’ and owns that rinky-dink team, knowing that it has been well publicized that Hall apparently got 10% of nothing for the use of his name. Oh yes, he also got a ringside seat for Winnecke’s latest performance. Any largesse that comes Hall’s way from the city should be looked at very closely. Hard to make a case that it wouldn’t constitute some sort of quid pro quo and should be examined by outside people, people not beholden to Lloyd Winnecke or VenueWorks.

Mohawk Hall, instant superfan, is the epitome of an expendable front man. Winnecke’s untruthfulness only hurts him in the long run but when coupled with his debauched spending habits it affects us all. If the little song & dancer can sell that cheapo team to the rubes he indeed has bigger and better things in his future. The sooner the better.

    • Bandana in your infinite wisdom and quick to throw out personal insults at someone you know nothing about let m break it down for you. Hall owns the team what Venue Works owns is the rights to the affiliation. They did that as a safety net so Hall couldn’t pull what Geary did, meaning move the team to another city within the market of 50 miles. This is why Evansville cannot have another ECHL team as Geary owns the team and the affiliation and Owensboro is within the 50 mile radius of Evansville, so look at the what Venue Works did as a safety net for Evansville. Also no tax dollars were used.

      • Hall isn’t going anywhere with something he, at best, owns 10% of. Ginned up bush league hockey teams are in universal very low demand. Nothing from nothing leaves nothing. Break that down for me. All in all your defense of Hall and Winnecke at Geary’s expense is twisted, weak and unpersuasive. You can break that down for me too if you like, just don’t do it on city time. ‘Also no tax dollars were used’ — that’s rich, the last refuge of a failed refuterist.

Hall can put some of it to rest by posting financials showing his wherewithal to own a professional sports team. That ‘instant super fan’ construct doesn’t really get him much credibility. So far he’s been out of sight on this, except for yesterday when, at Winnecke’s command, he groundhogged up to take a bow.

        • You have no clue to the contract, so everything you are posting is here say or your own speculation. I happen to know the inner workings so please give it a rest.

          • You don’t know a damn thing. The contract was posted and I have a copy. Your Fantasies On Ice are entertaining.

    • Bandana:
There is iron in your words for all to see. Truth.
But….if I were the Mayor Lloyd Winnecke of Evansville, and I wanted to make…..a “Diversion, make a lot of noise over there so over here in this room you can take a hundred million off the wall and waltz right out the front door. Oh that’s good!”
I would make a silly, little ruckus out of a meaningless, but nonetheless high profile, dustup over at the Ford Center with a low-level minor league hockey team. Attract press attention and draw in CCO political criticism over “the low-level minor league hockey team ownership structure.” Yep. Would probably work.
But as PRESSANYKEY and George Lumley keep pointing out….(like PRESS today observing the issuance of $42,000,000 of revenue bonds to be paid for by ratepayers, repeated deception in city finances and budgeting….and GEORGE pointing out the off-the-record, behind closed door affairs of the EBC Land Bank)….much bigger, more substantial and meaningful (potentially) corrupt activities abound elsewhere in Evansville administrative politics.
      How would you define success?

      • The phony front for the low tier hockey team is emblematic of the way this administration does business. It deserves comment. We all comment on what we want to write about. That, however insignificant in the larger scheme, is what I wanted to write about. I agree it’s not as important an issue as the things George and Press write (very well) about but it does help flesh out a disturbing pattern in the city leadership.

        • B…..Yeah…..no problem. I don’t think you’re wrong about it. And it does make a fun target.

      • “There is iron in your words for all to see.” You’re getting as poetic in your prose as our mana Bandana.

  3. Dear god this is the most negative page ever. This page is ALWAYS quick to point a finger but NEVER offers a solution. Instead of CCO this page should be called CAVE Citizens Against Virtually Everything.

    • …there is a place for political criticism. The CCO does that, although too often, it chases a rabbit into the woods.

    • Funny how you find the so called negative comments more egregious than the negative balances. Do you have a solution to the negative balances or just want to shush the questions? Is it just an “investment?” Debtors can’t invest. Will you just find more money to spend and say you cured the spending problem? That’s like curing an alcoholic with more booze.

      • ‘…you find the so called negative comments more egregious than the negative balances’

        Excellent Enoch.

        • It IS! The compliment is for the whole post I-E wrote. I like “like curing an alcoholic with more booze.” Compelling, hard-hitting, well-structured, and wit. LOL. Love it.

  4. Let’s hope the Mayor’s blue ribbon task force for Mesker Amphitheater renovations doesn’t come up with the Robert’s Stadium solution. The $13 million for the ill conceived North Main bike path project would be far better utilized for the renovation and re-opening of Mesker Amphitheater.

    • ….what about accountability JoeBiden? Shouldn’t an Amphitheater stand on it’s own foundation and be self-supporting? You are a proponent of being accountable and not having government subsidize business activities, but instead limit its activities to things like infrastructure and creating a positive market for business…..I got that right don’t I JoeB?
Cause I can’t figure why you would want government to subsidize a local amphitheater Joe.

  5. “Opportunities in Evansville are limitless,” Winnecke said.
There I put someone saying something positive.

  6. Heard rumors of local officers investigating bullet holes in vehicles today in our fair city.

    • I’m surprised anyone cares that much about a D2 team to even bother making that Web site. Somebody needs a life.

      • They have a lot of pride about a program that use to be better and outdraw many D1 programs. Now they have to pull teeth to get people to show up for a low tier product run by a guy that refuses to leave Carbondale apparently.

  7. IS IT TRUE that the Downtown Parking Garages lost $161,247.71 in 2015?

So we’re going in debt for another parking garage. It is almost funny. Winnecke needs to tell the people that lost their jobs at Flanders how great their possibilities are.

  8. Remember the fees for the city-owned garages were recently increased as part of the administration’s effort to make it more expensive to live in Evansville because they can’t raise property taxes.

  9. Be careful what you say. The mayor continues to crow about having removed the negative naysayers from city council and having replaced them with the best bunch of cheerleaders money can buy. If you question spending, priorities or the inability to handle the city’s accounting functions, you are met with moaning about misdirected criticism and negativity.
